Coming up on Fox 5 News at 10, a state of emergency in a Clark County town. We're going to take you to the flooding aftermath in Overton. And a new look at Mount Charleston after the avalanche. Plus a sight of Simon you might be surprised to know about. Good evening, I'm Shelley Brunner. And I'm John Huck. Fox 5 News at 10 begins right now. The original 10 o'clock news. You're watching Fox 5 News at 10 with John Huck and Shelley Brunner. It's pretty devastating. A state of emergency in a part of Clark County tonight and it is getting some high profile attention. Mud slides and mass floodings litter the West tonight. And at the center of the storm damage is the small Nevada town of Overton. The first wave of concern came on Tuesday when people there braced for a wall of water. It came in at around 630 p.m. and they had no idea what they were in for. The muddy river peaked on Wednesday. Several animal and people rescues took place while homeowners waited for the all clear to head home. And today the community was starting to get a glimpse of just how bad that damage was. Perhaps the governor summed it up best. A state of emergency. Fox 5's Ryan Schultz is just back from Overton and he's here with the latest. Ryan? Shelley, the governor toured the flood ravaged town today just to see firsthand how bad the damage is. What he saw was roads washed away and entire neighborhoods under a thick coat of mud. They were ready and waiting in Overton for the muddy river to surge beyond its banks and it finally did with a vengeance. Water coming every direction. Flooded us out. We've been down here ever since Tuesday and we have seven hours of sleep. This is all that is left of many streets here in Overton. You take a look here it's mud caked all over the place. In fact sometimes the water got so high it almost went over some of these cars. It was over all these sandbags it was clear up to right there. The high water rushed into many homes here in Overton. Hardest hit homes along Cooper Street. The kitchen and the living room, dining room got water about eight inches in there. So we just ripped all the carpet up and gutted her out. Start all over again. Tuesday was all about cleaning up the mess and assessing the damage. And as these neighbors work hard to reclaim their homes they had a special visitor stop by. Governor Kenny Gwin arrived in Overton to see the mess first hand. It's pretty devastating and especially for those who end up with water in and about. They're probably the number one investment and the number one important item to them is their home. These pictures really tell the story. The high flood waters carving out the river banks and in some cases erasing parts of a river. But even in all this mud and destruction a positive attitude can be found around every corner. We made it through. We can start over again. Nobody was hurt. What a scene up there. Now the governor tells us he expects a FEMA team to arrive there on Tuesday. They will survey the damage and that will begin the process of hopefully getting federal dollars to help these families rebuild. And just get all that bad behind them and look forward to the good future. Thanks Ryan. Thanks Ryan. And just up the road from Overton in southern Utah the problems are still severe. Take a look at this. You're about to see three homes slide right off their foundations into the river. At least 20 homes met a similar fate. Utah police aren't playing around. They're going to arrest people who want to sightsee at the bank of the flooded river. Flood costs are now running into the tens of millions of dollars. FEMA will tour the area soon. In parts of Utah and Arizona people are now realizing the sheer devastation of the floods. Brian Taylor was walking around in a state of shock today. About two years ago he built his dream home near Beaver Dam, Arizona. But this is one flood that wiped his dream away. And now he thinks his house is at the bottom of Lake Mead. The strangest thing is when I was in there trying to get out as much as I could, inside the house knowing that I would never get in there again. And in Gunlock, Utah the only roads in and out of town have been washed away. People there are determined and they tell news crews they are going to take care of themselves and rebuild. The water covered roads here in the valley are clearing up. We showed you these pictures during the week of the southwestern part of town. Many roads there were flowing with water and daring drivers tried to navigate right through them. Some of those roads are open. For a complete list all you have to do is go to kvvu.com and look at the links section. Well not much good news coming out of coastal California tonight. The search is now over for survivors of the mudslide in La Conchita. The people who did make it out okay might not be allowed back soon. And there's concern another part of the hill could do this all over again. The geologists have studied the hill. They have seen some additional areas that they have severe concerns about and they're putting together a plan on now what to do as far as the recovery effort on allowing people to return to their homes when and where that might happen. Scientists had drawn a line to mark where the mudslide stopped. They now say that line has moved nearly six feet. Today's avalanche at the Las Vegas ski and snowboard resort was unprecedented. That was the word today from an avalanche expert. And also today friends and family gathered for memorial service for Brett Hutchison. He was the 13 year old snowboarder killed in the avalanche. Wall snow swept him right off a chairlift. And also today we're getting our first look at Mount Charleston still off limits to most of us. It's a forbidding scene. Homes buried up to their rooftops, utility lines sagging under the weight of the snow, roads cut off by an avalanche. This video was shot by Metro and distributed to the media. Metro isn't letting anyone who isn't a resident up to the mountain and frankly they'd like to see any homeowner who's left rethink their decision. We have from the onslaught of this urged them to voluntarily evacuate that area. Can you make them evacuate? We have never reached that point to where we're going to go door to door and absolutely insists they get out of there. Metro isn't ready to say when they'll reopen highways 156 and 157. The stability of the mountain's wet snowpack has only improved slightly since Sunday's avalanche. We're having some problems with that tape. We do apologize. We'll try to get maybe the rest of that story to you later today, later tonight. Well Las Vegas ski and snowboard resort says it will put additional safety measures in place before reopening. No word on what those measures are. The resort says it will stay closed through the weekend. We'll keep you posted. And John, with so many natural disasters happening, there's a lot of relief money pouring in. But some of that money could be coming out of your pocket, even for disasters across the country. Not everyone is happy about that. Coming up at 1040, why taxpayers are footing part of the bill and why some people think they shouldn't have to. Damage from a fire at the Desert Breeze Apartments is now put at $25,000. This one started just before 10 o'clock this morning. The person who lives in the apartment was at the hospital at the time. The neighbor told fire investigators he didn't notice a problem not even one hour before they got there. But he went upstairs just prior to the fire anyways and knocked on the door and he says he couldn't get an answer. He didn't hear no smoke alarms going off, didn't notice any smoke and that's when he found out that his friend was at the hospital. He called him. He says he needed a ride home. So he says he just drove over to UMC. They were only gone about 40 minutes and on the way back they noticed the smoke coming from the back. One person was treated for smoke inhalation. Another was treated for a cut from a broken glass. The fire is under investigation. It has been a strange day for arrests here in Las Vegas. In separate cases, police took down two of society's most trusted members. Fox Live's Les Crippett is live at Metro South Central Command on the Boulevard with details. Les? That's right, John. In the unrelated cases, cops took down one of their own today on some very serious charges and then earlier in the day at McCarran Airport, they picked up an airline pilot for, believe it or not, trying to fly under the influence. Oliver Paul Reason has been suspended from his duties with AirTran Airways. Reason is in the Clark County Detention Center for drinking on the job. A federal screener at McCarran says the 38-year-old pilot smelled like alcohol and alerted the police. He was supposed to be on an outbound flight to Atlanta when he was arrested. Reason is charged with operating an aircraft under the influence. A few hours later, cops had to take down one of their own. 28-year-old officer George Godfrey was arrested and charged with three felony counts, using technology to lure children, burglary with intent to commit a felony and attempt statutory sexual seduction. Godfrey, who has been with the force for five years, was on a temporary assignment with a vice section at the time of his arrest. His bail is set at $40,000. And we are back live now at South Central Command. This is where Godfrey was stationed before he was moved over to vice. He has been suspended from the force without pay. Reporting live on Las Vegas Boulevard, Les Criffitit, Fox 5 News. Les thank you. An accused Oregon pimp is in metro custody. This is Robert Wimbish. The Nevada Fugitive Investigative Strike Team worked with Oregon authorities to catch him for a probation violation. The violation stems from an arrest for transporting a minor female for purposes of prostitution. Wimbish is awaiting extradition to Oregon. And Cole Ford is heading to a mental facility in Sparks. He's the former Oakland Raiders kicker accused of shooting up Siegfried and Roy's house. Ford wants to plead guilty, but the judge says that's not an option unless he can stand trial. His competency will be determined at that mental facility. If convicted, he could face 27 years in prison. Las Vegas Mental Hospital that's in the works is over budget. The legislature has approved the plans for the 150-bed psychiatric hospital. The Interim Finance Committee says another $4 million is needed to keep the opening date of May 2006 on track. The additional money is needed to cover construction bids and growing construction costs. The Air Force thinks a computer glitch caused the Raptor crash at Nellis last month. Chief of Staff General John Jumper says they've done a preliminary investigation, but it's not over yet. Jumper is fighting to save the FH-22s from government budget cuts. Nellis is one of three bases where Raptors are being tested. Pretty soon you could be able to use your cell phone on an airplane. The FCC is working on a decision to determine if the cell phone ban on airborne planes will be lifted. Right now you can only use the phone while a plane is on the ground. USA Today did a poll on this topic and many people don't want the ban lifted because they don't want to hear other people's conversations. But we want to know what you think about all this. One strike and you're out if you test positive for steroids. Fox 5 Sports Director Dave Hall joins us for the details on this new law. Dave? Dave, with pressure from the government, media fans and even its own players, Major League Baseball had to toughen up its weak steroid testing policies. So today they did. Major League Baseball has just toughened up its steroid testing policy following a year of growing scandals, including a report by the San Francisco Chronicle that New York Yankee Jason Giambi admitted to a grand jury he had used banned steroids. We've agreed on a new, much tougher drug testing program that is designed to rid our game of performance enhancing drugs. Under the new rules, one positive test can result in a maximum ten day sentence, plus the list of banned substances has been expanded. Under the old policy, a first positive test meant treatment, a fourth, a fifty day suspension. This is as good as any policy in any professional sport. Bonds hits one to left center field. Last month, the San Francisco Chronicle reported that the Giants' Barry Bonds testified to a grand jury that he did use substances given to him by his trainer, but he didn't know they were steroids. The paper reports Bonds said he was told those substances were flaxseed oil and arthritis balm. Senator John McCain said the new plan is a step in the right direction, but there's many more steps to go. The fans want to see the game clean and the players are concerned about their reputation. I urge them to continue their negotiations, but I want to point out this is dramatic and significant progress. And the agreement also calls for year-round testing, which is different with each player being tested at least once every year. So it's a good first step, guys. Back to you. Yeah, Dave, some critics say it doesn't go far enough, but you can sound off about the steroid controversy in our Fox 5 forum. Just log on to KVVU.com. The highly touted Millennium Scholarship Program in Nevada could be in trouble. The state treasurer says the funds for the program will be all used up in the fall. That's unless the legislature takes quick action. The money comes from the tobacco settlement and that revenue is shrinking. The legislature might have to find a new source for funding or cut back the number of students eligible. We'll keep you posted on what happens next. Well, today didn't quite work out like we thought it was going to. It had a few more clouds in here and that kept the temperatures down, but still, compared to all that rain we were having, I didn't hear too many complaints and the holiday weekend is looking pretty good. Probably not too happy about that down there. Mosquito parafors 46 up at Mount Charleston. Now here's what happened. 24 hours ago we were in the clear starry skies, had a storm out in the ocean. Funny thing happened. We had the high pressure over us that should keep this out of here. But a bank of clouds just decided to pay Vegas a visit. Maybe they wanted to play some roulette. They moved on in. We've got the high clouds up aloft and the rest of the system up here. Ah, but still some good news for us. If you're planning outdoor activities anyway, the low pressure associated with those clouds to our north will send moisture into our north. That's bad news for Oregon and Washington state. But the ridge of high pressure will keep this moisture from dropping any rain on us. So we will stay dry through the holiday weekend. We're gonna have to the sun. We'll have to share the sky with some clouds, but really it's not gonna be all that bad. Now watch this moisture out here. It's trying to get in here. Can't do it because of the high pressure over the west that's acting as a rain blocker. That's good news for us, at least for the coming weekend, because right now in the short term, hard to believe we don't really need the rain clouds and a chill tonight with temperatures getting down to below normal and just above the freezing point tomorrow. Since the tsunami hit you've seen the photos of the destruction. The pictures of the aftermath are pretty dramatic. You've seen the waves coming ashore and wiping out areas but you what you probably haven't seen is what these towns look like before the storm hit. The thriving communities they once were. Mike Chinoy gives us that perspective in Indonesia. Banda Aceh was an obscure provincial capital with one landmark. The 125 year old Raya Baitura mosque. Like the rest of the city, the mosque did not escape the ravages of the tsunami. Its clock still frozen at the moment of the disaster. Nearby was Penna you a bustling neighborhood packed with stalls and shoppers. There is quite literally nothing left here now but ruins. This was an area that lived on fish and fishing. The main market was here. On a Sunday morning it would have been packed with customers. Many of them died here. Hari showed me the devastated coffee shop he ran next door. His six brothers and their families are missing. I'm not rebuilding here he says. I'm going to move to a place where the tsunami didn't hit and where the next one won't hit either. Hari survived because he was sitting on this riverbank after the quake. He saw the tsunami coming and ran. Now the riverside is covered with the remains of homes, shops and broken fishing boats. The fishermen used to haul their nets ashore here to mend them. Since the disaster the only thing being hauled ashore at this spot bodies. Across the river is what's left of a large residential area. On this day, Maie Muni has returned to the neighborhood where she lived with her extended family. That was my sister's house she says. My aunt lived over here and this was my brother's home and here is where I lived. We're trying to search for the bodies of my relatives and for my son's body. We haven't found them yet. After such devastation all people here have left from the city that was our memories. Hard to believe all that happened so quickly. President Bush was briefed on the tsunami cleanup today. He says America's military is making quite a difference to the people who survived the tragedy. Despite the president's statements though Indonesia is still demanding all foreign troops get out by the end of March. Fox 5 follow-up for you. A local school is proving that time is money. Bob Miller Middle School raised more than $17,000 in just five minutes for Asia's tsunami victims. That's almost triple their $5,000 goal. For one minute every day during the school week students donated money. It's called the tsunami seconds. The class that collected the most won a pizza party. The friendly competition ended with results that surprised everyone. There's lots of chaos going on. Lots of people are like oh hurry donate we want that pizza party and lots of people just want to help. I am completely overwhelmed at the response because we've gotten we've fielded several calls from parents wanting to know what they could do and how they could help and and just the generosity of the students and also the teachers. And all the money raised will go to the Red Cross disaster relief fund. Tragedy strikes a central Iran school. 13 children and teacher were killed in a fire. This local television station shows the aftermath of that deadly fire which broke out in a classroom at the village school. The fire started when the teacher tried to throw out a broken heater out of the classroom. That heater caught on fire and the flames blocked the way out. On the Gaza Strip a large bomb exploded killing four Israelis. Two Palestinians also died in that blast. Militant groups including Hamas are claiming responsibility for the bombing. This was by far the biggest attack since Mahmoud Abbas won the election to succeed Yasser Arafat. It's a blow to his efforts to get militants to agree to a ceasefire. The Chicago Fire Department is trying to figure out what caused a natural gas explosion at a mall. That blast left a crater where the parking lot had been. Take a look at all those overturned cars. This morning crews pulled 25 cars out of the hole. Ten people were hurt mostly from flying debris. Others were pretty shaken up. Me and my little sister had just parked our car. We had just parked our car and walked in the mall. She works in the store that's right by the door that the exposure happened at. She had just grabbed the shirt off the wall. She even has a shirt with it and it still has the sensor on it and the whole mall just shook. Firefighters had to go underground to try to find the pipe that blew and they are still looking for it. A California woman is staying somewhere else tonight after a fire destroyed her home. You can see firefighters had to get on the roof of that house to try to knock out the flames. Crews were able to put it out before it could spread to any of the other houses in the neighborhood. As far as we know no one was hurt. In South Carolina some people are going back home after that nasty train wreck that we told you about last week. Bulldozers are plowing through the mess clearing out the remaining wreckage. Nine people died. 250 others got sick from the chlorine gas leak. Walmart wants trust so it's taking out newspaper ads. Since the accusations began flying about unfair treatment to women and low wages, damage control through advertising started. When you're dealing with a crisis, especially when it deals with the safety for somebody, they read the ads and they pay a lot of attention. The ads do work. When you're dealing with an issue that's much more ephemeral, that doesn't deal with a person's daily life, they generally don't pay much attention. Baxter Dunn has pleaded guilty to a federal fraud charge and has agreed to resign. Prosecutors say Dunn and other public officials had a secret involvement in the company that wanted to build a power plant at the Port of Stockton. Dunn faces up to 18 months in prison. Now Las Vegas most wanted with Cher Kelvin. Wielding a knife around the pool of the Golden Nugget will surely get cops attention and now he's Las Vegas' most wanted. Wayne Chapman has been in and out of jail for a number of crimes. He was convicted of battery assault, trespassing, depicting sexual conduct to a child under 14, vandalism and now he's wanted back in jail for wielding a knife in the pool area of the Golden Nugget back in July of 2004. During the incident, cops confronted Chapman to drop the knife. Instead, he waved the knife and told officers to kill him. He was subsequently shot with a non-lethal pellet and taken into custody and since his release he's been in hiding and now there's a bench warrant out for his arrest. Chapman is six years old, 6'4 and 216 pounds. He has gray hair and hazel eyes. He sometimes goes by the alias Wayner Leroy Chapman. His crime resisting a police officer. For Fox 5 News at 10, I'm Cher Calvin. Today is the ninth anniversary of the disappearance of Amber Hagerman. She's the little girl who inspired the Amber Alert system. She was last seen riding her bike in Arlington, Texas and she was found murdered. Texas broadcasters got together with law enforcement to alert people using lighted highway signs, radio and television when a child is missing. That system is now used all across the nation. Even a royal apology isn't helping Prince Harry's reputation. This all started when he wore a Nazi outfit to a costume party, a picture of which made headlines. Jewish groups around the world were outraged. Now the prince has offered a statement of apology but one Jewish group wants the prince to visit the Auschwitz death camp. The 60th anniversary of the camp's liberation is later this month. No word from the prince on that and Prime Minister Tony Blair's office will not get involved. Well there seems to be a way just to fix about any physical flaw. This child that you're about to see was only three and a half feet tall four years ago. He suffered some idiopathic short stature but he's being treated with a growth hormone that's making him taller than doctors predicted he would ever get. And since the hormone has become available in 2003, sales have grown 15%. Bioethicists though are afraid the hormone could be abused. We are living in the extreme makeover society now where we want medicine to make us more popular, make us more beautiful. Kids do have to be approved before they can be treated with the hormone. The smaller the better at one horse show in Colorado. Miniature horses were on parade for fans to see. This is all part of a much larger horse show complete with the rodeo and exhibition. But even if a disaster happens hundreds or thousands of miles away from you, the bill could be coming out of your pocket. Hurricanes on the East Coast, mudslides in the West, massive floods in the middle. When it comes to Mother Nature some parts of the country seem more prone to serial disasters than others. Weather-related catastrophes are really positioned as a rare event. Most of the days down in the south along these coastal regions it's sunshine, it's access to beach. In fact extreme weather from droughts to earthquakes to wildfires now cost the US an average 54 billion dollars a year. That's more than 1 billion dollars a week. Take the Ohio River Valley where a cycle of flooding and rebuilding continues. Hit hard in 1997 many residents rebuilt their homes again and it's a similar cycle in California. We've all been sitting here waiting for the rain to stop. We're trapped. We can't leave lock and cheat. And if you're a taxpayer you're footing part of the bill. On average the federal government covers about 65 percent of the cost not picked up by insurance. 13 billion dollars in aid went to Florida alone in 2004 and that has some Americans crying foul. They say the average taxpayer shouldn't have to pay up for Americans who choose to live in paradise especially when that paradise is prone to multiple disasters. If somebody decides to live in their paradise home on the coast or in a flood zone we don't believe taxpayers should continue to pay the price for them having to rebuild their house over and over again. A study by Princeton University shows that more Americans than ever are moving to disaster prone states like Florida, North Carolina, Texas and California raising the cost to all of us every time Mother Nature strikes. Union County was one of the hardest hit areas. Some homes were ripped from the foundation and tossed several feet away. We had a deck and all this deck out here see we had a porch and we had a deck right out there. See this is where the trailer set right here. The two people who were killed were elderly. The cleanup from the tornado is just now getting started. A winter storm in Colorado made for some rough driving around the Denver area. Dozens of car crashes were reported all over the area. Cameras were rolling as accident after accident happened out there. Up to eight inches of wet, slushy snow left drivers unable to navigate those slick streets. In Indiana, dense fog caused a major pileup. 24 cars, pickups and semi trucks, even an ambulance was in the mix. One person was killed in the crash. Seven others hurt. The pileup shut down a 43 mile stretch of interstate. Drivers say it all happened very fast and visibility was down to zero in some parts. Well a little cooler than we expected today but I think we're looking pretty good going into the holiday weekend. As it moved north it should have just stayed up out in the ocean but a lot of clouds moved on over our area and there well in evidence tonight some high clouds and normally that would provide some insulation and keep our temperatures up but that's not the case tonight because they're high and they're thin and the heat is escaping into space and it's going to be a chilly one. You can see high pressure is in control. That's the good news and that is going to keep the moisture out in the ocean away from us. In fact let me get out of the way and you can see the moisture trying to move on in but it can't make it because it is slamming into that bubble of high pressure in the atmosphere. Up to the north though low pressure the dominant influence and that will send a moisture stream into Oregon and Washington state parts of northern California. We will stay dry in southern Nevada and into Arizona and southern California as well. Certainly in southern California they need to stay dry after all they've been through. Alright the rain blockers you can see in evidence for us clouds and a chill tonight in our AccuWeather forecast. Winds will be on the light side and our temperatures plummeting down to 34 degrees. That's a couple of degrees below normal and only two degrees above the freezing point. Tomorrow a mix of sun and clouds partly sunny with light winds and 57 degrees which should be a degree above normal. Floodwaters washed through the town in the last few days but little could be done to save the town from disaster. A memorial was held for the teenager who died in the avalanche over the weekend. The two highways leading into Mount Charleston are still closed. An air train, airtran airways pilot is at CCDC. He was arrested for operating an aircraft under the influence. He's been suspended from all duties. You know it's still trying to digest the last story. It seems that just about everyone is pitching in to help the victims of the tsunami and that's very heartwarming but it's not just the people. Now get this, a painting hackaderm raised seven thousand bucks for tsunami relief. The painting wasn't of an elephant rather by an elephant. Rasha is an Asian elephant born in Thailand but now lives at the Fort Worth Zoo in Texas. The money she raised will be going to the Red Cross. That is a heartwarming story. She lifts her front hoof there to what get maybe a perspective of the painting the way an artist would kind of lift her from up to the camera. She's getting into it. With her trunk.
