In 1940, teachers were surveyed about the worst problems in America's schools.
They identified those problems as running in the halls, noise, chewing gum, and littering.
In 1990, teachers were asked the same question, and they said the most serious problems are
now alcohol and drug abuse, rape, robbery, and teenage pregnancy.
These facts are one reason I put together the Index of Leading Cultural Indicators.
In the Index are contained facts and statistics painting a portrait of American life in the
last 30 years, statistics about the surge in violent crime, the increase in births to unwed
mothers, and the decline in SAT scores.
All these problems seemed to get worse at a time that government spending was increasing
more and more.
