Good evening and thanks for joining us tonight. I'm Ann Halloran. I'm Kelly Ogle. We're glad you're here for News 9 at 6. Here is the baby girl a mother didn't want. Her newborn was abandoned yesterday morning and left naked next to the dumpster with only a plastic bag she was in to keep her warm. Tonight, that little baby remains in critical condition and police are still tracking down the mother who dumped her. New at 6, Tamara Pratt has insight as to possibly why and what needs to be done to hopefully keep the scene from being repeated, Tamara. Well, Kelly, instead of a crib, a mother chose a plastic bag and instead of a nursery, she chose a dumpster. Well, why didn't she use law that could have protected her and her baby? Well, one legislator has an answer. Oxygen flows through the tubes which part her tiny mouth. Now listen to the first minutes of her life. I need you to tell me each time he takes a breath. Okay. Take a breath. Okay, he's not breathing enough, okay? He takes a breath. Okay, sir. Yeah. The newborn baby's breathing much more rapidly than that. Uh huh. He's breathing enough, so here's what I'm going to have you do. You're going to have to help him with his breathing. Medical crews say 10 more minutes without help like you just heard and she would have died. But this is not the first time this start has been chosen for a baby. Last year, a 17-year-old girl and her boyfriend placed their newborn in a book bag and left her in this metro dumpster. Those teen parents are expected to plead to charges later this month. At the time of their alleged crime, they did not have the option of a safe site like this to take their baby without fear of prosecution because the law had not been passed. The abandoned baby bill did not go into effect until July of this year. State Representative Susan Winchester co-authored that bill. My first response, you know, this didn't have to happen. As she watched the latest news, she says she's broken hearted. Her bill could not prevent another abandonment, and now she says it's clear what's needed. Education. We have legislation in place to prevent this, but we've not gotten the word out that it's out there. We need to do something more than what we've done up until this point. In fact, Representative Winchester would like to see billboards and public service announcements, something similar to a program that's done in Mobile, Alabama. In fact, in the last two years, the DA there tells me the program has saved nine newborn lives. Kelly? That's what it's there for. All right, Tamara. And again, the baby was left next to this dumpster at 5714 Northwest 23rd Street. Police say it happened before 7 yesterday morning, and if you saw anything or have any information about this, call Crime Stoppers at 235-7300. Elsewhere, a baby is dead tonight. Her father behind bars. Police say he allegedly beat and caused the death of his five-month-old daughter at his home in Shawnee. Amy McClee has been following this story and joins us now from in front of the Oklahoma County Courthouse with the details. Amy? Well, the suspect, 35-year-old Tracy Allen Cottle, is being held here on two violations of a deferred sentence, bail jumping and forgery. The most serious is what he'll face come Monday when the Shawnee District Attorney is expected to file formal first-degree murder charges. Because he seemed very good with her. Betty French lives right next door to the Cottle. She moved in two weeks before them in September. Her only encounter with Tracy Cottle was when she was putting up storm windows for her home. The man came outside and asked us if we knew anything about babies because he couldn't get the baby to be quiet. We went over there and she was quiet instantly. But yesterday, just before 1, it was silence that prompted Tracy Cottle to call 911. His daughter, Mackenzie, was not breathing. Our ambulance and fire department responded, started CPR on a five-month-old female. She was in full rest at that time. They got a slight heartbeat. The infant was treated at the Shawnee Hospital, but later died at Children's Hospital in Oklahoma City. Preliminary reports show from head trauma. According to the father, the child slipped out of his hands and hit his head on the floor. Subject to that interview, we placed a hold on him for first-degree murder of a child. I've never heard her cry or scream and I've seen them outside holding the baby. They seem to be very attentive parents. Now, it's actually police at Children's Hospital that noticed that Cottle had several violations. It's likely he'll be held here until formal charges are filed in Pottawanamie County. Back to you. All right, Amy. We spoke to the family tonight. In fact, the uncle of the victim, Gordon Ryle, told us they did not want to comment tonight. And the family is consulting a lawyer for further action. Other news. Too many dead birds and too many bird droppings. That's a lament. Heard often among downtown workers these days, they say they've never seen so many black birds in Starlings. There's been several dozen on some mornings. This morning when I came in, I saw probably a dozen, but that was within just walking distance from the myriad. An official with the State Agriculture Department says the deaths among the birds are due to natural causes. And in Dell City, firefighters were busy this morning putting out a fire at an apartment complex. The blaze started at the Hunter's Glen Apartments on Southeast 44th. All I did was smell smoke. Yeah. Then I told him to get out. Then my friend pulled me out. Fire investigators say the blaze started in the attic and luckily because everyone got out, no one was injured. Well, it was a joy to see the rain this morning, but I wanted to hang around for the weekend. I know some folks who do, so it's kind of a mixed bag out there. And I'll tell you this time of year, Gary, we have beautiful moon rises. Is that a word? Oh, yeah, sure. Oh, the clouds have broken, the moon's out. Parsley, let's take a look at it. Thunderstorms approaching southwest Oklahoma elsewhere, just some sprinkles around. So just southwest with the thunder. On the forecast, go to the computer, 11 p.m. showers, mainly down in the area you see there. Tomorrow, metro about a 60 percent probability, that'll be central and southwestern, south central Oklahoma, a little bit less in the east. And all day long tomorrow there'll be a chance of showers and thunderstorms in the state. So right now we classify Saturday as rain likely. All righty, thanks Gary. The war against terrorism takes another major city in Afghanistan and a security breach closed down an airport. Earlier today, all flights were canceled at Atlanta's airport after a man ran through a security checkpoint and jumped on a terminal train. Meanwhile, a bill to provide better security has made its way through the House and is on its way to the President. The bill is designed to permanently increase airport and airline security. In Afghanistan, Taliban soldiers have fled Kandahar, one of the last remaining cities controlled by the Taliban. And the Pentagon reports that Osama bin Laden's right-hand man is dead. Reports say Mohammed Atif was killed in recent airstrikes. Kelly's moved over to our update desk with more on what's going on as America fights back. And new information tonight that the anthrax scares back in the northeast are affecting more Oklahomans. Answer sheets from about ten students who took their tests at Eastern Oklahoma State College in Wilburton are stuck in post offices that tested positive for anthrax. Leo Perry is one of those students who will have to retake the SAT. We caught up with him in Stigler at school this afternoon. He says he's struck by the way all the terror attacks have affected so many. I think these events do have a very real impact on our lives and, you know, it seems absurd that these could reach to the SATs. But, you know, it's just kind of scary to think about what actually could happen and all the repercussions of these events. And all the way to high schoolers in Wilburton. In Kelly, a Dallas-based firm says their next electric power plant could be built just east of Chigashay. The facility would be natural gas fired and produce enough electricity to meet the needs of 300,000 homes. Genova Power says construction could begin on that facility as early as next fall. In Guthrie, a statehood day tradition continued on. Fourth and fifth graders from throughout Oklahoma reenacted some of the events that have shaped our 94-year history, like the Declaration of Oklahoma as a state, the symbolic wedding of an Oklahoma and Indian territories, and the swearing in of our first governor, Charles Haskell. In here in Oklahoma City, teachers in Northeast Academy show their true identities as they don costumes of superheroes. They dressed up today as part of the school's academic pep rally and handed out awards to the students. Teachers tell us they hope a fun day like today will help encourage their kids to do well. In fact, we got plenty of emails from viewers with strong opinions about the movie's take on sorcery. Patricia Stevens writes, I'm totally against the books and the movie. She goes on to say, I don't want witchcraft available for my children to read in the form of books written just for kids. Well, Deborah Kamar writes, let the children know it's just a movie and explain to them that this is fictional and there should be no problem. Mark Oppgren talked with a family psychiatrist today to see what parents can do if they have concerns. Well, and all that controversy is surely not stopping the people coming out to see all the people here in the parking lot at Quail Springs. In fact, they're showing the new Harry Potter movie here at Quail Springs on every half hour throughout the rest of the day. In fact, about 4000 tickets were bought in advance through the weekend. And say up. The long wait is over for Harry Potter fans, and now the long lines can begin. Ticket for Harry Potter. They often turn to experts to tell them what they ought to look at and what they ought not to look at. And I would say to parents, trust your own judgment and check it out. Find out what's going on. And it's been that floods and more floods and a few tornadoes down there, but it will eventually be coming down. Obviously, eleven p.m. tonight. The shower activity stays primarily in the southwest and south central light winds in the morning. Thunderstorm activity, rain activity. The center part of it looks like it be central in south central Oklahoma. And during the day tomorrow, some thunderstorm and rain activity scattered around. By seven a.m. on Sunday, it begins to, precipitation activity begins to decrease some, but a front will be coming down late Sunday. And I think also OU's offense is sputtering to the degree that they really have to figure a way to get points. You can't always depend on your defense or kicking game to get points or put you in the position to get points. Can the OU defense control the game? They've done that many times this year. If they can control this game, Oklahoma's offense won't have to score that many points. This is an offense with Kingsbury that throws a lot of short stuff, so they have to tackle very, very well. I think they will do a good job, although Tech will find some ways to score. Comes down to kicking game and the coaching. I think OU has an advantage in both areas.
