They are losers who only know how to trash our city. They're vandals. Emotions ran high during last night's Laker victory celebration. But the cost of cleaning up is even higher. Good evening I'm Dave Carlin. And I'm Brooke Wagner. Jeff Powers is on assignment tonight. Dozens of cars were vandalized as hundreds of police officers battled rowdy fans. The live pictures we brought you last night are just a slice of the mayhem in LA. Today the cleanup began. WB News at 10's Eric Spillman takes a closer look. At the Kaiser Brothers Honda dealership on Figueroa they've got a lot of broken glass to clean up. Unruly Laker fans broke in here last night and started smashing 15 new cars in the showroom. They just went nuts. Yeah about five minutes worth and they kept going down the street and damaging everything else. It's a big mess now. It is just some of the damage from the so-called celebration when some Laker fans got way too wild. The rioting started about an hour or so after the game. A crowd of 10,000 people had gathered outside the Staples Center. At first they lit bonfires and danced around the flames but then they really got rowdy and started destroying things. A mob started vandalizing news media vans and police cars. They picked up anything they could find and began throwing it. After they destroyed the cars they lit them on fire. The fire department just stood by and watched till it was safe to put out the flames. Later on police and riot gear went in and persuaded people to go home but it took them hours to break up the crowds. This morning businesses along Figueroa Street are counting up all the damage. Some were looted. At downtown LA Motors brand-new Mercedes were vandalized. Windows shattered with heavy objects. Employees here are having a hard time understanding why. Our society, I mean how can you do things like this? I mean sure have your fun, celebrate but don't be you know tearing up other people's property like this. Unbelievable. Tomorrow's victory parade ending at the Staples Center will go on despite the trouble and by the way last night's violence brings up questions about the Democratic National Convention to be held there in August. LA Mayor Richard Reardon says his streets will be safe. If you've ever been behind the wheel for a long car trip you know the road can lull you to sleep. Now imagine driving for 12 straight hours. A new proposal may have truckers doing just that. Brian Black is live off highway 163 with a look at a controversial plan. Well Dave there is no doubt right now there is some very tired drivers on our roads. However some fear there could be even more tired truckers if a new plan is passed by Congress. After 22 years of driving a big rig Marvin Pinner has seen a lot of road. His toughest trip? I don't think I should say. I drove from Hartford Connecticut to Anaheim in 72 hours and slept for five hours. For years others on the road have complained truckers spent too much time behind the wheel. Now there's a bill in Congress that would increase the time truckers can drive from 10 straight hours to 12. Dave Gordon thinks that's crazy. Bad idea, bad idea. Yeah I feel nervous enough the way that the truck drivers drive now and I'd like things to be safer and not less safe. The Department of Transportation says the new plan would upgrade safety. Currently truckers can be on the road for 10 straight hours, take an eight-hour break and then go back on the road for another six hours. That's a total of 16 hours a day. The new rule would allow 12 straight hours of driving and then require 12 hours of rest. There is a lot of idiot truck drivers out there you know. Kenny Dozier fears that the law is passed. Trucking companies may force drivers to push past their limits. We get tired sometimes and they really don't care. They want the product there no matter how tired you are they want it there. Marvin says new rules aren't the key to making our roads safe. He feels there must be better enforcement. Marvin believes until that happens truckers will take chances and drive drowsy. They're going to do it anyway they'll be breaking the law and that's the way they have to make money. Now if this bill does pass it would also apply to bus drivers they could drive 12 straight hours. This is just a proposal. Congress will be hearing a whole lot of more hearings over the next few few years probably. Oh boy just imagine all the no-dos and caffeine. That's for sure. Thank you Brian. San Diego police are looking for a murderer tonight. A teenager called 911 this afternoon after hearing gunshots near a Golden Hill apartment complex on B Street. Officers found a man dead in the passenger seat of a car. He'd been shot several times. A man was seen running away from the complex but police have not made any arrests. Updating a story we've been following since last week. A man involved in an alleged game of Russian roulette appears in court. Now this is Jeff Luis Elias. Police say he shot to death 18 year old Bianca Guzman last Thursday one day before her high school graduation. Elias pleaded not guilty to those charges and says Guzman died playing Russian roulette. Elias is being held on two million dollars bond. The DA's office has an officer involved shooting last February was justified. 42 year old Ronald Fields was caught stabbing his mother in their Mission Valley condo. Officers told Fields to put the knife down and when he didn't one shot was fired. Fields died at the scene. His mother survived the stabbing. Some good news about underage drinking at the border. Today the County Board of Supervisors announced young adults 21 and under are crossing the border less often to drink. The numbers are down as much as a third. There are also fewer people younger than 18 crossing with fake IDs, fewer DUIs and accidents. County officials say it's because of a stepped-up police presence. And what could be Mexico's most significant presidential election ever is less than two weeks away. WB News at 10 got a one-on-one interview with the candidate for the ruling party. Pries Francisco La Batista says a driving issue in the campaign is immigration and he wants the US to treat illegal immigrants with more respect. The impulse for them to cross comes from the need, the legitimate desire to fight for the survival of their families and for themselves. We have to exercise our diplomatic capacity as well as our political capacity to defend these Mexican rights. Recent polls indicate the race between La Batista and Vincente Fox is too close to call. The election is July 2nd. Here in the US we're getting ready for November's presidential elections. Right now Californians are favoring Vice President Al Gore. Although both Gore and Republican rival George W. Bush are targeting the Hispanic vote, Gore still wins by a two-to-one margin. Bush does hold a slight lead in the nine southern California counties including San Diego. Today is the first day of summer and that also marks a start of swim season. But there's a problem at area pools. The low unemployment rate and the lure of higher-paying high-tech jobs are making it harder to find swim instructors. WB News at Tanzanian Jimenez has more. 22 year old college student David Bird is spending his summer teaching swim lessons. Even though David knows he could have found a job which pays him more. It's not the highest. It's not in you know computers or anything like that. It's not the highest but it's a lot more fun something that's more relaxing during the summer. There's not as much stress to it. I mean you do have to worry about you know lives and stuff like that but I mean it's not you're not you know crashing you know computer systems. But there aren't enough students like David and right now many area swim programs are finding it a challenge to staff swim instructors. Being near the ocean we want lots of kids learning how to swim and so trying to bring in instructors, qualified instructors and lifeguards there's just such a shortage around. Here at the Encinitas YMCA there are 35 swim instructors. Ideally the number is 45. Even Y parents have been recruited to take the required courses in order to teach and the Y staff is working plenty of overtime to cover some 50 classes a week. Just trying to pull from anywhere we can think of and including myself and my coordinator and so the supervisors have been going in and teaching a lot more. Despite the crunch five and a half year old Dana's mom believes her daughter is still getting a quality education in swimming. I can see her confidence in the water. I can see an improvement in her confidence every time she learns new things when she's in her swimming classes. It's a lot more rewarding of a job also. I mean you're teaching kids how to swim it's something that it's gonna last their entire life. Perhaps a reward far beyond the dollar signs. Nina Jimenez San Diego's WB News at 10. YMCA swim instructors make between seven and nine dollars an hour. City pools pay more. Now all instructors must complete a 40-hour course and be certified in CPR. You have probably noticed the good news at the gas pump. These are the prices we saw just a few months ago. A dollar 79 for regular unleaded but now the average price in San Diego is a dollar 62. Other areas of the country aren't so lucky. Prices are as high as ever on the Midwest. The Federal Trade Commission today opened a formal investigation into possible price gouging. We've been telling you for a couple of weeks to avoid emergency rooms unless absolutely necessary. Well today the County Board of Supervisors made that plea official. The board is launching a public education program asking people to use urgent care clinics rather than emergency rooms. The crackdown comes two weeks after Scripps East closed its doors. Nearly 80% of the 24,000 people who went to the ER at Scripps East last year were there for non-emergencies. I wonder where the future of music is going. Well you've heard of the Melissa virus and the love bug virus. Well now there's a new one to look for. Unfortunately you'll know the stages virus because the email contains the words funny life stages or jokes in the subject line. It spreads through Microsoft Outlook and Outlook Express email programs and in some cases it infects through chat rooms or America Online instant messaging software. A Kennedy is in court to find out whether or not he'll be tried as an adult for murder. Michael Skakel was 15 when his next-door neighbor Martha Moxley was beaten to death. That was 25 years ago. Today two school acquaintances testified Skakel confessed to the murder when they were young. Today the US Senate passed a bill strengthening hate crime legislation. The bill gives broader protection to homosexuals and the disabled. Last year's dragging death of African-American James Byrd and the beating death of gay college student Matthew Shepard prompted this bill. The Microsoft court case is on the fast track to a final decision. A federal judge is sending the case directly to the Supreme Court. One possible snag though the high court is near the end of its term so whether or not it'll get the case right away still remains to be seen. Microsoft is appealing the antitrust violation which would split the company in two. Arnold's Bach just like he promised Schwarzenegger says he's ready to repeat his role as a Terminator. The first two installments in 1984 1991 made Schwarzenegger a star. Now he says it's just a matter of approving a script and a director and he hopes James Cameron will come back for Terminator 3. Turns out it may not have been alcohol contributing to actor Patrick Swayze's emergency landing a few days ago but smoke. Federal investigators say a broken clamp on a hose could have caused a drop in cabin pressure that along with Swayze's three-pack a day smoking habit could have caused him to act intoxicated. Three construction workers claim they helped Swayze get rid of alcohol in his plane. What should be relaxing could turn into a trip to the doctor. Now what's going on on the satellite radar we've got monsoon season what does that mean for us? Well at the moment not a whole lot but it means a lot to Arizona they've got heavy thunderstorms throughout Arizona and Mexico as that monsoonal moisture pulls itself up. We have got on the west coast to deal with Hurricane Carlotta and you can't really get a good look at her right there she's still about 220 miles to the southwest of Acapulco we're gonna take a closer look at Hurricane Carlotta let you know where she's going and what her status is she's a category two hurricane right now and located just about southwest of Acapulco 220 miles now she's sustaining winds of about a hundred miles per hour but she's pushing herself back out to the west which means she's pushing yourself back out to sea. We've got a look at some video though let's go ahead and take a look at it from Mexico that was taken today unfortunately Hurricane Carlotta has taken two people's lives as a road collapsed and three cars went falling into this river and the two people that that died actually drowned in the river here it's left thousands of people over a thousand people and looks like the numbers are going up homeless now although the hurricane did not actually touch ground the winds and just the rain itself have just been brutal to the people up and down the Acapulco coastline and hopefully this is going to be the worst of Carlotta so far this will be the worst that we see because she's again moving out to sea. 68 degrees right now in San Diego winds are west at 9 humidity about 76% temperatures around San Diego tonight are pretty normal 62 in Carlsbad 62 in Tula Vista and we are pretty much in the lower 60s inland as well the big picture shows what what's going on well we've got a low rainfall throughout the central Plains states and moving up northward towards the upper Plains states we've got some really rough weather throughout Oklahoma back through Missouri and heading up towards Chicago in Indianapolis tonight Indiana seeing thunderstorms and some tornadoes in the central plains as well here's look at the big picture what we've got going on around the rest of the another great seal success story to tell you about SeaWorld set for elephant seal pups free up the coast of Mission Bay today now they're back where they belong right you'll see a smile on this face these four rescued buddies are going home for the past few months they've been packing on the pounds recuperating at their own seal health spa SeaWorld just five to six months old the pups were dehydrated and malnutritioned some had infections now they've gained more than 50 pounds each and they're ready to fend for themselves when these animals first come in they're extremely weak and they're on death's doorstep and it's a really good feeling to work hard to bring them back to health and give them a second chance that chance starts today time to go all these people have been really nice but Mission Bay awaits look guys it's the neighbors make room for the new guys on the block about 12 miles out is the perfect spot to say a fun farewell the sea air calls to the first seal and he's out of here but the next pup takes a moment to stop and smell the kelp the water's fine so he finally takes the plunge but the other two can't wait to be homeward bound one at a time please now that's a day well spent there are the cutie-patooties I just love them I want to pinch your little cheeks I can't stand it and we did find out also today the good news out of all this there are fewer beached animals this year so that's great news they suppose it's because there's more food for them and that's good news and these guys have been eating well they've packed on 50 pounds each they are do pretty hearty out there it's going to take a look at your five-day outlook for those of you heading outdoors over the next couple of days boy it's gonna be great the first week of summer
