Waters are still rising all along the East Coast and residents are being forced to hire ground by the floods. We'll have the latest today, Sunday, January 21st, 1996. From NBC News, this is Today, live from Studio 1A in Rockefeller Plaza. Good Sunday morning to all of you. Welcome to Today. I'm Jack Ford. And I'm Elizabeth Vargas. Boy, those flood waters are something else. The pictures are frightening. You know, you hear about it and in our neighborhood we had some storm drains backed up, but then you see people being forced from their house and things being swept down the road. The entire town of Wilkes-Barre was evacuated because of flood waters there. It's been affecting hundreds of thousands of people all up and down the East Coast. It scares you how powerful nature is and how helpless we are sometimes to control it. But we'll be talking about that weather for you, giving you an update on what's going on there. Also, as you know, the President's State of the Union address is scheduled for Tuesday night. We're going to talk to some political observers about what we might expect to hear from the President during that speech. And we're also going to talk to the author of a controversial new book about Britain's Queen Elizabeth. The royals always seem to be in the news. They do. Also, this morning... I wish we had a royal family. I don't mean in the royal family. We had a royal family here and you could have books and those types of scandals. You know what? I think I'm content just reading about the royals in Britain. I guess you're right. I guess you're right. Also, this morning we'll get an update on those historic Palestinian elections this weekend. Also, a Hollywood report on the composer who created the music for the new movie Mr. Holland's Opus and the music of guitarist John Pizzarelli. But first this morning, this news. As we just said, rain and melting snow from the blizzard of 96 has sent rivers over their banks in several states, with Pennsylvania among the hardest hit. The Susquehanna River has overrun its banks or is threatening to in other areas. And at the Capitol in Harrisburg, flooding has become so bad that Governor Tom Ridge and his family have had to evacuate. Governor Ridge joins us now from slightly higher ground. Good morning, sir. Good morning. How bad is the situation? Can you tell us in a quick summary? Well, I think there's an incredible human face on this tragedy all around Pennsylvania. It began with an unprecedented snowstorm on January 7th, incredible conditions after that. We've got senior citizens leaving nursing homes to Alice's patients that we've had to move through snowstorms into out of hospitals, into safer areas. We've had Three Rivers Stadium where we were down enjoying a victory in Pittsburgh last Sunday. We've got 10 feet of water on the point where the Three Rivers meet. We've got trailer parks that are downstream. There's a human face to this tragedy and we're waiting for the federal government to come up and assist us. How high have the rivers crested? Have they already crested above flood stage and are they on their way down or are they still going up? What's the status there? Well, we have 57 counties of the 67 counties in the disaster declaration. We've had flood stages anywhere from 12 feet above flood stage down to 7 or 8 in and around the capital city of Harrisburg. So depending on where you are in southwestern Pennsylvania to northeastern Pennsylvania, we've had horrible floods and horrible tragedy. Again, we're still waiting for the federal government to recognize that it's more than just flooding in a couple basements. You have had many, many people evacuated from their homes. How many of those people are on their way back and how many are being forced to stay in shelters as of this time? Right now we probably have 10,000 plus people in shelters. We don't know how many thousands of families we have with friends and relatives. We did evacuate nearly 100,000 people out of Wilkes-Barre. Mayor Reed has 4,000 structures in Harrisburg underwater and evacuated nearly 10,000 people there. And out in the southwestern part of Pennsylvania, again, we've got small communities along tributaries that have evacuated. Many of them have no longer have any homes. I mean, it is a series of events that began on January 7th where we got, in many instances, 30 inches of snow in a day in some communities that only get 20 inches of snow in a winter. And after that we had 5 inches of rain and then 60 degree temperatures, all this in January, which has created horrible havoc throughout the Commonwealth. Moving on this morning with other news, we have PLO Chief Yasser Arafat seems to be sure of a landslide victory as Palestinians elect their first government in parts of the West Bank and Gaza Strip. NBC's Martin Fletcher reports. Israel lifted its closure on Gaza and the West Bank this morning, allowing Palestinians to enter Israel again. The closure was a security measure to prevent bomb attacks by Islamic militants who threatened to disrupt the Palestinian elections. The security measures and massive police presence worked, no major incidents. Overnight international observers watched as Palestinians counted the votes. About 85% of Palestinians voted, almost a million people in the first ever Palestinian general election. But no celebrations yet. The final result won't be announced until later today. Though it's already clear Yasser Arafat won his expected landslide and delivered a slap in the face to Islamic militants who called for a boycott of the elections, which was mostly ignored. Arafat will only rule over about 30% of the West Bank and about 70% of the Gaza Strip. The rest still has to be negotiated with Israel and could take years. But Arafat's landslide victory does mean he has the support of the Palestinians to continue the peace process with Israel. Martin Fletcher, NBC News, Tel Aviv. NATO officials in Bosnia have praised all sides for cooperation in implementing the peace accord. Prisoner releases have been slower than expected, but the program appears to be moving ahead. Meantime, NATO has announced a decision on mass grave sites where Serb rebels allegedly hid the bodies of thousands of Muslims and Croats. It says it will keep watch on the areas but not formally guard them. The music world has lost one of its greats. Jazz saxophonist Jerry Mulligan has died at the age of 68. Mulligan started his musical career as a teenager and worked with such greats as Gene Krupa, Chet Baker and Duke Ellington. Suppose you woke up one morning and found your U.S. dollars had to be traded for a new international currency. Well, you'd probably feel that some of your American independence had been lost. It isn't happening here, but it is happening in Europe and not everyone is happy about it. So money managers are meeting trying to figure out how to convince Europeans to like the idea of Euro dollars before they're put into circulation. Vancouver won its eighth game of the season with 30 losses, the Grizzlies knocking off the New York Knicks 84-80. College basketball number one Massachusetts stayed on top of the heap even without Marcus Camby. UMass got 33 points from Carmelo Travieso and beat Duquesne 93-89. And that's today's sports. I'm close up this morning inside Washington. President Clinton's State of the Union address will be delivered Tuesday evening. The President flew to Texas this weekend where he met the shuttle astronauts and also attended the funeral of former Congresswoman Barbara Jordan. He'll be spending the time between now and Tuesday preparing that speech. And for some thoughts on what he might be saying come Tuesday night, we turn to syndicated columnist Cal Thomas and also to Democratic advisor Tony Coelho. Gentlemen, good morning. Morning, Jack. Tony, let me start with you. Give us a brief synopsis, if you will, of what you expect to hear the President saying Tuesday night. Well, basically, the President's going to talk about how the country is today and how it moves in to the next century. He's not going to dwell on the budget fight or any of these mud fights that are going on today in Washington. It's more a vision of the future and it's an upbeat positive vision. And it's reminiscent really of what Ronald Reagan did when he was starting his second term. The country's in a good mood. The economy is in good shape. We're in foreign policy, we're in peace generally throughout the world. And so he's going to give a very upbeat positive tone. Cal, I suspect you might have a somewhat different view of what the President might be saying. What do you expect to hear? Well, I do, Jack. I knew Ronald Reagan. Ronald Reagan was a friend of mine and Bill Clinton is no Ronald Reagan. I've been waiting for years to use that line, Tony. Thanks for giving me the opportunity. Tony set you up nicely for that one, didn't he? He certainly did. I owe you a meal for that one. Well, I think the President will come on and take responsibility or take credit for peace in Northern Ireland, his efforts in Bosnia and in Haiti. I think he'll say that, look, crime is down, things are getting better, very optimistic. It's interesting to go back and read his previous States of the Union as I did before this program. And you saw in 1994, praise of Tip O'Neill who had just recently died, the guru of big government liberalism. But in 95, you saw a phrase that I don't think you'll see this time. He said, I've made some mistakes. This was when the Republican Congress had just come to a majority. So I think there will be, I agree with Tony, a lot of optimism. But more than ever, I think you're going to see the character issue overhanging a lot of this. You're going to have people asking themselves, well, does he really mean what he's saying? And that remains the major question. And I believe the character issue will be a major factor in this coming campaign. Tony, how about that? How big an issue is character going to be? Well, Cal really kind of slid that in. I don't see how that really becomes an issue for the State of the Union. But I think that the character issue, the Republicans obviously are going to try to make it the issue. Obviously, that's why you have these Senate hearings. There's really no legal offenses anywhere, but they need to have an issue. And of course, Senator DeMato, who is the co-chair of Doe's campaign and also happens to be Republican chair of the Senate campaign committee, is the chairman of the committee that is trying to make this into an issue. So they're going to try and try and try. The problem that they have is they really don't have any candidates that are going to spark the American people's interest. I think that what you're going to see here is Bob Dole is going to be nominated. He's going to become really the Walter Mondale of this campaign. It's going to be very similar in that he'll have a tough race with Forbes. It'll be close, but Dole will win. He's not going to be that inspiring. Clinton will end up winning the election in November. We've seen an unusual request here by the Republicans. They've asked, rather than responding Tuesday night after the president's comments, for time from all the networks to respond on Wednesday night, a separate response. Cal, why? Well, they remember Bill Clinton's State of the Union last year that ran one hour and 20 minutes, and they don't want to be forced out of prime time to follow the president, so they're not taking any chances this year at asking for Wednesday night so they can be in prime time. What do you think of that, Tony? Well, this has been going on for a long time, Cal. I remember when I was there that we always wanted to have a response at a separate date. I started the whole effort of having actually something that you could have played before, I mean, worked out before and then relayed in. That didn't work either. We experimented with everything in order to be competitive with Ronald Reagan, and we couldn't. The Republicans are trying to do the same thing with Bill Clinton today. It's cool. And sketchy. It's Ellen. After The Mummies from 7.30 tonight on 7. the real life music man behind Mr. Holland's Opus. In the film, the music is virtually a co-star with actor Richard Dreyfuss and the man who wrote the music is a star in his own right. Contributing correspondent Wendy Walsh has the story. Mr. Holland, it has come to my attention that you are teaching the students rock and roll. I will use anything from Beethoven to rock and roll if I think it will help teach a student who loves music. In the drama Mr. Holland's Opus, Oscar winner Richard Dreyfuss stars as a passionate music teacher who gives up his dream of composing to spend 30 years inspiring young minds. Playing music is supposed to be fun. But while the movie is fiction, its message is alive in the man who wrote its music score, three time Grammy winner Michael Kamen. When it was presented to me that I might be interested in doing a film in which the hero wants to be a great American composer, I said, are you kidding? This movie is, I felt, really about me. If that sounds like boasting, consider this. With Mr. Holland, Kamen has dedicated his life to shattering the barrier between Giacchino Rossini and rock and roll. When Kamen isn't writing film scores for hits like Die Hard, Lethal Weapon, and Robin Hood Prince of Thieves, he's doing albums or concerts with such artists as Luciano Pavarotti, Pink Floyd, and Bob Dylan. I never recognized the barrier between one form of good music and another form of good music growing up in a household where Lead Belly and Bach were constant accompaniments to life. Even Richard Dreyfus, a notoriously tough critic of his coworkers, has only bravos for Kamen. He's not only fun, but he's smart, and he's articulate, and he's thoughtful. I had a fabulous time. Despite his two decades of film work, Kamen, a native New Yorker who now lives in London, says Mr. Holland's opus posed a special challenge because music was a character in the story. The wonderful thing about this film, since it charts the writing of the symphony, I had to write the symphony before they shot the film. Director Stephen Herrick. I'm telling a story with pictures, with words. Michael's telling a story with music, and we try to find the rhythms that sort of match each other in telling this story. It was kind of a hassle sometimes to be writing a scene and realize it had been chopped out of the script, but it was a profoundly different experience to write a score prior to the shooting of the film, to lay the fabric of the film out. All right, let's get ready. Another challenge was creating the illusion that Dreyfus was a veteran music maker. We put a little camera of me conducting in front of him, and he's left-handed, so the mirror effect was perfect. Listen for Kamen's touch in the upcoming live-action film of 101 Dalmatians and the Robin Williams fantasy Jack. There's also Oscar talk about his score and song for last year's Don Juan DiMarco. Linking all these projects, Kamen says, is a basic aim to communicate emotion. Music, of course, is as important in children's lives and kids' lives and adults' lives as it has ever been in the history of the planet, I think. I'm going to drag into this gig with kicking and screaming, and now it's the only thing I want to do. So what would have happened to Mr. Holland if he'd achieved his dream to compose full-time? You know, I got a tough time with my little girl growing up. Right. Most fathers do. I'm sure all dads and their daughters do. So her birthday was a couple of weeks ago and I had planned this and it was all set and we called the parents of everybody saying, you know, here's where they're going to be, here's what they're going to be doing, we'll be there. It will be heavily supervised. Absolutely. I was all over this place. And it was fun. It started off a little shaky. I had the girls' basketball team that Ashley plays on had a tournament yesterday. And she lands on the wrist and blows out the wrist. Oh, gosh. Broke the wrist. And, you know, it was scary. She had hurt herself very badly and so, you know, she's taken to the hospital. So the girls... And I was telling you this, and as an athlete, you understand this, I love watching the girls' sports, especially the girls' basketball, because they come out there and they bang and they come after you. And our girls had a horrible shooting night, but they wouldn't let go. And they kept coming, kept coming. And then they ended up winning by a point. And then they just stopped. They were in tears because of their good friend getting so badly hurt. And then fortunately, about an hour into the party, here she comes in with her big cast on her arm here still wearing her warm-up. Hey, that's going to be an enormous badge of honor for the next week. It is. So she came in and they all picked up and it turned into a fun party. Oh, good. But I was downstairs about every five minutes or so saying, so do you guys want your pizza now? Can I get you some soda? And then the scientist said, you don't need to make up an excuse every time you come in there. I know you're coming down. It's okay. Just come on down and be part of the woodwork. That is so funny. But it was fun. But it's one of those passages that I read through as a parent. It's just going to get more and more interesting, Jack. Oh, great, Elizabeth, thank you. I'm Elizabeth Vargas along with Jack Ford and Joe Whitty with the Weather. Nice to have you back, Joe. Good morning. And a nice time. Yeah, a beautiful time. I'd like to have a snack. In this half hour, we're going to get the latest on a very serious subject, Yasser Arafat's victory in the Palestinian elections. See what all of that means for the people there. There was a parliament that was also elected. 88 seats up for grabs. Really, when you think of major developments in an area, certainly that's it for them. Very historic. We're also going to be taking a look at the latest in the royal family controversy over in England, a new biography of Britain's Queen Elizabeth. We'll be talking to the author of that book, and we're going to give you a chance to hear some of the music of guitarist and singer John Pizzarelli. We'll talk about that coming up in the next half hour. First, let's take a look at some of the news this Sunday morning. From Virginia to Connecticut, residents are shoveling sandbagging and seeking higher ground. Earlier, heavy snows and rains are now causing severe flooding. NBC's Gary Matsumoto is in Harrisburg, Pennsylvania, where the Susquehanna River is above flood stage. Gary, tell us what's going on there. Good morning, Jack. I'm standing along the eastern bank of the Susquehanna. In fact, I'm standing in the Susquehanna. This is the Shypoke District, one of the lowest lying neighborhoods in Pennsylvania's capital. And if you look off to my left, you can see in the distance the original banks of the river, just a few yards in front of those small trees that are now marooned in icy water. By the time the Susquehanna gets as far south as Harrisburg, it's about a mile wide and five or six feet deep. The river crested early this morning, just shy of 25 feet, five times its normal depth. When the Susquehanna breached her banks, she spilled into basements and inundated streets. Thousands of residents from Harrisburg's lowest lying districts were affected. Some worked late into the night pumping water out of businesses, but many simply abandoned their homes to the river. The city imposed a curfew until 7 this morning, levying a $300 fine against anyone driving the streets who didn't need to get to or from work. Most of Harrisburg will remain high in dry because parts of the city are significantly higher than the river. The rolling, uneven terrain form a natural barrier to the Susquehanna's murky waters. The blizzard of 96 dumped about 41 inches of snow in the region and when it got warmer, about four inches of rain. So when temperatures climbed into the 50s last week, this was the result. Jack?
