You're watching Como TV 4 in Seattle. Now, number one at 11 o'clock, Como News 4. It'll be a long night for these investigators at the scene of a deadly plane crash. The question tonight, who were the ill-fated passengers on board the military Lear jet? And all eight people were on board and no one survived. Good evening, I'm Kathy Gerstin. And I'm Eric Slocum in for Dan Lewis tonight. The C-21 military Lear jet was apparently trying to make an unplanned landing when it crashed. The plane went down in a wooded area near Alexander City, Alabama. That's about 40 miles northeast of Montgomery. It went down before it did. Witnesses describe a series of explosions like an earthquake as the plane hit the ground. Crews on the scene say the plane just missed a residential area. The C-21 transport, similar to this, carried eight people, two crew members, six passengers. No one survived. The Pentagon says civilians and military personnel were on board, but isn't releasing any names yet. Those on the scene say it's a miracle no one on the ground was hurt. We have a church close by and also a nursing home, but probably a couple hundred folks in. The plane had been en route to Randolph Air Force Base in San Antonio, Texas after taking off from Andrews Air Force Base in Maryland. Well, you have less than an hour now to get those tax forms filled out and in the mail. And tonight there are an awful lot of people taking it right down to the wire. Como's Liz Roque is at the main coast office in Everett tonight. We go through this every single year, Liz, and I have to admit I was one of the ones in that line earlier. Yeah, I got mine done a couple of days ago, so I was doing pretty good this year. I think the people of Everett really, Eric, at this point, need to be congratulated. They're apparently not procrastinators. The line here has not been very long. We have three cars waiting now to drop off their tax returns, but all night we really haven't seen that much traffic here. So that's some good news. We should tell you that the postal workers will be taking your return until about midnight tonight, but the post office isn't open. In other words, you couldn't come down to get a stamp if you needed one for your return. Why do we go through this ritual? Why do these lonely postal workers stand on a rainy street corner and collect returns until the last minute? There's bound to be an easier way, and in fact some people think there is. The Bellard Library is no place to check out books tonight. Instead, it's a makeshift tax office crowded with last-minute filers lining up for help and struggling to understand what numbers go in which boxes. Why is there so much stress and confusion, and why do so many people file so late? Because I have to pay, and I knew I might as well wait until the last day. But there could be more to it. A recent Newsweek magazine poll found two-thirds of Americans would prefer paying a flat income tax instead of the current complicated system of deductions. But a flat tax has its critics. Some say the poor would pay more. And what about deductions for mortgage interest or children? For a lot of people, for some people obviously it could be a very simple kind of thing. But again, it depends on what they mean by flat tax and who it's going to affect and what the parameters are. A flat tax would probably be a lot simpler when it comes to you know exactly what you're going to pay instead of coming to the end and finding out you're going to pay or owe or, you know, make it a lot easier that way I think. Income tax reform is sure to be a hot topic in the upcoming presidential campaign. Republican candidate Senator Richard Lugar wants to abolish the IRS and replace income tax with a national sales tax. Could you vote for a guy who would abolish the IRS? I don't know how they could get by without it. Do you? You think this is the only way? I think so. The only way, says Kathy Binford, even though she's been waiting in line for tax help for an hour and a half. Now we should point out that the flat tax or the national sales tax, all just proposals right now, won't help people who have taken it down to the wire tonight. There's just one more guy dropping off his return this evening. But again, I think ever it needs to be rewarded. Not too many procrastinators up here. Eric, Kathy? Find out more next on Nightline. In South King County, a lucrative dream has finally begun to come true. Work just started on the new racetrack to be called Emerald Downs. It's a dream come true for gamblers and it's put sparkle in the eyes of another industry as Como's Farland Chang shows us. This story is about stallions and mares. It's about money. And above all, it's about a way of life. Almost three years ago, Longacre's racetrack closed down. The owners sold the land to Boeing. That ended almost 60 years of tradition involving some of the fastest horses in the land. Ever since Longacre's was shut down, the horse industry in Western Washington has been severely threatened. About 40% of the thoroughbred racing and breeding farms have gone out of business. But this one in Enumclaw has survived. Some of these people ended up in other states. I don't know. I just feel very badly for them because they dedicated their entire life to this industry. Good boy. Nina Hagen of El Dorado Farms never gave up hope that there would be another racetrack. Her faith was answered. Today ground was broken for a new racetrack in Auburn. The new track known as Emerald Downs will hold 18,000 fans. It's a $60 million privately funded project and it will maintain jobs for 15,000 people. And he's showing her that he's the stallion. Nina Hagen says the new track will increase demand for her horses, which are now in short supply. Experts say the price will go up from about $11,000 for one colt or filly to $15,000 or more. Hagen says making money is fine, but what's best of all is saving a way of life. And the enthusiasm is there and the people are there and you're going to see more people and more horses coming back to this state to take part of the action. Marlon Chang, Como News 4 in Auburn. We should note that not everyone is happy to see the new racetrack built. Environmentalists have opposed it because some of the lands involved contain wetlands, but federal authorities approved a permit last week. Movie making is a growing business in the Northwest and there's a lot of excitement in Everett tonight because one of the biggest stars in Hollywood is there to film his newest movie. Film crews are shooting the new Sylvester Stallone movie, Assassin. One of the scenes filmed today was shot at Evergreen Cemetery in Everett. Some folks stood on tiptoes just outside the cemetery gate hoping to get a glimpse of Sly, so did our photographer, but no luck. The film is being shot at locations around Seattle as well as in an old hangar at the Sandpoint Naval Base, which has been turned into a sound stage. Crews will be filming through May, but we don't know how long Stallone himself will be in town. Reporters of some GM pickup trucks won't be getting the settlement they're expecting. Today a federal court tossed out the plan that gave each GM truck owner $1,000 toward a new GM truck. General Motors pickup trucks with side or saddle mounted fuel tanks are blamed for more than 150 deaths. The trucks reportedly can explode into flames on side impact. Well today a court of appeals judged throughout the compensation plan, which also would have prevented a full recall. The court branded the plan little more than a sophisticated marketing program. The people suing GM say they'll go back to court to push again for a recall. In Pierce County, an alleged drunk driver is in jail right now charged with killing two people in a crash we told you about on Friday night. 83 year old Toby Grypanin and 36 year old David Cantwell died on Highway 18 near Puyallup. Both of them were trying to help get a stalled car off the road. Police say this man, Gregory Meyer of Graham, hit them and that he was drunk. Today though Meyer pleaded not guilty to two counts of vehicular homicide and three of vehicular assault. Meyer's mother hugged Cantwell's mother-in-law because of a tragic coincidence. I've worked with his mother at Good Sam Hospital for years and we went to school together and I didn't know it was her until I seen her in there. What did she say to you? I'm sorry. Mr. Meyer has a history of alcohol-related offenses dating back more than 10 years. By the way, three people who survived that crash are doing okay tonight. In Sonohomish County, a trial date is now set for the man accused of murdering little seven-year-old Roxanne Dahl. Now that Richard Clark has pleaded not guilty to charges of kidnapping, rape and murder, his trial is set for this June. The seven-year-old girl was found dead a week after she was kidnapped from her home in Everett. We were not allowed to photograph Clark in court today. This video is from a court appearance last week, but you can hear his voice as he answers the three charges against him. How do you plead as to count one first-degree aggravated murder? Not guilty. And as to count two kidnapping in the first degree? Not guilty. And as to count three first-degree rape? Not guilty. Prosecutors expect to decide within three weeks whether to seek the death penalty against Clark who is being held tonight without bail. New rules in the King County Jail. No more soaps, no more trashy talk shows. Jailkeepers are limiting TV access as an experiment in educating inmates. Today, they pulled the plug on the afternoon shows that most inmates watch and they substituted educational videos. For four hours every afternoon, the antennas will be disconnected. Programs on hygiene, job search skills and self-improvement will be shown instead. The problem is the jail is so close to several TV transmitters that it doesn't really work. At least three stations come in clearly without the antennas. So if you don't want to watch educational TV, they haven't finished doing whatever it is they need to do to stop us from seeing regular TV. People who work in the jail say it's too late to do anything about that problem, but they will keep piping in those educational programs. In fact, the program may expand to eight hours a day by this fall. You think that TV crackdown is tough? Well, the government of Iran is forming special police teams to confiscate satellite dishes. A quarter of a million Iranian homes have these dishes. The government complains that they're bringing in immoral Western programming. As of tonight, dish owners have four days to take them down or face having them seized by the special police teams. Breaking news to tell you about right now. It's new information about one victim of that military plane crash in Alabama. We now know that one of the eight people killed in Alexander City, Alabama was Assistant Air Force Secretary Clark Feaster. There's no word yet on the identities of the other victims. Even though a variety of ozone destroying chemicals will be banned nearly worldwide next year, one state in our country is resisting the ban. Tonight, the governor of Arizona has signed a bill allowing the production of those chemicals in his state. The chemicals include the common refrigerant known as Freon. Arizona's governor compares the bill to the Boston Tea Party. He says people in his state want to send the federal government a message that they think there's no reason to ban the chemicals despite scientific evidence that they're harming the earth's protective ozone layer. The highest court in the land is now hearing a case that could affect our environment. Timber interests in Oregon are challenging the Endangered Species Act. A decision by the Supreme Court could affect millions of acres of land in Washington and Oregon. The timber industry told the high court the act was designed to protect threatened plants and animals, not to protect private land on which those species live. Journalists say saving animals means saving habitat, even if it is on private land. One woman from Oregon went before the high court today to bring the message that livelihoods are at stake. Like in the town I'm from, several mills have gone out of business because, as a result of different things, but also partially because of the environmental regulation. No matter what the outcome in the Supreme Court, the two sides are headed for another confrontation very soon in Congress over efforts to rewrite the law itself. Well, it was a little chilly, that's true. It doesn't take much to get him out there. Well, you're inside and you're looking outdoors, you're thinking, wow, I could lay on the beach. And then you go outside and yeah, it's a little chilly for that. Even so, we're seeing signs later in the week that things are going to improve. Maybe not beach weather, but we'll be back to the sunshine before too long. Right now it's 46 degrees. We have a southwest wind at 13. The barometer's on the rise and we have measurable rainfall in the rain gauge. If you look at the way things stacked up today, you can see that we ended up cooler than normal with a high of 53. The record's 74, which was set back in 1983. A little bit closer view on the satellite image tonight because I wanted to get you right in on what's going to happen for you tomorrow morning. You can see how the more steady band of showers has kind of pushed on through. And now we are dealing with this area right behind it here. And in there we have a little bit of cool air. And it's kind of like last week. Remember when we had the sunshine and the rain almost at the same time? Well, in a lot of ways that's what's shaping up again. There is some clearing out there, but there's also some rain kind of tied up in all of that. And that's basically the way things are going to go here for a while. Right now we still have some pockets of rainfall throughout western Washington, including in the mountains. This is all going to taper off and whatever rain has developed here is going to kick off over the Cascades and start to head up north into British Columbia. That gives us overnight low temperatures upper 30s to mid 30s, cooler down around Thurston County. Then tomorrow, mostly cloudy start to our day. We still have that risk of some showers, especially between Seattle and Everett. And also the chance that a thundershower might show up later on in the day. Does this sound familiar? Yeah, it looks like we're headed to the same way. Perhaps not quite as severe as we had at times last week. But at any rate, high temperatures in western Washington, low to mid 50s. And if you're traveling east of the Cascades, looks like we'll have some of that steady rainfall along the border. But then it moves on out too and we get high temperatures with at least partly sunny skies. Yakima has 56 tri-cities about the same. Pullman 53 and Spokane 50 degrees. So overall, scattered showers, partial clearing tonight. By tomorrow morning, mostly cloudy, a few sprinkles around. In the afternoon, showers and sun breaks, one or two of which could be a thundershower. So do keep that in mind. 53 for high then. As we move through the week here, we gradually start to warm things up, get a little bit more sunshine in there. And finally, just squeeze all the water out of the sponge there and we're back to at least partly sunny skies for Friday. It looks okay for the daffodil parade down in Tacoma. That's always a big deal. It looks like we'll have some sun on the daffodils down there. A little more skiing too. Yeah, yeah. Alpenthal is going to stay open one more weekend. Our news for your health tonight begins with advice about birth control, not for men and women but for insurance companies. A new study says that insurers could save thousands of dollars if they'd only pay for contraception for their policyholders instead of paying for unwanted pregnancies. The study was funded by a company that makes noreplant and birth control pills. The study says providing the four most cost-effective contraceptives could save $13,000 per patient over five years. By the way, we did check around and the largest insurer in the Pacific Northwest, Blue Cross, pays for contraceptives only if they're prescribed for medical reasons. Virginia Mason's health plan does pay for some over-the-counter contraceptives. Well, the year after we first started hearing about those phy creams that allegedly melt away the fat, researchers are still trying to figure out if they really do work. And their active ingredient, aminofilene, doesn't really make the fat go away. It apparently just moves it around. And that has at least one local researcher a little worried. If, in fact, you moved fat from the thigh area to the abdominal and intraabdominal area, I would say in the long run you are increasing your risk for heart disease. The experts add that fat on the hips and thighs is actually less of a health risk than fat elsewhere on the body. He needs a bone marrow transplant, but you know how difficult it is to find a match. So happens Herb is an Alaska Airlines pilot, and when his coworkers learned of his condition, they organized this blood drive right at the Flight Operations Center. You don't realize how many friends you have until something like this happens. In one way, that's the good news. More than 450 Alaska Airlines employees have signed up with a bone marrow registry, which is great news not only for Herb, but also for a lot of other people. These people could become a match for someone else who needs a transplant. Sometimes it can be difficult to find a donor, so that's very, very nice. We wish him well. Of course we do.
