Tonight, tragedy on the river. As soon as I seen the jet ski, I thought, oh my god, I know who that is. Friends look back on the man who was lost and the charges against the woman that was with him at the time. And furious words for a Cedar Rapids bank robber. You are just a walking man right now that is bound for federal prison. Mark my words. What's different at this morning's robbery that has the credit union's president making threats? Plus, the cash for clunkers program is doing great. The reason the government is scrapping the incentive. But first, a developing story out of Washington D.C. Less than a week after it started, the government's cash for clunkers program may be shut down. That's right. It's actually going too well right now and could run out of money. The $1 billion program offers up to $4,500 in rebates for folks who trade in old cars to buy new, more fuel efficient ones. The program is expected to last until November 1st. But the response has been overwhelming. Chrysler says it's selling a lot of vehicles because of cash for clunkers. And Hyundai predicts 15 percent of its July sales will come from that program alone. A spokesman for the National Highway Safety Traffic or Traffic Safety Commission says dealers will get plenty of warning before the program runs out of money. And Congressman Bruce Braley, who introduced the bill, says that Congress and the White House need to act immediately and provide more money for cash for clunkers. Now an update to breaking news from last night at 9. Police say 30-year-old Christopher Clark of Cedar Rapids was trapped in the roller dam while on a jet ski last night and died. The roller dam is just off Old River Road on the southwest side of Cedar Rapids. CBS2's Chris Jose is live in Cedar Rapids and Chris, what are friends saying tonight? Yeah, hi Tiffany. Good evening. Back behind me is the roller dam where this tragic accident happened. Further upstream is a sign that clearly warns folks to stay 300 feet away from it. It's a warning that Christopher Clark may have ignored. Tonight, those who knew Clark say they're still in complete shock about what happened. What should have been a good time when the river turned deadly. A day later, a neighborhood is mourning. I had my feelings earlier. I shouldn't have had them, but they just for some reason they were there. Trudy Berry says they were feelings of danger, feelings that quickly became reality. I was watching the 10 o'clock news and it said breaking news and I thought, oh, what's this going to mean this time? And as soon as I seen the jet ski, I thought, oh my God, I know who that is. This is Bobbi Jo McDaniel's mugshot. She was charged for drunk driving her jet ski. Witnesses say she tried saving Clark, but it was too dangerous. He just kind of kept disappearing and then he'd come back up and then eventually he just stayed down. It was a horrific scene for onlookers, but this wasn't the first time death took place here. It was at this very spot back in 1976. The fire department lost two of their own during a training exercise. The rest of the night I just kept kind of pacing and thinking this can't be true, but it is. For those who knew Clark, it's a tragedy that's still sinking in. It's a very unrestful night for most of us around here. Also tell me they saw McDaniel and Clark drinking together before they came out here. I'm told both are regulars out here on the river. Reporting live tonight in Cedar Rapids, Chris Jose, CBS2 News. Chris thank you. Clark was wearing a life jacket, but fire and rescue crews say they're basically useless against that powerful undertow that really gives you an indication of how strong it is. Take a look at this. This picture may tell the story best. It really shows the hidden dangers of something like a roller dam. Look at all these arrows, some coming up, some coming out, others just going clockwise and counterclockwise all at the same time. Now if someone gets caught in the undercurrent, the water keeps barreling creating these air pockets. And occasionally witnesses say they saw Clark end up emerging only to be pushed back down again. Well when he was pushed back down again, he was likely pushed against this concrete slab right here over and over again. Take a look at some video from last night. You can see a barrel that just keeps circulating and slamming against a cement wall. That is the wall hidden behind that water. Rescue crews say that is likely what kept Clark underwater. Cedar Rapids fire crews say they do practice water and ice rescues on the river about every two years or so. But Jack, they say they rescue on average eight people a year. Tiff, thanks. A man put a gun to their head, stole money and then got away. The robbery happened about 930 this morning at First Federal Credit Union on First Avenue in Cedar Rapids. Tonight surveillance photos show some of what frightened bank workers saw this morning. You can see the masked gunman here walking into the bank wearing that jumpsuit and sunglasses over a ski mask holding the gun. Bank workers say the man put that gun to their heads, stole money and got away. Tonight police are still searching for the robber who the credit union president calls an animal and a threat. Police searched the area even looking in trash cans. They found footprints but no robber. The credit union's president tonight is angry. There will turn you in if nothing else. Just a matter of time and you're going to be in prison. Mark my words. The president of that credit union says they have really good surveillance video. Take another look at the pictures. Police say the robber is a white man about six feet tall dressed in those blue coveralls, glasses and a camouflage bandana on his head. Police are asking anyone with information to call them right away. Weather will be perfect tomorrow and you might want to enjoy it because it may not last. We might have some other stuff coming in too. Let's check in with chief meteorologist mace michaels. Some showers possible for later this weekend. Today we add the rain and cooler temperatures around and there's still been a few showers in the area this evening. 3-D Doppler shows a couple of sprinkles far northeast corner of the state. Few roaming towards Dubuque although they have fallen apart. Another little area north of Charles City in New Hampton. You can see that little shower area has evaporated away as well. Let's check the satellite radar throughout the day though. Today we had a lot of cloudiness earlier this morning and showers. There they are. That area of moisture, the front has moved away and the sky has started to clear. So we're looking at cooler temperatures in the region now with numbers in the low to mid 60s and a mainly clear sky. Other than around a couple of those showers, few more clouds may be toward Dubuque. Tomorrow morning starts off in the low 50s. The afternoon mid 70s, upper 70s by the day's end. Few spots will probably make it to 80 degrees. Looks like it will be a little warmer here throughout the next seven days. Talk about that and look back here how the month of July has tallied up in a few minutes. Alright, Mase, thank you. A controversial highway project is back on the table. The Department of Transportation is looking to build a four-lane bypass that would route traffic around Mount Vernon and Lisbon. Our Chris Jones is live tonight on Highway 30 and Chris, you say that the new plan has some people pretty concerned. Oh, that's right. The concerns aren't really coming here. This is one of those intersections pretty busy here in Mount Vernon and bypassing this would create a much better traffic flow for people coming in and out of Mount Vernon. Many of them go, of course, to work in Cedar Rapids, but it's the property owners, farm owners where this bypass could be that say their property is at risk. Leonard Baker has lived here for 20 years. He's worried about the future of his home. Well, now the edge of this corridor goes right through the middle of my house. So I guess I got concerns and I'd like to know what's going on. The Department of Transportation plans run right through this 12-acre property. I mean, I don't want to see anybody lose their house, but I really want to know what's going on. This is the proposed map. The area in orange could be where the Highway 30 bypass is built. And while property owners like Leonard are concerned, the DOT says Highway 30 bypass would meet the growing traffic demands in the area. And now this bypass proposal does cover a very wide swath of land. And if homeowners, if this eventually goes forward, if homeowners don't agree to sell, there could be some potential condemnation, eminent domain that could be involved. But that is, of course, a long ways away. In live in Mount Vernon, Chris Jones, CBS2 News. Chris, thank you. The Department of Transportation still has a ways to go before this plan becomes a reality. They say it could be a decade before plans are finalized. He was killed just a day after his 18th birthday. Jaron Janey died today after an early morning single car accident in Benton County. Also injured in the crash were the driver, 19-year-old Brandon Hundley of Vinton and another passenger, 18-year-old Shelby Usher of Vinton, a fourth person in the truck was not hurt. The crash happened just after one this morning on 33rd Avenue Drive, about three and a half miles west of Center Point. Investigators say Hundley lost control of his 2006 Ford Ranger, sliding into the ditch and then hitting a tree. Today friends of Jaron set up a memorial at the crash site. They say the news still has not sunk in. It doesn't seem real at all and it probably won't. This morning I woke up and I was going to go to the hospital and see him and my neighbor told me that he was gone. Jaron Janey dead in that crash. The driver, Brandon Hundley and passenger Shelby Usher are both out of the hospital tonight but Shelby is in fair condition with a fractured neck. Center Point Urbana's principal called CBS2 and let us know that grief counseling is available for students tomorrow. Counselors will be in the library from 10 a.m. until 2 p.m. The family of a man shot by a Johnson County deputy says they didn't even know he was homeless. John Dang was shot by a deputy who said Dang had a knife and was attacking another man. Iowa City Police say two family members identified him and told officers they really didn't know he didn't have a home. The deputy, Terry Stotler, is on administrative leave while the shooting is investigated. Officials say it could take months before that situation is completely sorted out. The shooter in a Waterloo case may be found tonight. Officers were called to the area of Broadway and Congress streets last week on July 20th for a shooting. 33-year-old Bernard Edwards was shot once in the stomach. The suspect was identified as 23-year-old Tavares Montgomery. Now today, Waterloo officers found out that Montgomery is being held in Wisconsin right now. He's in the Dane County jail there until he can be brought back to face charges. Here's a question for you. Are you for or against medical marijuana? The state's drug board wants to know and they're coming to the University of Iowa so you can tell them. The Iowa Board of Pharmacy has said that it will hold four public hearings around the state. Eastern Iowas will be held at the University of Iowa on October 7th. The board scheduled the hearings after a judge ordered them to consider marijuana for medical use. The board of pharmacy can only say whether marijuana may or may not have medical value. If they find that it does have safe medical uses, then it would be up to the state legislature to allow it or keep it banned. Well, we want your two cents on this issue. Here's a check at first morning 3D Doppler. Still some showers lingering in the area, but nothing really too heavy. It looks like they've sort of fallen apart. One cell near Charles City, New Hampton sort of drifting away. Another little cell working through Clayton County, El Cater area, dying off in northern Dubuque County. Here's a look at some of the rainfall totals though from earlier on today. This little stripe of green, a few spots, half an inch, maybe three quarters of an inch of rain. Wasn't too terribly heavy rainfall, but right here in this little narrow band, the showers were a touch heavier. Then as you look back here in the lighter blues, not nearly as much rain. The darker blues, maybe up to a quarter or a third of an inch. And then the light blues, barely anything, tenth of an inch, couple of sprinkles. So not a lot of rain in the area today. Earlier on, satellite radar showed that shower and thunderstorm activity, mainly just showers, few crackles of thunder especially as the front moved on into Illinois. Now the sky is clearing behind it with the westerly wind flow, but a little more of a northwesterly flow here in that far northeast corner of the states. So those of you in Alamakee, Winnipeg, also a little bit of Fayette County, you've seen some of those sprinkles roll by. And there's even a little bit of hail in one of them earlier on. It though has fallen apart, as we mentioned. Let's check the temperatures. Sixty now, Cedar Rapids, a cool night in store for us. Normal low this time of year, and the low to mid-sixties. So with us already at that level, and the clear sky and the wind dying down, you know the temps still get a ways to fall. There's the dew point, pretty low, 56. The humidity not too high for this hour either. Temperatures, upper 50s, low 60s, again a cool night, but still fairly pleasant. When you crunch down all the lows and the highs so far this month, Dubuque has totaled up to be about 65 and a half degrees. That is the coldest on record so far for the month of July. The second coldest, 66.7, set back in 1992. Cedar Rapids, it looks like a record is going to fall there as well by a good three degrees. And Marion, a little over a degree, degree and a half. Of course, the final numbers still have to be checked out once again. We have today and tomorrow's numbers to go in there, but I don't think we'll be able to change these too much. Definitely the coldest July on record here across many of the stations. Waterloo will end up being the second or third coldest. Our normal this time of year, about 72 to 75 degrees if you crunch down the numbers, depending on where you are on the east side of the state. So definitely cooler than normal. The Iowa statewide average, if you tally in all the numbers across the state, is just a shade under 74. We've been 68.2 so far, a tenth of a degree below the previous record from 1891. So statewide also may end up being the coldest on average. A lot of shower activity up here across Minnesota and that's what's sort of driven down the northwest flow. There's the front from our area earlier on and then the brighter white clouds to the northwest. That's the next front that will affect us Saturday. Here's what's going on throughout the night tonight. High pressure controlling the weather. Exact track doesn't have much going on. You see it's pretty quiet tomorrow. Just a few scattered clouds in the later part of the day. You'll see on Saturday, here comes the front. There's your chance for showers and thunderstorms moving in the later part of the day, but it quiets back down for Sunday. So rain chance up Saturday, down again on Sunday, warmer as well. So tonight's the last cool night in a while. Yeah. Another blanket on. But the 80s come back at least. It is nice weather out there, not what we were expecting I guess for the whole summer. It's refreshing. Maybe August will be hot. It could still be really hot. And we're going to hate it because now we're really spoiled. I think it would be fun. You never know. A bill requiring the Department of Defense to honor the benefits they promised went before the U.S. House today. This provision formerly known as the Guaranteed Benefits for Our Troops Act was first introduced last July. There was a delay when the program was announced to when it officially began leaving many students and soldiers without compensation. An estimated 800 Iowa National Guard members did not receive the leave benefits that they had earned. During the sit down, the family members were given a tour of the West Wing. A plume of orange smoke could be seen for miles this afternoon in Texas as firefighters watched dangerous fire at a chemical plant. A six mile radius around that plant had to be evacuated. Everybody out for six miles in every direction. The plant blends fertilizer and other chemicals and then packages them. So obviously that was a dangerous fire. No one was hurt but the plant is believed to contain explosive ammonium nitrate on top of everything else. That fire started today around noon. New developments in the ongoing saga of Michael Jackson. His 79 year old mother Catherine will keep custody of his kids. An agreement has been reached making Jackson's mother Catherine their guardian. The deal is between the Jackson family and Debbie Rowe, the pop icon's wife of three years and mother to Prince Michael and Paris Michael, the two oldest kids. Rowe gets visitation but nothing else. There is no situation better for these children than for them to be raised and reared under loving care of Mrs. Catherine Jackson. Michael Jackson's father Joe won't be in the picture since he no longer lives in the Encino home with his estranged wife. The custody agreement will be formalized in court on Monday. Meanwhile there are still many unresolved issues surrounding Jackson, mainly how his estate will be managed and ultimately what killed him. Spartan stunner. The NASCAR Nationwide Series hits the Iowa Speedway for the first time ever this weekend with the U.S. Cellular 250. Drivers, including Series points leader Kyle Busch, that's him right there, began arriving at the track today for some practice laps and media photo ops. Busch has five wins this season on the Nationwide Circuit. He and some other drivers hit the track today to prepare for Saturday. Because the Iowa Speedway is only seven-eighths of a mile, a lot of those guys compare it to that short track in Richmond. Kyle Busch, who's raced on both, says Iowa's track is one of a kind. The track does not drive one lick like Richmond at all. It's really a unique racetrack. You can run too wide here. We did in the Camping World Race.
