Next at 6, shifting ground, keeping an eye on the skies. Another storm pushes into the Bay Area. Plus looking to shake off telemarketers or worried about unemployment, spelling out the new laws for the new year. Ringing in 2002, this year's new year's celebrations take on a different look. And reflections on the year that was one few Americans could ever forget. Live from the Bay Area's news station, station. This is Cron 4 News at 6. Good evening, I'm Wendy Takuda. And I'm Tom Sinkovitz. Thank you for joining us on this New Year's Eve when as we speak the new year is arriving at Rio de Janeiro right now. New Year's party is here are going to get soaked. It does appear a new storm is on the way. Clouds are expected to crowd the sky as the clock counts down. The only question is whether the rain is going to start falling this year or next. We do have live team coverage tonight. Linda Yee is in San Francisco. Greg Lyon is in San Mateo County where saturated soil is giving way. But first we begin with Steve Raleigh with the latest on the storm moving closer to our coast. Steve? Yeah this is the one that's probably going to put us over the top Tom. We've had so far 20 days of rain in December. This one could very well cause the real problems we've been worrying about for the last couple of days. Let me show you the satellite picture. You'll see all of the moisture that's heading toward us right now. The rain that we had yesterday is going to pale compared to what we're going to see in the next 24 to 48 hours. Here's what you need to know as we go through that time period. We've got a flood watch out for the North Bay on Tuesday. So places like Corda Mara, Corda Madero Creek, Petaluma River, Napa River and especially the Russian River. You'll notice it's actually third on my list but I'll mention it now. It looks like by sometime tomorrow morning probably late it'll reach monitor stage at 29 feet. Flood stage is just three feet more than that. And also to add insult to injury there's a high tide tomorrow midday at the Golden Gate at about 1210. So that won't allow these tributaries and smaller creeks to rush in and get out of their banks. So it's something we definitely have to watch. We're going to talk about more of the details in a few minutes but right now let's head down to San Mateo County and show you what problems have already started to happen here and Greg Lyons got that for us. That's right Steve we're on Skyline Drive which as you know runs along the crest of the coastal range down here. It's one of the areas that gets the brunt of storms oftentimes with some of the highest rainfall totals and on this road landslides are no strangers and that's what happened today. A piece of the canyon wall slumped and dropped between 12 and 20 truckloads of material on the roadbed blocking the northbound lanes. The California Highway Patrol had to shuttle traffic back and forth around the site so the Caltrans crews could clean it up. Caltrans supervisor Rich Quadralli says it's a warning. Everything is gonna start moving now. Everything's real saturated right now from all the rain and yeah everything's gonna start moving. I mean it was a clear dry day today and it just came down today so it's gonna everything's gonna start moving now. On this road it was an inconvenience for some motorists but there have been other landslides in the Bay Area including one in San Francisco that goes beyond the bounds of inconvenience. Linda Yee is standing by live there. Linda? Hi Greg yes this one was more than inconvenient it did result in red tagging at least one building in this complex of condominiums right behind me. They thought that there was going to be a second building that had to be evacuated and that would be because it was also up against the the hill that you see behind me in that black void it's a little dark now but soil sampling today showed that that would not have to be a problem there that this building was not in any danger still everyone here in the complex is bracing for the next storm. One building with 12 condos have been red tagged no entry allowed evacuated until needed repairs are completed. Condo owner Tai Lung who did not have to evacuate has lived here six years he says there were other minor slides before. Pretty good size slide about three years ago and I don't know why the city approved all the all the buildings back here you know it's right there right against them the hill here. The weekend storm resulted in more water getting into the shale and the rocks started falling. There was no structural damage to the building but the potential danger is there. San Francisco building inspectors order the property managers to take soil samples and come up with a plan before letting the families back in. What the city said today is that until the repairs are approved by the city and completed they will not allow the homeowners to move back in. That poses a problem we have 12 families and that could be anywhere possibly from a month to two months before the repairs are completed. Condo owners and other buildings on the property suspect this is going to be costly for everyone. I think everybody's more worried about this but it might be a special assessment going to cost us money to fix the problem. Well they'll soon find that out if that's true property managers are now huddling with insurance agents as well as lawyers and they'll be meeting with condo owners this Saturday. Reporting live in San Francisco Linda Yee, Cron 4 News. Well again we're gonna have more weather coverage later on in this broadcast and of course throughout the evening. Meanwhile a gruesome discovery in San Francisco Bay is now a mystery for the police. The Alameda County corridor is performing an autopsy today on a woman found floating in the water near Berkeley Pier. A boater came upon that body yesterday afternoon. Berkeley police say the death is suspicious and they're investigating it as a homicide. A body found floating in the Delta has been identified as that of Oakley teenager Mark Osborne. That tops other stories around the bay tonight. Police say fishermen found Osborne's body yesterday near the Antioch Bridge. The 17 year old had been missing since he fell into chilly waters while he was duck hunting four weeks ago. San Jose shop owners are praising a new police crackdown on a street gang that had almost taken over a neighborhood shopping center. A few merchants at the Caribbean shopping center had turned a blind eye to the problem but police say the shopping center was cleaned up using innovative tactics like sanctions against business owners to force them to cooperate with police. Stanford football coach Tyrone Willingham is on the verge of becoming the first black head coach in any sport at Notre Dame. Willingham traveled to Notre Dame to meet with school officials and put the finishing touches on a deal. An announcement is expected sometime tomorrow. Cronforce verne Glenn will have reaction from Stanford later on in sports. For some Bay Area residents it's time to put on their dancing shoes and a step back in time as we head to the future and the year 2002. Here's a live look at Alameda and the USS Hornet. It's a World War II aircraft carrier and people who go there tonight will enjoy dinner, dessert and swing music on three, three dance floors. Another place that is party central tonight the Hyatt Regency in San Francisco, home of the famous midnight balloon drop and several stages of live entertainment. With more on how the city is getting ready for 2002 here is Cronforce Jesse Gary joining us in style live from the Embarcadero. Jesse, Wendy good evening to you and happy new year. You can see behind me the stage is set the lights are in place all we need now about 200,000 people. Chaya Brasserie on the Embarcadero just hours before the big 2001 sendoff begins. The upscale restaurant will be set for 300 several times. This could be a good ending to a disappointing year according to general manager David Hall. I was very very impressed to see that we booked up and people are ready to go out and celebrate and and get this year over with I think. Earlier in the day preparations in full swing for the city's New Year's Eve's bash along the Embarcadero. Firework displays are ready for the night sky provided there's no rain and law enforcement is in place to Greece utility poles for rowdy revelers and at least 1,000 of the city's finest to keep order. Last year more than a hundred people went too far in their celebrations. Now after terror attacks all-out war and an economic slowdown sending this year out right without incident could get 2002 off on the right foot. Maybe it can get us going for the for this coming year where we will forget about the tragedy of last year and and how poor San Francisco did in the hotel and restaurant industry and retail and start anew. And the fireworks are scheduled for midnight. You heard rain or shine but I'm now told it's I'm sorry you heard if there's no rain but I'm now told it's rain or shine so even if there are some sprinkles coming down the fireworks are gonna go on and if you plan on coming down here some street closings to mention parts of the Embarcadero at Spear Stewart Market Mission and Howard that's until 4 a.m. Bart's gonna be running until 3 a.m. and of course there's always Muni and we're alive along the Embarcadero. As with every new year this one brings new laws in our case more than 900 of them. Cron 4's Vic Lee outlines some of them live in San Francisco in tonight's four on assignment report. Good evening Wendy to be exact 948 bills almost everyone will have something to celebrate New Year's Day. This was a significant year for consumers they want some big victories at the state Capitol. Somebody drove off with my child in the car. Luckily for Rochelle Page her six-year-old son was found unharmed the day after someone carjacked her SUV earlier this month. Page left him in the car with the keys in the ignition when she ran a quick errand. Under the new law she could be prosecuted. There's also a tougher safety seat law to protect your child. All parents will have to keep their kids in car seats up to age 6 instead of age 4 and up to 60 pounds instead of 40 pounds. Another new law protects you against telemarketers. Hello? You can choose to have your name placed on a do not call list. You'll be able to pay a dollar and get on the list and then anybody who calls you will be in violation of law. On the labor front all minimum wage workers making six dollars and a quarter will get a mandatory 50 cent an hour pay raise. Another consumer victory a law to prevent predatory lending in home loans. Things like making a loan to someone who has no reasonable ability to repay it which does happen and which is a way of arranging for foreclosure in advance on the house. In the medical field a big victory for consumers. A new law requiring hospitals and surgeons to disclose how many died from coronary artery bypass surgery. If that information is out in the public domain for one thing consumers can get a hold of it as well as employers in choosing what health plan, what hospital, what doctor they want to perform the procedure which is really an elective procedure. Among other beneficiaries of California's new laws, domestic partners, nursing mothers, janitors and even sheep herders. Reporting live from Treasure Island, Vic Lee, Cron 4 News. A generous package, the retirement package could prompt an exodus of teachers and administrators from the San Jose School District this year. That tops other stories around California tonight. The deal offers $20,000 a year for several years and medical coverage for seven years. The goal, administrators say, is to pay tribute to instructors who have given years to the students of San Jose. The district expects that as many as 350 employees will take the retirement offer. Lotto money once again this year is going to help California schools fill the gap left by budget cuts. Public schools received more than $265 million in lottery funds. Up five million from the year before. Most of the money went to K through 12 schools. Community colleges will get about $38 million. Cal State University is about $10 million. UC systems, the system will get about $5 million. And pick a color. Starting Wednesday, Sacramento area residents can decide the new color for the historic tower bridge. They'll cast their vote online or by phone. The 160-foot tall bridge has not had a paint job in 25 years. The color choices are burgundy, silver, and gold, green, or all gold. The winner is going to be announced on February 5th. Well, the weather today, a relief from the rain, but it's not a long break. Meteorologist Steve Raleigh coming up next with the weather. And changes in the air and certainly on the airwaves, an explanation of what you can expect on Cron 4 come midnight. And so far it's been a light New Year's Eve on the roadways. That is still the case. We had a slight backup before the Toll Plaza at the Golden Gate Bridge, southbound 101, but it looks like that's dissipated, so no problems for drivers coming out of Marin right now. There are no delays as well westbound at the Bay Bridge. There's a live picture of that right on the left side of the screen. An earlier stall before the Toll Plaza has been cleared. Northbound 101 out of the peninsula through San Francisco, also at the limit to the lower deck. And just a reminder that the Embarcadero does shut down at seven o'clock for tonight's city hosted party. And there are a lot of mass transit options if you're going out tonight. BART does have extended service. It will be running past midnight until 3 a.m. So trains will be running until three o'clock in the morning. The Union Cal train will provide free service after eight o'clock. Sam Trans will also be free after eight. And VTA in the South Bay is free after seven. The Cranes hit the road. If you only see one newscast this is the one to catch because I've got it all in here for you. Let's start with the flash flood watch. This is going to be out for the Bay Area in the North Bay for tomorrow. And this one, this next storm, is also going to carry a lot of winds. I've got a gale warning it's out as well. So we're talking about winds of 50 miles an hour at the coast and in some spots inland too. So with all the wet weather we have we're also going to have those high winds that will undoubtedly cause some problems with all the loose soil in and around the Bay Area. Okay so that's the overview for tomorrow. Let's give you the forecast tonight and start with the radar and show you over the last couple of hours we've had some light showers move from the coast in over the top of us and that's the way it's going to be for the next several hours. Just the light stuff. Few showers, heavy rain begins overnight closer to the morning hours. Temperatures will be in the mid 50s for the next several hours ahead. Now what you really want to know is perhaps you're getting ready getting the tie together or maybe just getting your jacket all set and heading out the door. This is a way to look at midnight. Cloudy skies. There will be some isolated rain showers but I don't think the heaviest stuff will come until after midnight. Temperatures in the low 50s right about the midnight hour if you're going to be out and celebrating. Here's the way it looks on the satellite picture. Look at all the moisture that's out there and interestingly enough here's Hawaii and all that moisture. See the cloudiness here? Just riding the jet track. We sometimes call this the Pineapple Express. It's a weak one but nevertheless that's why we've had so much rain in the last several weeks and as you look at the Cron forecast now in the immediate future you see that red yellow shade developing over the top of northern California. When we see that it is just like the radar. Those hot colors indicate heavy rain and that's what's going to happen in the first part of the morning hours right to about 10 o'clock. Then we're going to see somewhat of a tail off and then all of a sudden watch this red yellow shade. See it emerge once again into Wednesday morning before we start to see a little clearing late Wednesday into Thursday. You know I often use this next graphic because I think it really let me get out of the way. I think it really does describe things well because it's easily read. You can see now to Tuesday morning is going to be one of the peak times where we see some heavy rain. Then we're going to start dropping off a little bit toward the afternoon into more moderate rain. You know it's a qualitative kind of assessment because it's still going to rain heavy at times and then going up into Wednesday morning we'll see it pick back up again and so we're going to have two periods of heavy rain amounting to maybe as much as three inches of rain in the North Bay and in places like the coast range places like the Santa Cruz Mountains. I think around San Jose South Bay areas it'll be one to two still a lot of rain but I think certainly this one's going to be bulls eyed more to the North Bay. Let me give you some of the specific and what's specifics and what's been going on around here. I want to show you the stat tonight. San Francisco is right now tonight at 200% over of normal and you can see from one side of the bay to the other. We have plenty of rain in this season. More specifically then let me show you what's happened this month because you know it's rained a lot. Here's here's something to really be telling. We've had about 10 and three quarters inches of rain in San Francisco. That's 20 days. Normally we'd only see 11 days. So as a result with this rain it has now made it the seventh wettest December on record since like 18 50 says a lot. So as a result you know you know we don't need any more rain and unfortunately we're going to see it for tomorrow. Temperatures will remain mild as well just to let you know if you happen to be out in it tomorrow upper 50s to about 60 degrees. Here's the extended forecast then. So Tuesday Wednesday no surprises there's the rain. Chance of rain again on Thursday before we see some real Sun coming up maybe some drying toward the end of the week. We'll have an update of that radar in a few minutes guys. All right Steve maybe we should put this to the voters in the form of a proposition. Do we want more rain? I'm confused. We don't get to make a decision. All right well we undoubtedly have made it pretty obvious that some big changes are going to start at midnight here on Cron 4 because NBC is moving away from San Francisco to San Jose. We are becoming an independent station. Cron 4's Emerald Yeh joins us now live to shed some more light on this switch. Emerald. Tom it's going to be a whole new world in some ways and in some ways not. Now at midnight NBC is officially moving to Channel 11 in San Jose. The network bought KNTV so that's where you'll see all of the Peacock's programs. But Cron 4's new shows are not going anywhere. In fact we are expanding. So what's new? Cron 4 News will be on the air right here on Channel 4 with a new primetime newscast at 9 p.m. For one full hour we'll wrap up the day's events and give you a glimpse of what's on tap for the next day. Plus our midday and 5 o'clock newscasts both expand to a full hour. That's in addition to the newscasts we already do at 4 and 6. At 630 the East Coast now just hours away from the new year and a new beginning. At Times Square in New York security is tight as New York prepares for its largest celebration since the World Trade Center was attacked. Today there's a new protocol for party preps in New York. As the new year approaches, new hope emerges. Still America remains in the same heightened state of alert at home as the US wages war abroad. They have everything under control, I'm sure they do, and hopefully it won't be a problem. The countdown at Times Square in New York has some people on edge. I'm a little nervous about it but I don't think it'll happen. This year balloons and confetti are combined with extra security. 7,000 police officers are standing guard as revelers stake out their vantage points. Last year I was here. It was fun so I was thinking to you know experience it again. The big ball was fun. But this year signs of the times are everywhere. Businesses boarded up, manhole covers sealed, mailboxes no longer accepting letters, all for the sake of security. Even the New Year's Eve ball is covered with a reminder. The six foot wide thousand pound ball has special etchings to honor those killed on September 11th. Overseas US Marines are on the move searching the rugged mountains of Central Afghanistan hunting for Taliban leader Mullah Mohammed Omar. President Bush at a small cafe near his ranch in Texas said it's just a matter of time before Mullah Mohammed Omar and Osama bin Laden are brought to justice. I'm patient and so is our military. There is no artificial timelines or deadlines. The definition of success is making sure the Taliban is out of existence, helping rebuild Afghanistan, and disrupting this international terrorist network. From the White House to your neighborhood it may be a more reflective New Year's Eve for many Americans. Cronforce Mark Jones is live in Martinez where many are planning a quiet celebration. Mark? They call it first night here and we're expecting 15,000 people here by midnight and there's a similar party going on in Monterey and in hundreds of cities across the US. The speakers were rolled out, the tarps were put up, the lights will burn till 2 a.m. Acute kids in the parade helped kick off the 530 p.m. start of first night, an annual party that started in Boston in 1976 to celebrate the country's bicentennial. Now the non-alcoholic celebration of the arts and community has spread nationwide to hundreds of small towns and big communities. But you'll find that millions of Americans are just staying at home this year. Of course I don't want to go get out in all the traffic tonight and everything it being New Year's Eve. We're gonna stay in and just have a family thing at home. Some people will celebrate with dips and chips and movie clips and watch that crystal ball fall in New York waiting for midnight. Maybe just a hug and a kiss and a happy New Year kind of thing. The memo plans are due in part to September 11th. This year for me it's kind of gonna be kind of lightweight because of you know the situation over in New York. And maybe because after a year like 2001 people realize they can't and won't find anything better than the people they love. Ben Honaker will be with his bride of 44 years. From Martinez, Mark Jones, Cronfor News. One tradition the police want to end the firing of guns into the air to mark the New Year. Cronfor's Julie Luck live in Richmond with one city's approach to that problem new at 630. Julie? Wendy we're live at a shopping center in Richmond where Richmond police are handing out flyers to stop random gunfire as the clock strikes midnight. Richmond police launched the campaign called Have Fun Don't Shoot Your Gun as an educational tool to prevent potentially deadly bullets from being fired into the air. Today officers are handing out flyers until 11 o'clock tonight. The city of Richmond also aired television commercials and conducted door-to-door visits to promote the campaign. The city is also offering a hundred dollar reward for information on weapons used in New Year's Eve gunfire. People are fearful that they could be hit by stray bullets and people are standing side. Um, but again, um, we don't have any random shots fired at individuals. We have had shots fired into the air and it's been a long term thing here in the city of Richmond. Redwood City is also monitoring gunfire activity as part of their program called Silent Night 2001. Redwood City police have installed microphones throughout their town tracking the sound of gun shots from inside their computer dispatch center. US Marines have reportedly launched a new effort aimed at capturing Taliban leader Mullah Mohammed Omar. That tops news around the world tonight. Word of US involvement in the search for Omar comes from Afghanistan's interim leader Hamid Karzai. Richard Reed, the man who allegedly tried to bring down a US jetliner with explosives in his shoes, is now the subject of a criminal investigation in Paris. French police have confiscated computer hard drives from internet cafes Reed visited during a brief trip to Paris. Reed is in a Boston jail charged with interfering with a flight crew. Workers finished fumigating the Hart Senate office building in Washington where anthrax letters were mailed to two senators. The building has been closed since mid-October. There's no word on when it might reopen at this point. Meantime, fewer than a hundred Capitol Hill and postal workers have taken up the government's offer of a free experimental anthrax vaccine. Willingham flew to South Bend Indiana and Irish officials escorted their new coach inside to close the deal on a reported six-year contract that would pay him between two and three million a season.
