Tonight at 5 30, officials in Texas say the flooding is an unprecedented situation and something they have never seen before. And Governor Mark Dayton's legal team goes up against the legislator in front of the state's Supreme Court. But first, a team of officials say the boy's condition dies after jumping into a river in northern Minnesota. Good evening and thank you for choosing ABC 6 News. I am Olivia York. Tonight we're starting with several tragic news. Authorities say a 15 year old boy has died after being pulled from the Lester River in Duluth on Saturday. The St. Louis County Sheriff's Office said the boy jumped into the water in an area known as the deeps and was an alert when emergency responders pulled him to shore. He was pronounced dead later at a Duluth hospital. And in Iowa, authorities say two people have died after the driver lost control of the vehicle while trying to navigate a curve on Highway 14. The passenger was pronounced dead at the scene. The driver died later at the hospital. In Cerro Gordo County, authorities say a woman was brought to the Mercy Hospital emergency room on Saturday after her vehicle left the road on Highway 65, entered the ditch, crossed to the side of the road, rolled over to a drainage culvert. They say she was attempting to make a left hand turn on 200th Avenue. Back here in Minnesota, Inoka County dispatchers say a motorcycle went into a pond on Saturday. It happened at Highway 10 and 65. First responders found the motorcycle but haven't found the driver. And in Rochester, a woman living in an apartment downtown got a scary surprise after coming home from the store, finding another woman wielding two knives in her apartment building. She said the woman with knives told her to go, so she did and called the police. According to the resident, the knife wielding woman was admitted to the psych ward. And new today, the White House announced President Donald Trump approved a disaster declaration for the state of Iowa and ordered federal assistance to supplement recovery efforts in the areas affected by severe storms. Tornadoes, straight line winds and flooding from July 19th to July 23rd this year. This order includes Mitchell, Fiat, Clayton, Bramer and Buchanan counties among others. We had about, last count, 11 people, six dogs, two cats. So it's been kind of a Noah's Ark for the last seven or eight hours. In Texas, officials say the situation is getting increasingly serious with emergency flash flooding, open sinkholes, tornadoes and record shattering rain. Neighbors helping each other using boogie boards, rafts and a kayak. Officials also say this event is unprecedented and are urging residents follow orders to ensure safety. With thousands of requests for rescue, 911 call centers are completely inundated. Park your roof to be seen from the air, wave sheets, towels or anything to get our attention. President Donald Trump announced today he will be traveling to Texas on Tuesday. In 19, American Red Cross volunteers from Minnesota are expected to head to Texas to provide basic supplies and counseling. On Saturday, some Iowa Red Cross chapters have deployed at least 20 people to Texas. The Southeast Minnesota chapter is asking for current volunteers to be ready when the call comes. Minnesota has already assigned nine people to the disaster response. If you want help, you can donate money to the local Red Cross. ABC 6 has activated our Citizen 6 network to help those impacted by Hurricane Harvey. You can easily donate online at our website, kaltv.com. Turning our attention now to Jim. Jim, talking about Harvey, officials are saying they have not seen anything like this. Can you talk about that? No, this is probably the worst flooding they have seen in years, if not ever, especially for the Houston area. Harvey is still a tropical storm. The winds are weakening, but we have been talking about it for the whole system before it even made landfall. Wind is not really the main issue. It is that rain, which still continues to inundate that Houston area. Now, the heaviest rain bands sandwiching Houston from the east into the west, again heaviest between Houston and Buemond, Texas, where they are seeing anywhere between about three to four inches of rain per hour, but overall so far this is the last 48 hours. Again, this graph goes up to only a foot of rainfall, and look at that big swath of over a foot of rain, stretching from the Houston metro area towards Austin, Texas, even down close to Corpus Christi. So this area in red, what we are dealing with now, this is the actual radar imagery as of right now, but in this area in red circle, that is 12 to 25 inches of rain has fallen so far, and look at that, they are expecting an additional 15 to 25 inches by Friday morning. If you do the math, some places could see possibly up to 50 inches of rain when it is all said and done by Friday morning. Just certainly a catastrophic event for them. For us, we have a few showers coming through, coming in from the northwest, as expected, maybe an isolated rumble of thunder with those weak cells coming through. Nothing severe, a brief downpour possibly, and as quick as they will come on in, they will leave. 66 with a mix of sun and clouds in Austin now looking off towards the northwest, where the showers were coming from. Again, an isolated shower for the remainder of the evening, not for everybody. If you don't see it, you are going to have a pretty quiet evening tomorrow in Cassin, cloudy with an isolated shower, and look at that, not even 70. We will take a look at the full seven-day forecast coming up in just a few more minutes. On Monday, Governor Mark Dayton's legal team goes up against the legislature in front of the state Supreme Court. The court is set to decide whether the DFL governor violated the law when he vetoed the legislature's operating funding for the next two years. The move was an attempt to force Republican lawmakers to come back to the negotiating table on things like tax cuts. The court's decision could impact how power plays out between governors and legislatures for years to come. A fundraiser for the Austin Police Department's K-9 program is giving community members an up-close look at what the department's four-legged officer does for the community. This afternoon, Officer Rudy showed off his skills at Banshell Park, searching a car for drugs and chasing after a fleeing suspect. The goal is to show the community what the award-winning pooch can do while bringing in some money to support the program. It's a lot of fun. It's a lot of work, but it's rewarding, going to work and getting to use Rudy, and then going to competition and all the hard work pays off and getting awards. The money raised at the event will go toward supplies for the K-9 program, things like the bite sleeves officers wear when practicing running from Rudy. If you'd like to contribute, you can stop by the Law Enforcement Center in Austin or call the police department. And today in Rochester, motorists experience delays. Expect delays because of bridge maintenance work being done on two Highway 52 interchanges, one at 19th Street Northwest and the other at 2nd Street Southwest. Single-lane traffic in both directions are being used. Work is expected to finish today. MnDOT says a new bridge on Highway 56 in Stanton is now open to the public again. The detour on Highway 56 has been lifted this weekend as crews open the newly constructed bridge south of Highway 19. Unique and different fibers were the focus of a local gathering of artists in Rochester today. It's the third annual Salem Glen Fiber and Art Fest. Artists got together at the Salem Glen Winery to feature one-of-a-kind items and materials, including some made out of rabbit fur. Customers were able to walk around and check out the unique items not just to shop, but for camaraderie as well. And we've lived here for over 40 years and we would never leave here. I taught at Lincoln at Mann for years and the best part of coming out to these different events is that I get to see parents or kids who I haven't seen in a long time. Police say the suspect and the victim knew each other. At this time, police have not said if the suspect is in custody. Today, the search continues for Savannah LaFontaine Graywind on Thursday. A healthy two-day-old baby believed to be hers was found at her apartment building. She was eight months pregnant when she went missing in Fargo, North Dakota just more than a week ago. The infant was found with 38-year-old Brooke Cruz. She and 32-year-old William Hone have been arrested in connection to LaFontaine Graywind's disappearance. Officials at Iowa's nine state prisons say a shortage of registered nurses at some of their clinics are forcing them to hire workers with fewer credentials. Known as LPNs, these staff need less health care education and can be paid less. They can do similar tasks as registered nurses but require more oversight. Officials say it's hard to compete with nearby hospital jobs that offer better benefits. Sioux City officials in Iowa say Seaboard Triumph Foods processed about 100 hogs Wednesday as crews test equipment ahead of September 5th opening. Visitors might have to fend off the rain once again, but there's plenty of sun in the week ahead. Today is Minnesota Cook's Day at the fair. There will be live cooking demonstrations at Dan Patch Park. Well, it is not hockey season yet. I know this is going to be a big story for Jim. Minnesota Wild is asking fans to bring water from their local hockey ponds, lakes and rinks to the ice sheet at Xcel Energy Center next month. So the team says water from around Minnesota will be brought to the arena, filtered and frozen into the ice as part of a new campaign. The water will be used for the ice at the Xcel for the 2017-18 season. So if you want them to skate on your ice. That's awesome. Literally your ice. And you know, this is the state of Minnesota. That is so fitting. And of course, the land of 10,000 lakes. So I wonder if every single one of those lakes will somehow be represented on that big sheet of ice. That would be really neat. I'm willing to bet Lake Superior will be there a time or two. Jim's a big fan of the Wild. I'm sure we've talked about that before. A time or two as well. Now, obviously, water is in the forecast for our neighbors to the south down in Texas. They're keeping a very close eye on all that rainfall. We've been talking about it. Now let's compare their rainfall to us. How are we going to do that? Well, our average yearly precipitation on average, rainfall and snow melt combined. Look at these numbers. This is for the entire year between 33 to 35 inches for those four cities. Now, so far Harvey's heaviest rainfall total is sitting at twenty seven point four five inches. That's Dayton, Texas. That was as of two fifty one today. Going back to Friday morning when those outer bands were reaching the inland into Texas. So, again, some places will see around 50 inches of rain possibly. If we get to that 33 to 35 inch mark, they're going to pick up more rain than we do for the entire year. Just a catastrophic event for our neighbors to the south. Again, locally just a few showers and an isolated rumble of thunder. That weak trough of low pressure swinging on through from the northwest can see some activity just to the south and east of Ohotana. Kind of riding 218 down towards Austin and getting towards Grand Meadow. Also in north central Iowa from Mason City towards Garner and Forest City. That's where the stronger cells are. Again, nothing severe but brief downpours and embedded rumble of thunder possible with those stronger cells. Zooming out, you see the main cold front is well off to our southeast. There's that trough of low pressure swinging around, pinwheeling around that area of low pressure. A few more showers up to our northeast. That's going to continue their way towards us. That could impact parts of the area tomorrow. So for tonight, isolated showers, very hit and miss in nature. Not everybody will see them. Those that do, you can see they're out by the midnight hour. Hanging out into the low clouds and some fog to kick off our Monday. So it's going to be kind of a great day, a great way to start off a new week. Right now, a mix of sun and clouds in Rochester. 73 looking off towards the northeast. All the rain is off to the north and west here this evening in the Med City. Might clip parts of the Rochester area. Again, the next half hour to an hour or so. Low 70s to mid 70s across the board where the rain has fallen. It's cooled the air like in Austin right now at 68. 75, the mix of sun and clouds in Mason City. Cooling down into the 50s overnight tonight, back into the low 60s quickly. Again, tonight, once rain is over, similar to last night, here comes the fog and it could be dense at times. So showers ending, fog rolling in overnight, especially after that midnight hour. Taking down the upper 50s, cloudy with isolated showers, the upper 60s locally. And same with the state fair. If you're heading up that way for your Monday, maybe grabbing lunch and or dinner that way. Umbrellas won't be needed. Just heads up, there could be a stray shower or two, similar to what we're going to see later in the day. Topping out near 71 there. Watch the rain pinwheel again later in the day. Right around four o'clock to about eight or nine o'clock clipping, especially southeast Minnesota. That's the best chance to see the rain for our Monday. Now, speaking of Monday, again, isolated on and off showers. Not for everybody. It's going to be a cooler than normal day, but still an enjoyable one. Why not head out to the trails, getting close to 70 in some spots by the evening hours for our Monday. Tuesday sunny, Wednesday sunny as well. Making a run at 80. Here comes a slight chance for showers Wednesday night into Thursday. Light nature. Same with that chance. You see there Friday into Saturday. And speaking of Saturday, 82 with partly cloudy skies once the morning rain moves out. That's a little bit higher than even you were predicting yesterday. I think it was 80. Had to bump it up just a little bit. It was at 80. More sunshine. A breeze out of the southwest will allow for that. All right. Well, thank you, Jim. You bet. He's hitting 3-52 since July. That's amazing. Now in the ninth, Buxton got one more at bat. And boy did he make a count. He drilled another ball to the left. This one goes over the fence and off the wall. In left. Three homers for Buxton today. Twins win 72. They win two of three in Canada. And for Buxton that big game has sunk in. Excited. I know that's kind of a bad word right now. But I was, I knew it was my first three home run game. I mean there's no other feeling like it. Especially when you're helping the team out as well and contributing to a big win. The twins stay on fire. The Minnesota Vikings will host San Francisco in their third preseason game tonight. Game number three is usually when we see the most starters play. But for the Vikings they're still focused mainly on themselves. I've never really felt the need to really game plan a third game. We'll just go out there and play and do what we do and react. I think it's good to see how the team reacts to scenarios that they're not prepared for. So that's kind of how we've done it since I've been here. We'll have an update from their game tonight. And you may have heard there was a big fight last night between boxing and UFC stars Floyd Mayweather and Conor McGregor. McGregor was swinging early pinning Mayweather against the ropes. But McGregor, he got a bit tired. This match went ten rounds. Mayweather pinned McGregor in the corner and the ref would call the fight. Mayweather defeats McGregor by a TKO. He's now 50 and 0. For the past five years, section one of class nine man football has come down to Spring Grove and Grand Meadow. But the Mabel Canton Cougars have reason to believe they'll be the team to crash the party this year. The Cougars only lost three seniors from last year's team and they returned a heavy amount of talent this fall in head coach Carl Orbanek's 33rd season on the job. If you ask the Cougars, they love the quickness, experience and size this year's squad has. We have a strong offensive line which I like. We can't, can't, uh, rattle a lot of seniors back from last year which is awesome. Everyone knows what they're doing and we've played together for so long we all, we all just click. We have a sign that says, uh, your toughest opponent is yourself. And, uh, I mean that's kind of how, what we do. We don't really think that much about the opponent. A day in and day out, Mabel Canton sophomore and team manager, Dalen Jacobson, is with the team. Dalen had shaking baby syndrome when he was three months old. Then he developed a virus in the cerebellum of his brain a couple of years later which forced him to relearn how to walk and talk. Dalen's message to people is simple. Don't be afraid to do something. Just go for it. He's always there with us. He's always, uh, kind of struggling with us too I guess. Like him waking up in the morning too for practice and he always, uh, is cracking jokes. Everyone loves Dalen. He's always, always comes to practice. He's always at camps over the summer and, and he just lifts everyone's spirit because he's always in a good mood and he's always happy. Why'd you want to be a team manager?
