It's customary to stop for a funeral procession but most people don't realize that it's just now become a law in Missouri. I'll explain why coming up. And the Cardinals deal a pitcher. It was a chance for public housing residents to become entrepreneurs, to provide services and jobs for the benefit of their neighborhood. But it hasn't turned out that way. Good evening to you. I'm Patrick Emmerich. And I'm Jean Jackson. A strip mall in the Cochran Gardens housing project is now closed but can it be revived? ABC 30's Paul Brown is here with more, Paul. Well Jean, when the Ujamaa mini mall opened it was hailed as a model for other public housing projects around the nation. The first strip mall run by public housing residents. But today, just two years later, all the businesses are locked shut. Ujamaa means cooperative economics in Swahili. But this cooperative effort hasn't worked. Federal HUD funds paid nearly $400,000 for construction of the building. It's owned by the St. Louis Housing Authority. There was a laundromat, clothes store and beauty shop here. One of the business owners says he was forced out by vandals. The others didn't pay their rent. Now the families who live in the Cochran Gardens have to find those services somewhere else. We're sorry to see it fail to this point but we still think there's a future for it. Officials are hoping to bring in new business owners and next time HUD will have a few more suggestions. I would suspect that the people who went in there went in there without a very good business plan. And I think that probably in the future we'd be looking to SBA and perhaps the service core of retired executives to provide some upfront assistance to help them better plan their business operations. Critics including the former tenant management group that lost control of Cochran Gardens last year blamed the demise of Ujamaa on the St. Louis Housing Authority. But some Cochran residents believe it was strictly bad business. The business has failed generally because of bad management. That's the only reason that I've gone to the barbershop a couple times and the lights were shut off. The manager just didn't pay bills and the same thing with the laundromat. Well the Housing Authority says it will soon start accepting bids from prospective business owners who want to move into Ujamaa. They say Cochran residents will be given priority status. Patrick? Paul Brown thank you. Also at Cochran Gardens two security dispatchers will be back at work tonight after they were too afraid to go there yesterday because of threats. Mary Smith and Dorothy Perrymen were petrified that somebody might shoot them at work. They had received threats since a security guard killed a 19 year old boy at Cochran Gardens last week. They were especially worried about being on duty alone. Now since we reported this story yesterday the director of public housing has reassured the dispatchers that they will always have a partner. The Housing Authority security guard is still on leave pending the outcome of a police investigation into that shooting. The future home of St. Louis's newest basketball, hockey, and soccer teams needs a sponsor. It was to be called the SSM Healthcare Arena but now negotiations between SSM and the arena's operators are hung up over an exclusive exclusivity clause. Less than a month before it was supposed to open SSM wants to bar rival healthcare companies from booking any events. Don Kendrick has the latest on this. 11th hour construction continues despite a marriage that seemed to be headed towards divorce. The SSM Healthcare Arena scheduled to open October 1st now is without a name and a sponsor. At $350,000 a year for the next 12 years SSM wanted to make sure rival healthcare companies couldn't steal their advertising thunder. The CEO of the company that runs the arena said not an option. In a prepared statement he said we have concluded that the extent of the exclusivity arrangement proposed by SSM Healthcare could prevent us from bringing certain sporting and concert attractions to the arena. It could also have a detrimental effect on our major tenants as they try to establish a foothold in the St. Louis metro area market. It's kind of like a major airline like Southwest advertising for an event at the TransWall Dome. You can imagine the conflict of interest. That's why TWA is the exclusive naming rights sponsor. They have a contract that says no other airline can advertise for any event. I can see both sides. St. Louis Rams marketing director Phil Thomas saw it firsthand when he worked in Kansas City. The Michael Jackson World Tour sponsored by Pepsi was to play in an arena where Coke was the naming rights sponsor. With so many things being not only regionally and locally but nationally sponsored conflicts are bound to come up. For now it'll be called the Family Arena and it will be home to the St. Louis Swarm basketball, steamer soccer and Missouri River Otters hockey and negotiations have resumed. In the meantime arena events are going on as scheduled with or without the SSM name. In St. Charles I'm Dawn Kendrick, ABC 30 News. Despite objections from prosecutors a Madison County judge lowered the bond for an Edwardsville teacher accused of having sex with a student. 32 year old Jonathan Becker is now out of jail. In court today a judge set his bond at $200,000 then lowered it to $50,000. Police charged Becker with criminal sexual assault after they said he had consensual sex with a 17 year old girl. She was a junior at Edwardsville High School where Becker taught. There's a new member on the St. Louis Board of Education. Today Mayor Clarence Harmon appointed Paulette McKinney to the vacant school board seat. McKinney is a graduate of the St. Louis Public Schools and Washington University and she says she has personal reasons to improve the school district. And I currently I have nieces and nephews in the St. Louis Public School system and at this point in time I know that there's a lot of work to be done there and I think that I can make a difference. So McKinney will start on the board immediately. A new school in East St. Louis is giving some students a second chance to get an education. The East St. Louis Charter School opened its doors today to 100 students who dropped out of other schools. Sponsored by Southern Illinois University doesn't cost a thing. Students are chosen by lottery. Besides regular subjects it also offers fine arts and computer sciences. We were very very happy to see the students that came today. We're just really it's been very exciting for us as well as for the students and I believe for the parents also. The school office was full of parents putting their child on the waiting list for openings at that charter school. In South St. Louis police and the FBI are on the scene of a bank robbery. It happened late this afternoon. We are told that a woman walked in to the Bank of America here at South Jefferson and Gravoy told the teller she had a gun. The teller handed over an unknown amount of cash. Witnesses said that the suspect then took off in a dark colored vehicle. Police are looking for four suspects who forced their way into a North St. Louis home and got away with cash. It happened overnight at this home in the 2,000 block of Malancrot. Police say the suspects knocked in the door, shot actually, shot the couple's dog and then fled with $600. Also in North St. Louis police are investigating a murder. A 26 year old man was found shot to death early this morning at this house along Church Road. The victim's name has not been released and no arrests have been made. Call it a sign of the times or a sign of society's disrespect for the dead but soon Missouri drivers will have to yield the right of way for a funeral procession. ABC 30's Gene Shepard has that story tonight. Here's a quiz. What do you do if you're driving along and there's a funeral procession in the right lane? Like in a case like this. We can pass the procession correct on the outside lane. But if you're at an intersection even if the light is green you're supposed to yield until all the cars go by. State Senator Steve Ellman sponsored the new law which goes into effect Saturday. It gives police the authority to ticket anyone who tries to cut into, cut off, outrun or fails to yield to cars in a funeral procession. When I was first approached about this my response was well isn't that the law already? But it wasn't until funeral directors told lawmakers some of their horror stories. And we were taking a procession to the cemetery and a large semi pulled in front of our family car behind our hearse. Bowie was outraged. I think it does make you wonder what is happening today and why people don't respect funeral processions the way they used to. But maybe the possibility of a $100 fine will prompt some newfound civility. The main goal is to allow people to have a peaceful ride to the cemetery rather than having it be a harrowing experience. Funeral directors say police escorts aren't always available and private escort services are expensive. Now funeral cars can install yellow flashing lights of their own. You're watching ABC 30 news where you get more. 25 people were heard a couple of them burned badly after an Asian jetliner burst into flames in Taiwan. Folks on the scene reported a ball of fire on the runway after the plane landed there were 92 people aboard. One of the crew members from the plane says a light bulb caught fire was that simple. The flight had come from Taipei the plane was an MD-90 black smoke pouring from the plane as emergency crews tried to stop the fire. New information on the burning of another Taiwan airliner and this wasn't as simple as a burned out bulb catching fire the pilot was getting bad information from his co-pilot. Authorities don't know if it was wrong instrument readings or just simply miscommunication. At any rate two people were killed. Critics say the pilot had absolutely no business trying to land that aircraft in a typhoon. The plane was blown off the runway and burst into flames. An amusement park company is now under investigation after two fatal accidents in just three days. Last night a 20 year old man was killed on a roller coaster ride at Paramount Kings Dominion in Virginia. The stand-up ride is called the shockwave. On Sunday a disabled boy died at Paramount Park in California. He was riding the drop zone. Officials say he somehow slipped from a shoulder harness and fell. No real shock here. Fed funds going up a quarter of a point from five to five and a quarter. The object to slow the economy. It keeps simmering along and Alan Greenspan doesn't want it to start boiling. That would lead to price and wage hikes and that could produce inflation. Well now the Cardinals they find a taker for one of their troubled pitchers. That story coming up later in sports. Well we picked up some much needed rain late last night into the early morning hours in parts of the viewing area and that rain helped keep temperatures on the cool side. In fact St. Louis was one of the warmer readings this morning at 62 but look at this 57 degrees in Peoria 63 in Belleville it was a cool one in this this morning up in Kansas City at 59 57 was the temperature this morning at Lake of the Ozarks and in Springfield but then we saw lots of cloud cover today and that actually kept us on the mild side as far as highs go we only got up to 82 same scenario at Lake of the Ozarks and in Springfield one of the warmer spots down in Cape Girardeau they were at 88 overnight and our high and low for this time of year off just a bit nowhere near the records though the record high on this date 103 back in 1947 and on this date last year we had a high temperature in St. Louis of 98 degrees nothing like that outside at this hour we have partly cloudy skies at Lambert Field the temperature is at 80 degrees relative humidity is at 48 percent surface winds are picking up a bit moving out of the north at 14 miles per hour no real heat across the region in fact some nice cool air to the north of us we have a Canadian air mass that's starting to funnel down into our region so we will see some nice pleasant temperatures over the next couple of days the setup though for the tropics not the same scenario you know it's been a very quiet hurricane season aside from Hurricane Brett and now we have three named storms tropical storms to tell you about the main threat is this one right here this is tropical storm Dennis it's about 125 miles north of the Turks Island and it is basically moving to the west northwest at about 10 miles per hour now it's packing winds of 50 miles per hour and they're telling us that from the Hurricane Center that this will probably be a hurricane by Thursday the next storm system down here a little bit further to the south it's just beginning to develop that is Emily and then of course we have Cindy a little bit further out as well here at home we're getting wraparound moisture and boy you really can see it here's the center of the low and that moisture is riding up and around so that's why we have the cloud cover over the area but that's gonna quickly dissipate pleasant weather for you tomorrow high pressure and control that cool Canadian air mass will be in place and really no big changes as we get into Thursday but we'll start to see the heat begin to return to the area as you'll see in the five-day forecast just in time for the weekend so 74 degrees under mostly cloudy skies tonight 64 in the morning 82 will be our high tomorrow and it will be a green air quality day and for the next several days no rain in fact dry times ahead for us and as you'll see by the end of the week we'll see temperatures back up to near 90 degrees and actually that's not 470 on Sunday get out of town all right thank you well it is called the Norwegian dream but for folks on board turned into a bit of a nightmare 1700 passengers have returned safely to ports after their ship collided with a cargo vessel this happened off the southeast coast of Britain 20 people did suffer some bumps and bruises the Panamanian cargo ship though still afloat and burning if you just can't get enough stories about the Titanic then you need to head to the Fox Theatre today rehearsal and setup began for opening night of the Titanic musical the Tony award-winning show set sail tonight full of drama suspense and a st.
