The threat of war leads to heightened security in Wichita and around the country. Good evening, everyone. More on that story in just a minute. But first, we do have some breaking news. We're expecting a plane to be landing, an airport emergency right now involving a 737 that's expected to arrive in Wichita in about, it's about 25 miles out right now. We understand that there's one engine out. Not sure yet if that plane was supposed to be coming to Wichita or perhaps it may have been diverted here because of that engine problem. But again, we'll keep you posted and bring you a live report from the airport in just a few minutes. Again, back to our lead story. The deadline for Saddam Hussein to leave Iraq is just a day away. And tonight, Saddam says he's not going anywhere. The latest developments and what it means to you. That's our lead story. Saddam Hussein rejected President Bush's call for exile. Meanwhile, the U.S. says it has the support of at least 45 other countries in its effort to remove Saddam. The growing possibility of war with Iraq means you could see more security here at home. Operation Liberty Shield calls for increased surveillance at airports, ports and border crossings. The Coast Guard will escort ships when they are near sensitive areas. And incoming cargo, particularly imported food and hazardous items, will be inspected very closely. Health monitoring will be heightened so as to nip any possible bioterrorism in the bud. Also, nuclear power plants will have additional security. The Department of Homeland Security has also called on local areas to heighten security at bridges, electrical systems and mass transit systems. Tonight, Governor Kathleen Sebelius says Kansas is not on the list of states at extreme risk for possible terror attacks. Secretary of Homeland Defense Tom Ridge told the governor last night there were no specific targets in Kansas they have identified. However, our state is still beefing up security. Kate Jennifer Boakary joins us live from the Satellite Center. Jennifer, the governor is stepping up security, understand? That's right, John. Governor Sebelius is stepping up security because we are on a heightened security level. And while she won't go into particulars, potential targets in Kansas are now on high alert. At the State House and across the state, security is up. Basically, there has been a plan in place since September 11th that puts enhanced security measures around those potential targeted facilities. Now even more measures are in place at the Capitol building and surrounding complex. Other sites possibly include the Wolf Creek Nuclear Power Plant, refineries, railroad lots, water treatment plants, airports and feedlots. Governor Sebelius says here in Kansas we have a two-pronged threat. Not only do we need to be alert and vigilant about our citizens and their health and well-being, but also we have this massive agriculture community where they are really the suppliers of a safe and secure food supply. The governor is also meeting with the head of the highway patrol, the state police and other state government heads to key them in on classified information. We are very much focused on putting in place the protocol that is appropriate for this heightened level of security. And another measure now in place, the Military Emergency Operations Center, now has round-the-clock staffing. And especially now as it looks like we are moving towards war, Sebelius says we just have to keep a close eye and monitor the situation as we go along. John? All right, Jennifer, thanks. Governor Sebelius has not yet called up more National Guard assistance. Wichita also implements its security plan now that the state nation is at a high threat alert. This booklet outlines how Wichita and Sedgwick County should respond to each threat level and what should be done if there is a specific threat to our community. Tonight, cakes, Michelle Roswell is at Mid-Continent Airport where officials are already putting that plan to use, but many of us won't notice any changes. Only those who haven't traveled in a while are noticing security changes at Mid-Continent Airport. I just noticed that they had stopped you as you come in to do a simple pickup and it was pretty simple, quick. Airport workers say it's business as usual. We didn't have to do a whole lot because we hadn't decreased the level of security from the previous time. McConnell Air Force Base also inspecting each car that rolls up. These searches are stringent, but not unusual. Generally speaking, we're going to be cautious and vigilant. But I don't think for the average citizen, he or she is going to see a visible change from yesterday to today. Ernie Garcia oversees security for Wichita. He says city and county officials met to assess the potential threat on Wichita. While he says there is no direct threat on the city, it's prepared. We've identified sites that we need to protect and we will protect them. Wichita police will help monitor dozens of facilities. While they won't release the exact locations, they say they are keeping a close eye on places where a large number of people gather. We very much want to ensure the public that we do have a plan. My advice to the public is to continue to live a normal life, but be cautious. Be aware of your surroundings. Be vigilant. And it's hard to say what changes we might see citywide if the nation were to go to a red alert. Airport officials say most likely here we'd see an increase of police and also more inspections, but really they say it all depends on whether or not Wichita would be a direct threat. Back to you. I understand there's quite a presence of emergency vehicles there for another reason, though, Michelle. That is, they're expecting an emergency landing there in a few minutes. John, I don't know if you can take a look over here. We are hearing some sirens just down at the end of the runway to the north of the airport. There are some lights and sirens. We are told that they are waiting for a plane a few minutes ago. We were told it was about 25 miles out of town. I believe one engine is out. You may have more information than I do right now. Right now, sirens, police, and fire are waiting at the end of the runway for that plane. Apparently it's a Southwest Airlines flight that was not coming to Wichita. Of course, Southwest does not serve Wichita. It developed problems, lost an engine, we're told, the 737, which is what Southwest flies, will be landing in Wichita. Again, that emergency landing should be in just a few minutes from now. We'll check back in just a few minutes. Michelle, thanks. Back again to the war. What can you expect if and when war starts in Iraq? Cakes military expert Paul Muring joins us from the newsroom. Paul, first of all, what will be among the first targets for U.S. troops? John, the first targets will be air defense assets, their airfields, their radars, anything that has to do with the defense of Iraq. The secondary targets will be communication lines, and then that will be followed by your communication centers and your command posts. And all of that is going to happen rather simultaneously at an appointed hour yet to be determined. Paul, I understand that some pretty impressive high-tech weapons will be part of this attack, right? Yes, I'm sure that we're going to see the B-2s employed, of course the F-117s, which we used in 1991. We'll have Tomahawk cruise missiles, air-launched cruise missiles, the whole gamut of our fighter inventory, both Navy and U.S. Air Force. It will be intense. It will be shocking to the Iraqis, and hopefully it will be very short, and we will complete our task in a limited amount of time. I think everybody hopes and prays that it will be a short conflict and that civilian casualties can be limited for sure. Is that a realistic goal? Can this be a short war with limited civilian casualties? I think it can. We're always going to have civilian casualties, but we have very high-tech weapons, much more precise than they were 10, 11 years ago. That will help us keep civilian casualties down. We also have very skilled crews, and I really anticipate that we can keep them down. We won't keep them to zero. There will be some. We have to expect that. This is war. But I'm hopeful and confident that we have very professional people out there that will do their best to avoid civilian casualties. Other news tonight, Wichita Police investigating what may be the city's fourth homicide of 2003. The body of a 38-year-old man was found at this apartment at the Shirkmere Building at 2nd and Topeka around 2 this afternoon. Investigators say they got a call to check the welfare of the man. A preliminary investigation revealed the man had sustained some type of blunt trauma. Police are talking with a potential suspect. No arrests have been made. Wet roads and high speed may have combined to cause a deadly crash. It happened early this morning near 21st and Ridge. Matthew Fretzner died when the car he was driving slammed into a tree. Evidence at the scene shows the car's high speed contributed to the accidents. We have new information on a Wichita man accused of murder. He faces additional charges tonight. Reno County prosecutors charged Douglas Belt in a rape case from 1994. Wichita Police believe Belt killed Lucille Gallegos last year. An apartment complex worker found Gallegos' decapitated body. We're going to take a look right now at live pictures at the airport, Mid-Continent Airport, where I understand just moments ago that 737, the Southwest Airlines 737 that was en route from one airport to another but not going to Wichita, landed emergency landing, successful emergency landing just moments ago at Mid-Continent Airport, again a 737, has landed safely. Certainly good news. While most of Kansas copes with spring storms, it looks like winter to the west. Winter storm and its impact in Wichita ahead at six. This is live triple Doppler radar. Patchy rainfall becoming heavier south and west of the city here. South of Hutchinson, pretty good stripe here. Southwestern Sedgwick County into Sumner and now southern Cowley County. And as you can see, it extends, in fact, on into north central Kansas. Let's use Nextrad 10, take a view of that part of the state, if we could. Go to the other computer. There we can see the rainfall picking up again where it left off. McPherson over to Great Bend. Russell Hayes also receiving pretty decent rainfall west of Osborne. We can take this shot on into northwestern Kansas and see some heavier rainfall there. And looks like Oberlin, west of Oberlin on into southwestern Nebraska. Some decent rainfall. This is very welcome precipitation. Gov Scott City also receiving some precip. We have a flood watch in effect for most of central and southeastern Kansas with a few spots like Kingman and Sumner County a little bit more vulnerable to the flooding over the next 24 hours or so. Here's the way the rainfall has moved over the last 24 hours. Rain less than severe today, but still heavy in spots. And now shifting off to more of a northwesterly direction. Forty-six in Colby right now, 48 in Garden City, 49 in Dodge. We're primarily in the 50s through central Kansas. It has been warmer in the northeast today. In fact, temps as warm as the low 70s there. State predictors still showing that stripe of heavy rainfall from central into western Kansas on into this evening. By 8 o'clock tomorrow morning, the heaviest rain could move south of the Oklahoma border. And yes, southwestern Kansas finally getting in on the fun with some much needed rainfall in that portion of the state. As we roll this through the day Wednesday, it looks like this low is just going to sit here and spin. So that'll keep cloudy, rainy conditions in the picture with a stiff north wind kicking in across western Kansas. And it looks like that'll mark tumbling temperatures there as well. Thirty-nine furlough in Colby tonight, 44 in Hayes, 45 in Hutch, 47 degrees in Wichita. Light and variable winds around the south central part of the state. For tomorrow, our winds will continue fairly light here in central Kansas. They'll be stiff out of the north out west tomorrow though. Forty for a high in Colby with a good chance of rain, 48 in Garden City. Patchy showers in the central portion of the state with the flood watch continuing in effect and highs in the mid-50s. Rainfall totals over the next 48 hours or so could be as much as three inches plus right here in the central portion of the state. That does include what we've had today. And as you can see, much of the state receiving quite a bit of rainfall, even western Kansas, which of course is good news. Southwestern Kansas so far hasn't really received much precip from this particular event, but they'll get in on it soon. Seven-day plan over your weekend is always in view. It shows it finally tapering off, it looks like, by Thursday afternoon. A bit of a chilly start Friday morning and then our temps will climb as we dry out heading into the weekend. Right now it looks like fifties and sunshine, Saturday and Sunday. And after the much-needed rainfall, welcome sunshine back. Alright, best of both worlds. Yes, thanks. People in Colorado, well, they're not worried about the rain. They're coping with the worst blizzard they've seen in 15 years. The storm continues to dump heavy snow, closing schools and a section of I-70. The weather problems in Denver caused at least two flights to be canceled out of Wichita. Other flights were delayed.
