Southern Nevada's first choice for news. This is Eyewitness News 8. Good evening. Southern Nevada police officers have discovered three bodies in two days. All three are thought to have been murdered. This afternoon, the body of a white female in her late 50s was found in an apartment at 1923 Stanford Avenue in North Las Vegas. The woman had apparently been strangled and had been dead about 24 hours. Police went to the apartment after receiving a tip from Boulder City authorities who arrested a man driving the dead woman's vehicle. 47-year-old Fred Tuggle, arrested on stolen vehicle charges, is thought to be the prime suspect in the killing. Earlier today, the nude body of another woman believed to have been in her mid-20s was discovered off Eastlake Mead on the far side of Sunrise Mountain. A man who was doing some target shooting found the decomposing remains. There were no outward signs of trauma, but the woman had obviously been dumped there. An orange bedspread was wrapped around her legs. Police were able to lift a single fingerprint from the scene. And the county coroner's office is still trying to identify another body found in the desert yesterday off North Highland Drive. A hiker spotted the remains, which had been in the desert for several days. The body was so badly decomposed that medical examiners were unable to determine race, age, or cause of death. They're now using dental charts for identification purposes. One of two brothers charged with the fatal shooting of Sammy Curtis Jones, whose body was found in a dumpster on the west side last December 28th, pleaded guilty in the case today. 19-year-old Desmond Palmer pleaded guilty to accessory charges in that killing. He'll be sentenced next month. His brother, who is also 19, Milton Palmer, has been charged with murder. He was to have appeared for arraignment today, but the hearing was delayed till Friday, so his attorney could be present. Authorities say the killing was apparently drug-related. A federal court jury here is considering the fate of two men accused in the check-kiting scheme that led to the collapse in 1983 of the Mineral Bank. California oilman Jack Urich and former Mineral Bank officer Richard Fenner are accused of conspiring with the late Joe Augusto to write overdraft checks from bank to bank that artificially inflated the accounts of the two men. Four other people charged in connection with the scam have already pleaded guilty. Another is doing time in a Mexican jail for a different crime. Urich and Fenner contend that they were duped by Augusto and that they didn't do anything wrong. The sheriff's jeep posse has been reborn. The posse was disbanded last month when members vehemently objected to new rules of conduct being imposed by Metro. Tonight, the sheriff's posse was reincarnated as the constable's posse. Members were sworn in as deputy constables, and although they may no longer perform any emergency searches or rescues, they still intend to serve. Kathy Vincent has the story. Right hands and feet after me, I, the station name, do solemnly swear that I will support, protect, and defend. The newly formed Clark County jeep posse is about to embark on a whole new career. Although these 15 men are trained emergency medical technicians, their new roles will include serving civil papers for justice court and other community services. We can help some old folks drive around. They'll be doing the races, the off-road races. We'll be doing the control out there, all of it off the road, of course, because they're not traffic officers. The sheriff's jeep posse was a group of volunteers who, with their own equipment, helped rescue stranded hikers and others in need of emergency medical care. The group was disbanded last month after a disagreement with Metro officials concerning regulations. Clark County Constable Don Charlebois says he decided the posse was too valuable to lose, so he arranged to have the men deputized. The men say they will remain ready to respond to any emergency if the sheriff should ask for their help, and if not, they'll be happy doing whatever job is given to them. It looks like the waves are going to start to smooth out, and we're going to get back into doing some enjoyable things again. Members of the jeep posse say they have feelings toward Metro and want to serve the community any way they can. Kathy Vincent, Eyewitness News 8. A legislative committee voted in favor today of a bill that would stop the incorporation of East Las Vegas. Committee members say the proposal would give the legislature more time to study the whole incorporation question, but citizens of East Las Vegas feel like they're being singled out. The bill would halt the creation of a new city in East Las Vegas, but would not affect similar efforts in other parts of the state. The supporters of incorporation say that even if the bill is signed into law by the governor, they intend to fight on in the state Supreme Court. We'll ignore the bill, because at the same time, we will be appealing it to the state Supreme Court, and we know it's going to be overturned. Incidentally, several of the legislators told me, even Paul May admitted it in committee. He says, well, if we pass this, I'm sure he's going to take it to the Supreme Court, and when. But it's just a question of will they take it to the Supreme Court. They even admitted a lot of the things they pass or unconstitutional, but if they go unchallenged, so what? Pelham is hopeful that Governor Bryan might veto the bill if it is passed by the legislature. The whole thing could be made moot this Friday, when District Judge Myron Leavitt is expected to rule on the validity of the original incorporation petition. Three people were injured tonight when a small plane made an emergency landing on a car in San Diego during rush hour. All three of the injured were on the ground. The first hurt was in the car that got hit. The other two suffered minor injuries in the accidents that occurred after the plane hit the ground. The pilot of the plane, who wasn't hurt, was doing touch-and-go practice landings at a nearby airport when the plane lost power. The pilot says he couldn't find any place to set the plane down, except crowded Balboa Avenue. Hundreds of volunteers have joined the search for five skiers apparently buried by an avalanche, and the Colorado Rockies will have the latest next. And support is growing for a national move to guarantee parents leave when their children are born or get sick. We'll preview the measure that goes to Capitol Hill tomorrow. Red Searchers will take to the hill at the Colorado Ski Resort of Breckenridge at dawn tomorrow, looking for survivors of an avalanche there today. Tons of snow a half-mile wide came crashing down, burying as many as six skiers. One body was found this afternoon. Hope for the other victims is dimming tonight. National Forest Land, where the avalanche occurred, was not patrolled, but skiing was allowed. No avalanche warnings were posted. Summit County Sheriff's Department officers say walls of snow, some 20 to 30 feet deep, came thundering down the mountainside. Local school teachers say the reason they inflated achievement test scores is because of pressure from the district to produce. As eyewitness news reported last night, test scores at 14 local elementary schools were inflated by teachers who gave special prompting and preparation to students. Most teachers we contacted didn't want to talk about it on camera. Others admitted that some of their colleagues may have gone too far with the tests. I would guess that there's a possibility that either the time limit wasn't checked thoroughly, instructions weren't given correctly, or other. Other being, other may have been some reason that a person felt like they had to doctor the tests. I don't know. The district is confident that it can put a stop to test score inflation. The reason all of this is important is that kids may end up being placed where they don't belong, and administrators may get the wrong reading on the value of special learning programs. School trustees will vote tomorrow on a redistricting plan that could affect 5,000 local students. The district is trying to balance enrollment by reshuffling thousands of kids, mostly elementary students. These are the schools expected to be involved in the changes. Letters have been mailed to parents of students who may be affected, and public comment on the plan is invited. The big switch has been made necessary by the explosive growth of the local student population. The school board will also consider whether to make certain schools into year-round operations. Hearings begin in Washington tomorrow on a bill that would guarantee leave for workers for the birth of a child, the adoption of a child, or an illness of a family member. Parents' rights organizations say it's about time the U.S. caught up with the rest of the industrialized world on the issue. Patricia Sagan reports from Washington. When her baby is born, will she still have her job? A congressional study says two-thirds of the women in the workforce can't take maternity leave and still have a job to return to. Janice Turner knows what that feels like all too well when she was pregnant with her daughter, Africa, four years ago. Her employer, a savings and loan, told her essentially, your baby or your job. No leave despite a policy manual to the contrary. Her supervisor suggested she have an abortion, and she almost did. I was emotionally drained because I don't believe in abortions. Although she needed the salary, she quit and found other banks wouldn't hire her because she was seen as a troublemaker. You can't believe it's true. You just feel like the floor has been knocked out from underneath you, and I would cry a lot because I didn't know what to do. Her case is on appeal, and her former employer refuses to comment. A bill pending in Congress now would come too late to help Turner, but it would help future parents. It would require companies to guarantee up to 18 weeks of unpaid leave and a job after that. It would allow any mother and father to care for a newborn, an adopted child, or an ailing parent. And I just think that families are stressing out under the conditions we're putting there, and we really need a law to protect them. Representative Pat Schroeder, the bill's sponsor, is getting stiff opposition from business, big firms, and small. They want to keep Uncle Sam from, as they see it, meddling and requiring a benefit that's too expensive for some firms. It has to be done on an individual company basis, and that's why this bill is flawed. They don't want the government telling them exactly what to do. If this bill did pass, it would be one more obstacle to competitiveness on a global economy. Every country that's knocking our socks off in trade has been doing this for a long time. The bill's sponsors say business will never require parental leave unless they have to, and that is why they want to make it a federal law. This is Patricia Sagan in Washington. And all those clouds that were around Nevada earlier this evening have been disappearing. Clear skies over much of the Silver State right now. A high pressure system is building back into the northwest, but along with the expansion of that high, the low pressure system we've been talking about over the past few days has been developing over the southwest. And the clockwise flow around the high, counterclockwise flow around the low, combining to produce a northerly flow across Nevada, which is pulling some colder air into the Silver State. Really didn't have much effect on our weather today, but temperatures have been down across much of the rest of Nevada. And also the pressure gradient or the area of pressure difference between these two systems also continues to generate some strong northerly winds into the Las Vegas area this evening. Winds will continue to be gusty tomorrow up to 30 miles per hour at times. But along with those winds, the clouds are gone and look forward to mostly sunny skies tomorrow. The winds should start to decrease a little bit tomorrow night, but the sunny skies will continue into Friday. Temperatures cooler tomorrow, back up a few degrees, then again on Friday. Problem with moving fish is you've got to move so much water with them. That was the dilemma that faced the folks at the Marine Land Aquatic Park in Rancho Palos Verdes near Los Angeles this week. The park you see was shut down, so the fish and sea creatures had to be moved to San Diego's Sea World about a hundred miles away. I guess they thought about opening the gates and letting them swim, but they changed their mind. They loaded them water and all onto trucks and off they went and as you can see everything seemed to go well. These are pictures from Sea World. The animals didn't even get any time off. They were immediately put to work in the Sea World shows. This goes to show you, you've got to earn your keep no matter where you are. There's no such thing as a free mackerel lunch. Yep, and you can tune a piano. But you can't tune a fish. That's right. Some young women with a keen sense of marketing are in hot water with school officials. The girls of Gilroy High School, that's in California, wanted to raise some money for a trip to Disneyland. Now, they've seen how the Sports Illustrated swimsuit issue sells, so they decided to market their own calendar. As you can see, they didn't exactly stick to the school dress code. But not all of the calendar photos featured bikinis. The winter months had pictures of girls in fur coats and sweaters and stuff. Predictably, the school officials went through the roof. They put a stop to the sales, and the girls are understandably miffed. No, I don't think anything is wrong with it. I mean, if we all posed in the calendar, we knew it was going to come out. I mean, if we posed in it, there's nothing wrong with it. I don't agree with what the teachers are saying, you know, how they oppose it and everything.
