The Mexican clinic where an Atlanta doctor arranged for a blood-heating treatment for AIDS has been fined for allowing the experiment.
Dr. Kenneth Alonzo claims he was invited to Mexico by high government officials, but the health ministry maintains it did not authorize the trip.
Alonzo was involved in the first hypothermia trials in Atlanta.
Both patients are living, but a New York man died within hours of the blood-heating in Mexico.
His personal physician complains it took days for him to confirm the experiment had even taken place.
