This is the Bay Area's news station. Cron 4 News at 11 starts now. I'm contacting all the marinas to see in between San Diego and Humboldt to see if they stopped anywhere along the way and if anybody has any information. At 11, the search continues for a missing family of four. The Coast Guard says a husband, wife and two young children sent a series of distress calls on Sunday saying their sailboat was sinking. Cron 4's Charles Clifford has the latest on the Coast Guard's search and their efforts to try and identify who made the distress calls before the family abandoned ship. Throughout the day on Monday, the U.S. Coast Guard continued its efforts to locate a missing family who may be floating in the ocean after their sailboat sank on Sunday afternoon. Now the Coast Guard also released an audio recording of the last known radio transmission from that vessel. Coast Guard, Coast Guard, we are abandoning ship. The Coast Guard released that audio recording hoping that someone might be able to identify the voice on the tape. So far they don't know who this family is. They don't know where they're from. They don't know how long they've been at sea and they also don't know where they were headed. It appears that the sailboat did not have an operating GPS locator nor did it have proper safety equipment. Now the Coast Guard says it will continue searching for the family. We're going to search by boat through tonight and into tomorrow morning and then at first level we'll launch some aircraft and do some more aerial searches tomorrow morning. They also say they're checking marinas from Southern California all the way up to Canada trying to figure out who this family is. They say that when they run the name of the boat through boat registries they can't find any record of the vessel. Now anyone who has information on this missing family or this missing boat is asked to contact the Coast Guard. On your Buena Island, Charles Clifford at Cron 4 News. Now here's a map to show us where the boat was when that distress call came in late yesterday afternoon. Nowhere close to shore really. According to the Coast Guard the sailboat about 65 miles off the Monterey coast the search is now focused in a wide area right around there. Officials not saying specifically how large the search area is but we have learned that the Coast Guard says the water current is moving south tonight. Also good weather today has made for favorable searching conditions. Officials expected to search through the night and into tomorrow morning. I'm Grant Lotus, Cron 4 News. And developing news at 11. A police standoff in East Oakland. That's where they say a suspect has been barricaded since this afternoon. And you're looking at video from our helicopter partnership with ABC 7 News. The standoff happening in the area of 87th Avenue and Bird Street. Cron 4 Morning News will continue to bring you updates starting at 4 a.m. An unpleasant hill of candlelight vigil tonight to remember those killed in the Newtown shooting massacre and a call for stricter gun laws. Cron 4's Dan Kerman was there and has the story. Olivia Engel. One by one they read the names of the children gunned down in Newtown Connecticut. For these people each is a sign of an innocent life lost and the need for stricter gun laws. I think this has touched the heart and motivated people who were just either unaware or didn't realize the scope of the situation. I have children, I have grandchildren and it's just gotten to be too much. There's too much power in the gun lobby and the gun manufacturers and we need to show that there's other people who think differently. The 75 people gathered outside Pleasant Hills City Hall Monday night support an assault weapons ban, limits on high capacity ammunition clips and universal background checks. We knew people who were massacred at 101 California Street 10 years ago and nothing's changed, keeps getting worse. We have to speak up for it. There's no reason we should have assault weapons in our country. I'm all for freedom but we need to protect those the innocent from those who really aren't responsible. The people here believe that since the Newtown shooting the tide has turned and now they feel as long as they keep the pressure on stricter gun laws will be a reality. In Pleasant Hill, Dan Kerman, Cron 4 News. Meanwhile the debate over gun control is headed for the Senate. The Senate Judiciary Committee could begin considering four gun control bills as soon as Thursday. The legislation includes proposals to ban military style assault weapons, crack down on illegal gun trafficking and improve school security. President Obama pressed Congress to pass tighter restrictions on guns in the aftermath of December's deadly Sandy Hook Elementary School. A West Sacramento police officer is behind bars tonight accused of sexual assault and kidnapping while out on patrol. Investigators say Sergio Alvarez took advantage of at least six victims, all female ranging in age from 20 to 47. Police say they know they have a lot of work to do in order to rebuild the community's trust. I want to assure everybody that the actions of one person are not representative of the outstanding performance and the integrity of the men and women of the West Sacramento Police Department that they display every day in protection of the community. Alvarez had been a police officer in West Sacramento since 2007. The 37-year-old was put on administrative leave in September and once the investigation was finished, Alvarez was fired. And new at 11, right now Contra Costa County authorities are looking for an at-risk Bethel Island man, Christopher Foschner, has been missing since early February. This is a photo of him. Foschner was last seen on February 5th at the Contra Costa Regional Medical Center in Martinez, and that's where he was admitted for evaluation and then released the next day. Police say that he has not returned home or contacted family members. Foschner suffers from brain disorders and does not have his medications with him. He's described as a white male, 6'2", weighing 180 pounds. The ports of a suspicious device closed Ellie Boulevard in Petaluma earlier today. This is video from our helicopter partnership with ABC 7 News. Police later said the device was a World War I era artillery shell. The homeowners found the shell when they were cleaning out their home after a tenant moved out. Bomb technicians removed the shell from the home and surrounding streets were reopened. Tonight, the search continues for a young Oakland couple who disappeared about a month ago. Stacey Neal and Garrett Hand were last heard from on January 25th. They were in Peru for a biking adventure. New at 11, we hear from Neal's sister, Stacey Fingers. She is concerned that her sister may not be safe. I mean, she's my sister. I'm just not going to listen to anybody until she calls me. I haven't seen a video of her since January 25th. So to me, anything could have happened since then, you know. A few weeks after their disappearance, the State Department issued a travel warning to U.S. citizens that criminals may be plotting to kidnap American tourists in the area the couple was last seen in. Neal's sister has been working with the embassy in Peru. It certainly was a really nice day out there today. The temperatures right now are on the cooler side in a number of places. We're into the 30s in Nevada, also in Santa Rosa, 39 in Fairfield right now, 39 also in Half Moon Bay. The winds have died down. We could see some breezy gusts through the overnight hours, though, but it looks like we're going to keep fog on the minimal side tonight. Temperatures are going to get a little cooler than we originally anticipated because the winds are fairly calm in most locations. Into tomorrow, it's going to be sunny and mild, much like today, but we have a warming trend in store as we head through the rest of the work week. I'll show you how warm it's going to get coming up. With possible automatic federal spending cuts looming, the Federal Aviation Administration could close several Bay Area air traffic control towers. That could mean travelers can face delays of up to 90 minutes. The sequestration is based on legislation last year that if no agreement was reached, then $1.2 trillion in cuts will take place. The FAA says those cuts could cause the closing of more than 100 air traffic control towers nationally, and the elimination of overnight shifts at more than 60 others. Some of the airports affected would be in Napa, Santa Rosa, Livermore, and SFO. The shutdowns would begin as soon as April. This just in, an Egyptian official says at least 19 foreign tourists were killed as their hot air balloon crashed through the famed ancient city of Luxor. The official says that there was a fire and an explosion, and that the balloon then plunged from the sky and crashed into a sugar cane field west of Luxor. And Tuesday, Luxor is located about 320 miles south of Cairo. In a developing story, Las Vegas police making a desperate plea tonight for help in finding an Oakland man's killer. The shooting happened last week on the Vegas Strip and left three people dead. Kron 4's JR Stone is following the story and spoke with the victim's father this evening. But we can say with certainty that Amar Harris is the suspect who fired the fatal shots. And because of that, Las Vegas police have now charged Amar Harris with three counts of murder in connection with this Las Vegas shooting that left an Oakland man dead. Harris has been charged, but as of right now, is still on the loose. To anyone who is aware of his location or who is assisting Amar Harris in any way, you will be arrested and prosecuted. Police believe that Harris killed Oakland native and aspiring rapper Kenny Cherry, also known as Kenny Clutch. Cherry was driving this Maserati with a passenger inside. After being struck, he sped through an intersection and struck a cab, causing it to go up in flames. Both people inside were killed. Monday, the focus in Las Vegas was on one fugitive and those who may be helping him. You may think you're being a friend, but keep in mind, Amar Harris is wanted for the murder of three citizens. Harris and Cherry reportedly got into an argument outside the Aria Hotel early Thursday morning. A short time later, gunshots could be heard. Harris' black Range Rover has been recovered, but his whereabouts are unknown. And we believe someone knows where he is. We are asking you, we are urging you to give us a call. I did speak with Kenny Cherry's father on the telephone this evening. He tells me his son did not know the suspect in this case. He also says the funeral for his son, who you see right here, will be either Thursday or Friday of this week. JR Stone, Cron 4 News. Net providers are going to begin to warn users of illegal downloads. The copyright alert system is being activated to target users who may be sharing files illegally. The new system will prompt internet service providers such as Verizon or AT&T to notify customers whose internet address has been involved in piracy. A person will be given up to six opportunities to stop. Net providers will take more drastic steps if the user continues, such as slowing the connection. In national news, a powerful winter storm is moving across the plains, states pounding Texas and Oklahoma and parts of Kansas and Missouri. Melissa Rainey has a look at what, in some cities, is becoming a record-setting storm. The National Weather Service is calling it a crippling historic blizzard, a snowstorm that pounded the Texas Panhandle Monday with two to three inches an hour. In Amarillo, Texas, the National Weather Service says 19 inches fell Monday, breaking a single-day record for the month of February that was set in 1893. Things got so bad, the Texas Department of Transportation actually pulled its plows off the roads as National Guard units helped stranded drivers. Oklahoma declared a state of emergency. I've done this spot probably seven times today. Colorado snow plow driver Joel Thompson spent hours trying to clear one parking lot. Last week, Wichita, Kansas got its second-highest storm snowfall on record, with more than a foot in two days. The city says it used half of its salt and sand. Now this next storm could dump as much as 26 inches more. Governor Sam Brownback says it has him very concerned. The ditches are full of snow, so you can't throw it off as quick or as easy. So this one could be much more treacherous to travel in. Kansas City, Missouri is getting close to shattering a 50-year-old record for February snowfall, 20.7 inches. Melissa Rainey, Cron 4 News. We are certainly enjoying nicer weather here locally. It's going to stay on the dry and mild side, even warm by the time we make it to the end of the week. We're going to be seeing low 60s out there tomorrow, but upper 60s by Thursday into Friday. As for fog, through the overnight hours, we're not expecting much. Fog tracker 4 pinpointing fog down through the South Bay, also through our far inland valleys. The 6 o'clock hour fog lingering through the South Bay, but then clearing out by 8 o'clock. As we take a look at our morning low temperatures, we are expecting 30s, and we're going to see 30s up through the North Bay, the Delta, our inland valleys, even 37 in Half Moon Bay, 39 in San Mateo, 39 in Fremont, but 40s in San Francisco, Oakland, Hayward, and portions of the South Bay. As for the afternoon, it's going to be really nice again tomorrow. 60s down in the South Bay, upper 60s in Cupertino, but mid-60s in Palo Alto and Sunnyvale, 63 in San Jose. A mix of low to upper 60s for the East Bay as well. 63 in San Leandro and Union City, 66 for Walnut Creek and Concord. Closer to the coastline, we'll see temperatures in the 50s, and it will be a little breezy out there tomorrow, so it's certainly going to feel chilly near the coast, but up in the North Bay, going to feel real nice. Santa Rosa, 67 there, 66 in Napa. Look at your extended forecast. The next couple of days, not a whole lot of change, but then Thursday and Friday, a big warm-up. We'll see temperatures in the upper 60s and low 70s. Friday is certainly going to be the warmest day. We will start to get our sea breeze winds back in the forecast though by Saturday, and that will mean more cloud cover and cooler temperatures. The cooler temperatures will continue into Sunday. The Trekkies rejoice. An online vote to name Pluto's two newest, tiniest moons is over, and the winner is Vulcan. It's a name suggested by actor William Shatner, who played Captain Kirk, of course, in the original Star Trek TV series. All the potential names had to come from Greek or Roman mythology and deal with the underworld. Vulcan, of course, is where Mr. Spock is from. He's also the Roman god of lava and smoke and the nephew of Pluto. Little history there. The Alex Smith rumors are heating up. Gary has the latest straight ahead. Without Andrew Bogut, the word came down late this afternoon that Bogut will miss anywhere from two to six weeks with a bulging disc in his back that's causing the spasms, which has sidelined him for the last two games. Bogut has played in only 12 of the Warriors' 54 games this year due to a surgically repaired ankle. The guy, hey, he was damaged goods when he came here. The Warriors hoping that he could make a full recovery and give him an inside presence, but at least two weeks he is going to be sidelined again. Where will Alex Smith play next season? The word tonight is Andy Reed, and the Kansas City Chiefs has said we wouldn't mind having Alex Smith as our starting quarterback. So here's where the back and forth game goes. This guy's been, as we like to say, a good soldier. The 49ers are not going to keep him strapped to the bench behind Kaepernick, but they're going to try and get as much as they can for him. Again, one report tonight said a third or fourth round draft choice is what the 49ers are looking at. He was taken into custody this morning in Miami, arrested and charged with misdemeanor criminal mischief. There he is. He's a free agent.
