Almost 200 people were evacuated at 3 o'clock this morning when a fire broke out on the third floor.
34-year-old Maria Perugini has been charged with arson.
Later this morning, she was arrested after threatening to jump off the parking lot roof.
It's mostly sunny in the Bay area, but some thunderstorms have been reported south of us.
