world how East and West can live and work together. As a flourishing commercial
and cultural crossroads, it has brought us together and enriched all our lives.
Thirteen years ago the governments of the United Kingdom and the People's
Republic of China recognized in the Joint Declaration that these special
elements which had created the crucial conditions for Hong Kong success should
continue. They agreed that in order to maintain that success, Hong Kong should
have its own separate trading and financial systems, should enjoy autonomy
and an elected legislature, should maintain its laws and liberties, and
should be run by the people of Hong Kong and be accountable to them. Those special
elements have served Hong Kong well over the past two decades. Hong Kong has coped
with the challenges of great economic, social, and political transition with
almost none of the disturbance and dislocation which in other parts of the
world have so often accompanied change on such a scale. The United Kingdom has
been proud and privileged to have had responsibility for the people of Hong
Kong, to have provided a framework of opportunity in which Hong Kong has so
conspicuously succeeded, and to have been part of the success which the people of
Hong Kong have made of their own opportunities. In a few moments the
United Kingdom's responsibilities will pass to the People's Republic of China.
Hong Kong will thereby be restored to China and within the framework of one
country, two systems, it will continue to have a strong identity of its own and to
be an important international partner for many countries in the world. Ladies
and gentlemen, China will tonight take responsibility for a place and a people
which matter greatly to us all. The solemn pledges made before the world in
the 1984 Joint Declaration guarantee the continuity of Hong Kong's way of life. For
its part, the United Kingdom will maintain its unwavering support for the
Joint Declaration. Our commitment and our strong links to Hong Kong will
continue and will, I am confident, flourish as Hong Kong and its people
themselves continue to flourish. Distinguished guests, ladies and gentlemen,
I should like on behalf of Her Majesty the Queen and of the entire British
people to express our thanks, admiration, affection, and good wishes to all the
people of Hong Kong who have been such staunch and special friends over so many
generations. We shall not forget you and we shall watch with the closest interest
as you embark on this new era of your remarkable history.

So there we are. Hong Kong is now part of China again after 156 years and whilst
there's restrained applause within the hall, no doubt around Hong Kong and
certainly in China, more than a billion people are celebrating the return of Hong
Kong to the motherland.
And with a little help from modern technology, the flags are fluttering
inside the convention centre.
At this moment around Hong Kong, uniformed officials of the Hong Kong
government such as police, prison officers, fire services officers on duty
are now actually changing their insignia on their uniforms.
The new insignia of course, no crowns, no royals as in the case of the Hong Kong
police, but all with the new motifs of the Special Administrative Region so
there'll be no indication on uniforms of the former status of Hong Kong.
It's all been done with credits.
And Hong Kong returns to the motherland. China regains control of its once lost
fragrant harbour. We'll return after this.

Returning now to our coverage of the Hong Kong handover, Chris Reason is in
Hong Kong. And Chris, we've just seen Hong Kong revert to China. We're seeing a
Chinese response now.
We are. President Jiang Zemin is giving his speech to the people assembled in
this hall, or 4,000 of them, the assembled guests. He'll speak for another
eight minutes or so and then the ceremonies there come to a close and he'll
make his way and everybody will make their way out of that hall and they'll
split up to various locations. We're seeing Prince Charles and Governor
Patton head off towards the Britannia, which you can see behind me now. A little
bit later Charles and Patton will board Britannia. It'll sail off out of the
harbor. For the rest of the delegations, the Chinese are back to work. They've
got to initiate, inaugurate, if you like, the council that they're about to get
up and running to run the SAR, as they called it, the Self-Administrative
Region of Hong Kong. So still a lot of process to go through here this evening.
Jiang Zemin's comments will be reciprocating Prince Charles's. But what
an amazing moment in history that was, witnessed here live on Channel 7. We saw
those flags come down, the other flag, the Hong Kong and Chinese flags go up
and formal possession of this country finally pass over to China. They're
calling it the end of the empire. It's the end of Hong Kong as we know it, but
as the leaders have told us, it's not the end of Hong Kong. Indeed Chris, we might
pause there just for a moment just so that we can hear what the leaders of
China are actually saying. The previous social economic system and way of life of
Hong Kong unchanged and its laws basically unchanged. After the return of
Hong Kong, the central people's government shall be responsible for the foreign
affairs relating to Hong Kong and the defense of Hong Kong. The Hong Kong
Special Administrative Region shall be vested in accordance with the basic law
with executive power, legislative power and independent judicial power, including
that of final adjudication. The Hong Kong residents shall enjoy various rights and
freedoms according to law. The Hong Kong Special Administrative Region shall
gradually develop a democratic system that suits Hong Kong's reality. After the
return, Hong Kong will retain its status of a free port, continue to function as
an international financial trade and shipping center and maintain and develop
its economic and cultural ties with other countries, regions and relevant
international organizations. The legitimate economic interests of all
countries and regions in Hong Kong will be protected by law. I hope that all the
countries and regions that have investment and trade interests here will
continue to work for the prosperity and stability of Hong Kong. Hong Kong
compatriots have a glorious patriotic tradition. Hong Kong's prosperity today
in the final analysis has been built by Hong Kong compatriots. It is awesome. And
Zhang Jimin ushers in China's regaining of Hong Kong. In Tiananmen Square,
celebrations are underway.
And we've just seen an absolutely spectacular pyrotechnic show in Tiananmen
Square. Chris Reason, earlier in the week you did a piece for Seven Nightly News
contrasting what Tiananmen Square and Beijing was actually going to put on for
the evening and what the British were doing in Hong Kong. Indeed, it's quite a
spectacular contrast. What we just saw from Tiananmen Square was absolutely
astounding. Yes, those people have been gathering there since something like 6
o'clock this morning, Chris, and they're there on their tens of thousands. Now,
not like the last gathering that made world headlines back in June of 1989, a
very different group of people gathering today, people there to celebrate this
handover, this what could be called the reunification of Hong Kong and China. And
as you've seen, those spectacular pictures of people celebrating there, this
means so awfully much to the people of China. They faced utter humiliation when
the British took over Hong Kong back in the 19th century, 156 years ago. It's been
something that's been niggling at them for that long. They've waited for this
moment for 156 years. Finally it's here and China will be taking possession of
this island with a great relish, I can tell you. And certainly now we've returned
to the convention centre in Hong Kong where we're seeing the VIPs, I suppose,
gathering for a photograph on the steps of the specially built stage. Yes, that's
right. The VIPs will, as I said just earlier, will start to make their way out
now. Now, as I said also, they will separate from here. What we're going to
see is British Prime Minister Tony Blair and the American representative Madeline
Albright leave the ceremonies now. They're not going to go to the official
swearing-in of the new Legislative Council that will administer this region.
That's their form of protest. Of course Alexander Downer, the Australian Foreign
Minister, has decided that he will attend that moment. He argues for trade reasons
and argues a faith in the future of China and how they'll handle Hong Kong. So yes,
we're seeing the hands shaking there now. Everyone's standing.
And certainly Zhang Zemin and Prince Charles and Tony Blair exchanging
handshakes and smiles all around. What a moment, as Anne said a little earlier.
The first time that Zhang Zemin has been to Hong Kong, in fact any leader's been
here, any Chinese leader. So it is an amazing piece of history what we're
seeing and what we're witnessing live right now. Keith Sutter, just a question to
you, that the smiles and the handshakes, is that all just for show or is it
actually genuine? Oh no, I think that probably from the British point of view,
it's a sense of relief. The whole thing's gone very well. The IRA haven't
blown up. The Prince of Wales. And the whole thing has gone very well. The
Chinese must be breathing a sigh of relief. There have been no big
demonstrations. We've not seen Martin Li, QC, climb up the wall yet. So from the
point of view of both countries, the whole thing has gone extremely well indeed
as a public relations exercise and both countries have invested a great deal in
this as a public relations exercise. All right and now as we watch the dignitaries
head off, Prince Charles heading for the Britannia with Tony Blair, Madeleine
Albright beating a hostry retreat to avoid the inauguration of the provisional
legislature. We'll go to a break and rejoin you with History in the Making in
Hong Kong.

The remnants of British Empire leave what was once and what will probably
still be an absolutely magnificent city, Hong Kong. Prince Charles heading for
the Royal Britannia, along with Tony Blair and Governor Chris Patton.
Leaving the Convention Centre, where Hong Kong has just been handed back to China.
And to the 7 News team now, who've been there for it all and forward an amazing
evening.
Well it has been really. I mean you feel like you're part of this great moment in
history and as I look at these pictures here I can see Prince Charles and well
Governor Chris Patton, former Governor Chris Patton just shook hands with the new
Chief Executive Tung Chee Wah, Prince Charles and Mr Patton and Mr Patton's
family, his wife Lavender and his three daughters will be joining Prince Charles
today there. Now you can see the Rolls Royces, the symbols of British
empirical existence in this colony, former colony I should say, now shouldn't I
since it's after midnight Hong Kong time. They'll all be heading down to the, it's
probably about half a kilometre or so. It's a drive from this unbelievable Convention
Centre Chris, 155,000 square metres this Convention Centre takes up.
It's on reclaimed land. You know how in Hong Kong they reclaimed
parts of the harbour. The harbour gets ever smaller. This is on 6.5 hectares. It
is enormous and you can see the rollers parked out the front here and they'll be
about to leave. Then thereafter Mr Tony Blair who farewell Prince Charles a moment
ago and US Secretary of State Madeleine Albright will then also depart the building
and then the meetings begin to install the new legislature. So it's been a
wonderful evening Chris. I must say at midnight when we, I can't remember what we
were doing at midnight about half and 20 minutes ago, the horns and the sounds of
the fleet here assembled in the harbour made this hum came across the harbour. It was
very noisy and all of a sudden there's a very eerie silence as the clouds have
descended on Hong Kong as they do at this time of the year. So it's been an evening.
There's a very special feeling about this evening Chris I must say.
Well Keith Sutter obviously a special evening for people like Prince Charles as
well stressing continuity in his speech. Interesting that he should mention that.
What's that diplomatic speak for?
Well I was very impressed with this statement that he got we shall not forget you
because the primary problem for all the British negotiators in trying to
negotiate Hong Kong is the fact that the British were never going to give the
Hong Kong citizens British citizenship. That's been the key weakness in the
British argument. They've made all these great statements. They want to look after
Hong Kong and all the rest but they would not give 3 million British subjects
British citizenship. The irony is that the people in Macau which is the Chinese
port across the harbour which goes back to China in the year 1999 the Portuguese
it's a smaller entity but the Portuguese have given the people of Macau Portuguese
passports which means that they're now members of the European Union and so they
can go to live in Britain if they want to. But the people of Hong Kong don't have
an opportunity to live in Britain. So although I was impressed with the rhetoric
of the Prince of Wales nonetheless we're seeing as always the British playing
both sides of the street because they although they were claiming to stand up
for the people of Hong Kong they did they were not willing to give those
passports if they were really sincere about wanting to help the people of Hong
Kong they should have given them British citizenship.
And Stan Grant to you now was it was it just rhetoric or was there a feeling of
goodwill?
Well it was interesting. If I could just go back to where the Prime Minister
speaks there Chris. We do now have one country two systems and he was saying
that China is determined to preserve Hong Kong as it is and of course preserve
the great Hong Kong economy. Where it goes to from here though I suppose
relies very much on the questions of democracy the questions of how much the
Chinese bureaucracy plays a role here in Hong Kong and what we're going to see
now as the British dignitaries I think as Anne just said before have left we're
going to see the business now get underway into making this one nation two
systems actually work. See the swearing in of the provisional government and of
this special region of Hong Kong and of course in a few hours from now we'll see
that that Chinese military might displayed here in Hong Kong for the first
time and it's certainly been an extraordinary night and an extraordinary
event in what has been an incredible history for this country. I think as Chris
Reason was saying before 156 years ago China lost this in defeat. China wins it
back tonight without war without bloodshed without any sort of revolution in
a peaceful handover. And you must remember Chris while this is a merger
between capitalism and communism we are talking about two very strong
economies. The economy of China growing at around about 10 percent. Hong Kong
grows at around about five and a half percent. Both very big investment
centers. So while we've seen in effect I suppose another brick in the British
Empire wall collapse we've seen another one placed in what is going to be I
suppose a great Chinese dynasty. Many people predicting it to be one of the
the great if not the great super power of the next century.
Kingston as Stan alluded to Zhang Jimin and Zhang Jimin's speech and Zhang Jimin
said that Hong Kong would receive a democratic system to suit its reality.
What is Hong Kong's reality now? Well Hong Kong's reality is that it's a
colony of Great Britain and it's now become an integral part will become an
integral part eventually of China. But the interesting thing is that the actual
process of handing it over at no point really involved the people of Hong Kong.
The British negotiated simply with the Chinese. So really it's almost like
dealing with a child and you don't allow the child to have a say in its own
future. And so ironically China has acquired a colony from Great Britain and
will be treating it obviously very gingerly because I think it's a time bomb.
It can either go very well or it can be a disaster for China. So like an unruly
child you don't know what the child is going to be like when he becomes a
teenager. And the world of course will be watching as you said earlier because of
Taiwan because of so many events. Yes that's the major prize. If the Chinese
behave themselves in Hong Kong then it will help their cause to reunite with
Taiwan. But if they behave themselves badly in Hong Kong then the people of
Taiwan will say we're better off without having anything further to do with
mainland China. Just going back to Hong Kong now and Chris Reason, the official
party leaving the convention centre I believe. Yes they're all in that stream of
Rolls Royce now heading off just behind us as we speak from the site of the
exhibition centre back down to the East Tamar site where the Britannia is docked
and of course we'll see Governor Patten and Prince Charles step aboard the
Britannia. Interesting thing, just a side issue if you like, that the British
media today were swarming the Britannia. Rumours that Camilla Parker Bowles might
have been aboard that below deck somewhere waiting for Charles. So that was
what the tabloids of London were chasing today in this historic story but there
you go. So they'll be there in just a couple of minutes and then we'll see I
guess what will be perhaps the defining picture of the end of the British Empire,
the Britannia sailing away out through the harbour. Interesting point that Keith
made there about no fight being put up. This is one of those great moments in
history but fascinating to note that never before has the West allowed a
nation as free and thriving as something like Hong Kong to be handed over to a
communist state without a fight. That hasn't happened since the end of the
Second World War. This nation or this territory has been given away without so
much, well, on the basis of a set of fireworks and a few ceremonial parades.
So it's been a fascinating time and a unique moment in Hong Kong history.
Chris, any word on perhaps the only fight involved in this, the somewhat peaceful
fight being put up by the Democratic Party? Have we heard whether Martin Li
has been able to scale that wall yet?
Chris, no we haven't I've got to say. We're still waiting. We have a
correspondent down there with a camera crew and as soon as anything does happen
we will endeavour to get that to you but that was, as I said earlier, the key
motive of Martin Li, QC, the head of the Democratic Party here, the largest party
in the previous Democratic Legislative Council in operation here. He wanted to
get back onto the balcony to address the people assembled in front of LegCo as
they call it and the Chinese wanted to prevent that. Now whether that's gone
ahead we don't know but I will let you know as soon as we get word.
Now we've just seen Governor Chris Patton arrive at the dock I presume and he's
bidding people farewell.
This will be an extremely emotional time for Chris Patton, his wife Lavender and
three daughters. We saw him today when he left Government House and they handed
him, after they'd taken down the Union Jack that one last time, they handed him
the folded Union Jack and it was pouring down with rain. His head bowed as the end
of the national anthem, God Save the Queen, came up and you could see the water
and the drops running from his nose. Now everybody that knows him said he would
have been crying, he's cried at several ceremonies in the last couple of days.
I think this will probably be the penultimate moment for him as he steps off
Hong Kong territory and onto the gangplank of the Britannia which is, if you
like, the ultimate luxury getaway vehicle for the British Party. They're departing
tonight, they're heading off and we'll see those pictures shortly.
The Britannia has been to be pretty decrepit these days although by your
average man of the street standards probably not quite so. Those people down
there, they're docs with Chris Patton, are they the ordinary citizens of Hong Kong
or are they VIPs as well? No, these people will be VIPs. They've secured this
area for about six blocks beyond us. All of that is happening just over my
shoulder. You can basically, all of those people would have wandered down from the
various locations tonight's ceremonies and I would suggest that they would have
been security screened first. You can see a lot of press in there as Patton says
his farewells. Interesting point you make about the Britannia, it is decrepit in
naval terms. They want to, it's last mission right now, it's being decommissioned
as soon as this voyage comes to an end. They sail off from here out to the
Philippines I believe where I think they're going to be having a break before
Patton heads back to France and then on to England to continue his life which he
says for the moment won't be political, he'll just be writing books. Any word on
where Prince Charles will be going with or without Camilla who may or may not be
below decks? Well the Philippines isn't a bad start Chris. We're hearing that as
soon as they get to there they're going to enjoy a break and then Prince Charles
will fly back. The quickest visitor here perhaps is Tony Blair. He's turned his
visit around. He flew in this afternoon at about midday. He's done his handshaking
his meets and greets as the Americans call them and he'll be heading out to
the airport pretty much about now as you said earlier. He departed with
Madeleine Albright just minutes ago so he has hit and run Hong Kong if you like.
He's on his way home. And we're just seeing some close up pictures of the Britannia
here as Governor Patton prepares to jump on board. Yes you can see the Britannia
Well there's Charles in the crowd also saying his farewells. We're listening
intently to Charles' speech today and it sounded as though he might have been
suffering some sort of coldness. He sounded a bit down about the occasion.
Well why wouldn't he be? But seeing a little bit more life from the man there
as he shakes the hands farewell. Yeah just minutes to go now and he'll be on
board the Britannia. Kate Sturde, just a question about the speech that Prince
Charles made. He made a big deal about Hong Kong representing East and West
living and working together but why has that been important for Britain? I mean
they weren't interested in giving Hong Kong any sort of democratic autonomy at
least until the 1980s. No they didn't get any democratic rights at all until
Chris Patton started to introduce them rather belatedly but I think for him we're
moving into an era now generally in which you have a declining significance of
politicians, increasing significance of economics, the power of corporations
rather than the power of governments and in a sense Hong Kong is the paradigm of
the future in a sense that here you've got an island which although it has a
public service basically runs itself through the big businesses and the
Chinese have recognised that by putting a ship building expert in charge of
running it as a CEO so it becomes Hong Kong incorporated and so what we're
seeing really is the era of the future in terms of economics driving change
rather than national governments which are really making themselves less and
less relevant in politics and so perhaps what we're seeing in Hong Kong is the
future for many societies including even Australia as we continue with
privatisation and corporatisation and downsizing of government. Indeed and
speaking of relevance we've just seen certainly a symbol in Hong Kong that's
going to become increasingly irrelevant and there was the standard of the Union
Jack there it is in front of Prince Charles down there and forward the people
on the docks certainly bidding a very fond farewell to the former Governor
Chris Patton and Prince Charles down there
and it would be really interesting to wonder exactly who would be invited
down there to say their last goodbye. Well that's right I was particularly
interested in the way that Patton has finished in Hong Kong the way that he
in other words it when he arrived for the first time compared with all of his
predecessors his 27 predecessors he wasn't going ahead in wearing a uniform
with a cocked hat or any of that he began his time by saying I represent the
new face of being a governor I'm going to meet the people and he sort of
continued that way all the way through and he's ended it in the same way
obviously rather selective he's not dealing with the ordinary members of the
but certainly you know going out shaking hands pressing the flesh as the
Americans would say so he's really ended in the way that he's begun as a person
who I think is well liked by a large number of people. And the future for
Chris Patton after this considering the politicking he's been doing?
Well everybody keeps talking about is he going to go back into conservative politics
he keeps saying I'm going to write a book and I'm going to go to France but
obviously with this sort of profile that he's now got then clearly one would
expect him to go back into conservative politics the problem is that you've got
the leader of the opposition we saw him on the screen earlier this evening he's
obviously getting himself established it's going to be difficult for Patton to
find a new role for himself because he's been out of politics for five years the
real tragedy is that if the election had been held a little later perhaps after
all of this marvelous amount of free publicity that in fact he could have
perhaps got into politics once again but it's going to be very difficult for him
to break back into British politics.
And forward Keith Sutter says it might be a little difficult for Governor
Chris Patton but he certainly doesn't look too perturbed at the moment and
neither does Prince Charles.
Well I think it is an emotional time has been for the Patton family leaving but in
a way there's every happiness too he's left the colony or he's left Hong Kong in
great financial shape the British have well I suppose they've run it very well
here over all these years some may disagree but nevertheless there's a
great deal of fondness for Chris Patton in the colony as well I think that's
fair to say he might not have spoken to Beijing for about three years though but
he certainly is well liked here it's a very sad departure but I'm sure he's
farewelling probably members of his staff and the civil service here who are to be
replaced of course he is being replaced by Mr. C.H. Tung and a woman Mrs. Anson
Chan is the head of the civil service so the deputy to Mr. Tung as well so
they've left it in good hands and I'm sure Hong Kong will continue to grow and
flourish there's a very mighty wave by the former governor just then and I'm
sure also Keith mentioning Chris Patton's ambitions politically as time
goes by William Hague I'm sure would be very interested whoa whoa you've lost me
I've lost you well we seem to have a few problems up there on the roof in Hong Kong
but certainly the monsoon or the typhoons causing a few problems up there but
there you can see Chris Patton's daughters and wife bidding people a fond
farewell a few tears in the eyes there and as they bid farewell to Hong Kong
indeed it's time for us to bid farewell to people who've helped us out with our
coverage Chris Patton and Prince Charles just standing there pausing
waiting for the families to continue bidding their farewells I would imagine
I would imagine that the wife and daughters of Chris Patton have made many
friends over the years certainly his youngest daughter has been living there

election five years ago at largely because of the work of Chris Patton the
campaigning he was doing pulled a rabbit out of the hat but didn't look after his
own constituency that's how he ended up unemployed and that's how he ended up in
Hong Kong all right time now to bid farewell to the seven news team up on the
roof there opposite the convention center in Hong Kong and forward a
