Straight ahead on Action News, Czechoslovakia has a new non-communist government, the first in over 40 years. Former San Francisco Mayor Dianne Feinstein makes a campaign stop in Santa Barbara in her bid for the governorship, and spirits are soaring at Cal Poly as students make an attempt at getting the Da Vinci 3 off the ground for the record. These stories and much more next on Action News. You're watching KSBY-TV. This is Action News with Alan Schauffer, Weather with David Hefferman, and John Wallahendl Sports. And now, Action News at 11. One man said, I've been waiting 40 years for this. He was talking about the first non-communist government to rule Czechoslovakia in four decades. Good evening, I'm Lynn Deal. Students were both laughing and crying on this Sunday, and it was all because of the winds of political change. This was the scene in Winnoslaw Square as tens of thousands of people celebrated the swearing in of a new government, with a new majority, be it only of one, with a number of communist members less than those who are non-communist. The last of the old guard quit today, and opposition leader, Václav Havel, heralded the day by saying, quoting here, the deadly silence of a humiliated people has been drowned out by a multi-voiced popular choir. Another big change comes in two days, when the Czech Parliament elects a new president. A source in Moscow says President Mikhail Gorbachev got angry yesterday, and he threatened to resign. The source that tells Associated Press that the threat came as Gorbachev was responding to criticism from central committee members. Reportedly, one of the committee members said Gorbachev was bowing to capitalists. A campaign march by about 300 opposition supporters in Nicaragua turns violent. Witnesses say a riot erupted, and at least 20 people are injured tonight. And five Central American leaders are meeting in Costa Rica this weekend. There has already been some discussion. Nicaragua apparently wants U.N. observers to start disbanding U.S.-backed Contra rebels. Also, El Salvador's government is rejecting a truce being proposed by Salvadoran rebels. The race for governor of California is on. As a matter of fact, it's been running full force for months now. John Van de Kamp and Dianne Feinstein are the Democrats out shaking hands. Pete Wilson, the lead Republican. Dianne Feinstein, the former mayor of San Francisco, was in Santa Barbara on this Sunday talking about everything from leadership to roads to chasmalia toxic waste dump. Our Susan DeBrava was there, of course, and has a complete report. Dianne Feinstein says she's running for governor because she's upset about how the state is being run. The former mayor of San Francisco is worried about education. She wants to do something about the dropout rate and the high school grads who can't fill out job applications. The poor state of California roads is another problem Feinstein would like to tackle. Traffic, she says, is horrible. People have to cope with this day in and day out. Clearly, if you're going to have more people and more people buying cars, you've got to maintain the road system and you've got to build some more. Homelessness is not going to improve by itself, according to Feinstein. She recommends different solutions for the different homeless groups. And Feinstein worries about toxic pollution throughout the state and wants chasmalia toxic waste dump cleaned up now. Clean it up. That's one of the things that has to happen and has to happen rapidly. And what I'd hope to do is establish a statewide EPA. The candidate for governor addressed the Santa Barbara Democratic League today and told them she's upset about corruption in the state capitol. Although some Democrats believe that Dianne Feinstein could be a strong candidate, they fear that her campaign in the primary against state attorney general John Van de Kamp could divide the party and split its resources. What they say could make it more difficult to defeat Senator Pete Wilson in the election. In Santa Barbara, Susan DeBrava, KSBY Action News. Backers of a second growth control measure in San Luis Obispo County are playing beat the clock. They have until five o'clock tomorrow evening to gather enough signatures to put their initiative on the June ballot. Cheryl Lemery reports. The countywide slow growth initiative committee has added less than a month to gather the more than 6200 signatures needed to put the measure on the June ballot. Down to the wire now, they're cutting it very close. We have in the neighborhood of 6,000 or more and it's very difficult to tell because on Saturday we received about a thousand signatures and we anticipate receiving more than that again on Monday. Warden says his proposal will offer voters an alternative to the fair share ballot measure which is already qualified for the June ballot. The county's group of ranchers and other largely agricultural interests drew heavily on the county blue ribbon growth committee's report. The county board of supervisors will also consider putting a measure of its own on the June ballot which will also draw from suggestions made by the blue ribbon committee. In all, voters may have to choose from among three separate and somewhat similar measures. We are very interested in having an alternative choice for the people so that they can make a good decision in a forum that speaks about growth and not react just emotionally. Committee members will be at the farm bureau counting signatures and calling supporters right up until the 5 o'clock deadline. In San Luis Obispo, Sheryl Emory, KSBY Action News. Now if the group hasn't collected enough valid signatures by 5 tomorrow, Warden says he'll go to the board of supervisors on Tuesday to ask for more time. The abortion issue is expected to play a big part in future elections all over the United States. In Texas, Republicans won't be voicing their opinions in the March primary. Party leaders decided today not to put a nonbinding referendum on the slate. It would have asked for public views on a recent Supreme Court decision which gives states a hand in the whole issue. It was a day of protest at Catholic churches on both coasts. The church and its stand on condom use was the central issue, gay rights advocates turned up at places of worship in both New York and Los Angeles. Four Southland churches were picketed. The demonstrators are upset with the Catholic church which is against the use of condoms which prevent its grand raids. Still to come, Cal Poly students go for the record books with DaVinci 3 and it's a no-go for the Delta II in Florida. At the St. Petersburg Times, press operators had to wait while pages were sent by hand from an office miles away. But then, with the help of GTE, they came up with a way to send those pages over fiber optic phone lines, saving precious time and money. You see, at GTE, it's not just communications we offer, it's solutions. Call us. We deliver. One of the scariest things these days is to look in your rear view mirror and wonder if that guy coming at you has antilock brakes or not. If he's driving a Ford Ranger, you're in luck. Because now the Ranger comes standard with rear antilock brakes. Aren't you glad all those people have Ford Rangers? Don't you wish everybody did? A Time to Care message from VONS, the Moore store. I don't know how I got myself into this. I was just a working mom who wanted to spend a little more time with her son. Then the first coach moved, the second got too busy, and all of a sudden, I'm choosing the lineup. I guess it worked out okay, though. I'm closer to my son, and I've got a whole new family. Now, if I could just get some pitching. At VONS, when it comes to keeping up the store, we don't miss a beat. So you'll find everything as fresh at the end of the day as it was in the morning. Because after your long day, why fix a store that looks like it's had a long day? VONS, the Moore store. Proud to be a Time to Care sponsor. It's one for the record books, and we have the pictures to prove it. The human-powered helicopter flies. Students of Cal Poly's DaVinci Project reached what they believe is an aviation record at just around 920 this evening. You see it here, lifting off the floor of Mott Gym, flying for about 7.1 seconds. Watching tonight's flight was the representative of the National Aeronautics Association and the project manager, as you may expect, is related. I was worried it was going to tilt over like all the other runs we had. But I was actually quite surprised that it stayed up without tilting over for as long as it did. So amazement is what I'd say. Congratulations to the students, maybe, in order this evening. Now afterwards, the students gathered for a photograph in front of the flying machine. All systems were go at Cape Canaveral, Florida, for the launch of this Delta II rocket until the last four minutes of the countdown. That's when a technical problem forced the launch to be scrubbed. For today, anyway, the Delta II carries a military navigation satellite which allows forces to mark their positions within 50 feet anywhere on the globe. For now, however, it will remain on the ground. The fifth Global Positioning System satellite in Delta II mission has been scrubbed due to a problem with operation of the Stage 2 Helium Pressure Regulator. The launch team is currently troubleshooting the anomaly and no reschedule information is available at this time. Now the launch has been tentatively reset for tomorrow afternoon. A military helicopter made a forced landing in Paso Robles this afternoon. Officials say no one was hurt. The Army helicopter was on its way from Fort Ord to Camp Pendleton. It lost power at 3,000 feet and its pilot made an emergency landing in a vacant field near Creston Road. The two servicemen on board, Gary Shales of the Army and Henry Owens of the Air Force, both stationed at Fort Ord, walked away unhurt. There was some minor damage, however, to the helicopter. Boeing scientists, engineers, and other technical workers are evaluating contract offers tonight. The proposals are reportedly smaller than those won by production workers who carried out a 40-day strike, but no one expects any problems at this time. The Union has never gone on strike before. If you're in the mood for snow, you might take a trip to the central plains. No snow, however, in California. You know, we are not getting any rain at all and it's December 10th already. And I'm sorry to say that's the case through Friday as well. Catchy dense fog tonight, only on the coastline and then what we're talking about for tomorrow is fair and cool weather with a Santa Ana condition. A cool Santa Ana condition for everybody south of Santa Barbara and all the passes and the canyons. Local currents right now, Paso Robles 43 degrees, your high today was 64. San Louis checks in at 45 degrees, Santa Maria 43, Santa Barbara 46. Today's going to drop into the low 40s and even perhaps even the mid 20s in the case of Paso Robles by late tonight. Bare Metro pressure 30.05 and falling in San Louis humidity just about 96 percent everywhere here on the central and south coast. So okay, here we are in our high temperatures for the central and south coast and we had a lot of micro climates today. Temperatures mostly in the 60s, however, a micro climate came up in Los Osos, very warm 77 degrees because there was no wind there. 81 in Avila, I had to check that temperature with three other sources and sure enough it was correct. 81 there at Port St. Louis today. Another micro climate to note, 80 degrees in Guadalupe today. How about that? I mean who would have thought? 60 in Lompoc, 66 in San Inez and 63 in Santa Barbara. Okay, west coast satellite map now. We have two high pressures here dominating the entire west coast. Now this Arctic high pressure coming down now from of course Canada is coming into the area and with it comes a lot of cold air, Santa Ana conditions, east and northeast breezes. This cold front you see here is rolling through the state, should be out of our area by this evening. As far as these other cold fronts moving into our area, it doesn't look like they will really get in. We have high pressures dominating the area and continuing to keep us fair and cool through Friday. Here's our visibility map. You can see how the cloud cover has disappeared since we talked last at 6 o'clock. As far as our high temperatures today, 64 in Palm Springs, 44 in Fresno, 62 in Sacramento, 37 in South Lake Tahoe today with a low of 17, 55 in Las Vegas. In the 60s on the California coastline, 65 in Los Angeles and 69 in San Diego. Now here's our jet stream. Okay, you can see how it's coming out of the Gulf of Alaska and Canada and bringing that cold arctic air with it all the way into the Midwest as well as of course into the west coast and into the state of California. Now here's our national satellite map. You can see a lot of winter storm activity. All the Rockies with that cold arctic air blasting into the U.S. A wind chill of negative 39 in Cut Bank, Montana tonight. Is that cold or what? And here's the cold front moving through the bulk of the U.S. A lot of snow from Montana all the way into northeast Illinois as well. However, in front of this cold front, very warm in Angelo, Texas today setting a record. They're about 73 degrees on the east coast. Not much from those storms over the past 48 hours or so, but a lot of flooding in the Carolinas today. Here's our forecast tomorrow. Now cold air, cool Santa Ana is in the state of California. A little bit of rain coming down from that cold front. Rain in New Mexico and Texas. The front will move out of the area and some weather activity associated with that in the Mississippi Valley. And again, very cold. Our lows tonight cover up those fruits and vegetables temperatures in the 20s and the 30s inland and in the 40s on the coastline as you can see there. 33 at Santa Maria, 33 in Lompoc and 39 in Santa Barbara. Our highs tomorrow in the oh we'll call it about 58 to 69 if we're lucky. 62 in Paso Robles and our 69 in San Luis Obispo, 68 in Santa Maria and 66 in Santa Barbara. Here's our wind forecast as you can see a Santa Ana condition, northeast, east breezes out there. And our marine forecast. There is a small craft advisory Ventura to Dana Point tonight, no advisories tomorrow however it will blow around a little bit there. Tide times, astronomical high tide 7.0 feet there at 8 o'clock in the morning. Looks like it will continue however if it doesn't combine with a swell it's nothing to really worry about. And our outlook. Monday, Tuesday, Wednesday, patchy fog, cold evenings through Tuesday, full moon on Tuesday and then fair through Friday. Do you ever wonder about those people who live in Cut Bank, Montana? It's really cold there. We moved to Santa Barbara. Weather was great there today. Thanks Dave. Dr. Doolittle would have been proud of a group in Santa Barbara today. They may have not have mastered talking to the animals but they managed to get the giraffes, the sea lions and all the others at the Santa Barbara Zoo into the Christmas spirit. The animals provided a great audience for dozens of Christmas carolers taking part in this year's Sing to the Animals fundraiser. The two day event raised money for both the Santa Barbara Zoo and the Charles Paddock Zoo in Atascadero and they tell us the humans involved had almost as much fun as the animals. The Raiders are still in the playoff picture and the Lakers got a bad taste of magic tonight in Orlando. The Lakers are still in the playoff picture and the Lakers are still in the playoff picture. It's time for sports and John's here and bad news for us Lakers fans tonight. Yes it wasn't a real good night for the Lakers and they had a loss last night so they needed a bounce back tonight. Well you could say Linda there certainly was plenty of magic tonight in the Laker game only it was not the kind of magic as in Magic Johnson but the kind as in Orlando magic. Orlando had a four game losing streak going into this one. Terry Catledge of Orlando was blocked by Vlade Divac. James Worthy starts the break, goes ahead to Michael Cooper, watch the coop, he lays it up, Lakers by two. The Lakers were strong in the first half, watch Divac just kind of sneak in the slam right there. Beginning in the second half they were also tough. Magic gets one of his 14 assists and watch James Worthy put it away. He buries two of his 31. The Lakers had a seven point lead but in the fourth the Magic scored 24 points to L.A.'s four. Jerry Reynolds forces the turnover. Nick Anderson puts a lid on it. Lakers lead cut to 103-101. With the shot clock running down Reynolds drives, misses but Catledge who scored 26 follows it up 105-103 Orlando and then L.A.'s desperation shot, the three pointer would fall short. Lakers lose their second straight 108-103 was the final. We also have one of the game of the NBA tonight. It was the Portland Trail Blazers losing to the Milwaukee Bucks 107-104. Still after week 14 of the NFL season the Raiders still have a shot even though it did take a little more effort than it should have today against the Phoenix Cardinals. But the Raiders win it 16-14 to improve their record to 8-6. Second quarter watch Bo run. Bo takes the pitch the other way. He's not going for three, he's going for six but he falls a bit short after a 48 yard gain. Bo had 100 plus for the game again but up until the closing minute three Jeff Jagger field goals were all the points the Raiders could get. So Marcus Allen that is comes up with 43 seconds left and soars over the goal line for the winning touchdown. The Raiders beat the Cardinals 16-14. In Miami the Dolphins moved into a first play tie with Buffalo after beating the Patriots. Dan Marino caused a little confusion in the New England secondary 300 yards passing and watch Mark Clayton with the four star catch. Is it a touchdown? No, he landed at the one yard line. Watch the replay. A great catch. It set up a Miami touchdown and the Dolphins lead it 14-3. When Marino wasn't threading the needle he was finding the open lane. The Dolphins win 31-10 and now have the inside track on an AFC wild card berth. As for Joe Gibbs he won his 100th game today as a head coach as the Redskins overcame a two touchdown deficit to beat the Chargers. The Vikings clobber the Falcons and now need one more win to lock up the NFC Central. The Steelers got their first shutout since early in 1985 with a 13-0 win over the Jets and the Bears suffered their fourth straight loss today. This one to suddenly red hot Detroit. Mike Ditka is under lock and key not allowed to get near any of his players until given some sedatives. That's the way it should be. In Denver welcome to the Snow Bowl. Snow flurries everywhere for the Broncos Giants game. Second quarter Dave Maggott juggles to Phil Simms pass but he tucks it in. Watches a few Broncos slip in the snow flurries. That runs the rest of the defense 57 yards for a touchdown and the Broncos lose 14-7. And Santa says sorry guys nothing left in my bag of tricks. In Philadelphia just called Jimmy 1-800 crybaby for a bounty hunter. Maybe somebody should just give Izel Jenkins a call. After Mike Saxon punts it away for Dallas he gets knocked to the turf. Saxon says well that was a blind side hit. He gets up he says that was a real cheap blinds shut up says Jenkins. And here comes the best tackle of the game. It was by the super security guard. What form and finally in Cincinnati Sam Weiss speaks out. Sees anybody throw anything onto this field. Point them out or get them out of here. You don't live in Cleveland you live in Cincinnati. Elsewhere the Oilers who scored all of their points in the first half now lead the AFC Central. The Seahawks have been in the fourcade and his first start at quarterback since the 87 strike season through for 302 yards in the Saints victory. The Chiefs stay alive in the playoff picture after a win over Green Bay Packers nearly out of the hunt for a postseason berth. The Seahawks pretty much knocked the Bengals out of the playoffs with a 24-17 win behind Steve Largenz 100th touchdown reception. In the battle of the bounty hunters the Cowboys came up short again. Cowboys have now lost 13-14 Eagles still in the playoff picture. The Seahawks and the NFC Eastern Division after their win over Denver Broncos are already in the playoffs. The Colts beat Cleveland in overtime 23-17 and the 49ers can win the NFC West title and the home field advantage for the playoffs if they can beat the Rams tomorrow night in Anaheim. But it's not always it's easier for them to win in Anaheim than it is in San Francisco but then again we know what kind of luck the 49ers have against the Rams. The Rams always have the advantage it seems because they always come out fired up ready to play the Niners. We shall see. We'll wait and see. Okay thanks John. And it had taken the Ziegler family all week to come to grips with the loss of their English sheepdog, Ruff. But Ruff surprised them. He was swept off the breakwater last Monday in Morro Bay's high tide. Cindy Ziegler tried to save him, but nearly drowned herself and finally gave him up for dead. But late yesterday, he turned up hurt but still alive in a crevice between the rocks. My mom and I were talking last night and she said this is probably the best Christmas present that they both lived. And just, you know, got a few cuts and bruises and all, but nothing real bad. Now Ruff will undergo a few tests tomorrow and then head for home where his family says he'll do nothing at all for the holiday. That's action news for 11 o'clock on this Sunday. We thank you for watching. Have a good evening. We'll see you tomorrow.
